——Matching with the energy tree planting project, under the unified planning of the local government, a number of related enterprises such as purchasing and extracting biodiesel and pharmaceuticals will be established near the energy tree planting center or in places where there are conditions to build factories, so as to form a one-stop service and production.

-- For professional cooperatives and farmers who plant energy trees, local governments should give certain preferential policies in terms of land enclosure, transportation, electricity and capital, and accelerate the construction of energy forest bases.

——On the basis of the overall planning of the National Development and Reform Commission, the "Leading Group for the Promotion of Energy Forest Planting and Biodiesel Industrialization" was established, and it was suggested that the Poverty Alleviation Office should take this project as the first choice for poverty alleviation in the vast mountainous areas of Shanxi Province......

According to the implementation roadmap, by 2020, Shanxi Province will produce at least 10 million tons of biodiesel, create no less than 2 million jobs in the planting process, and create tens of millions of jobs in the fruit harvesting and threshing process every year, so that millions of rural families will be lifted out of poverty.

As soon as the plan came out, the process of coal production capacity in Jin Province was suddenly accelerated.

The seven major state-owned coal groups were the first to take action and signed a cooperation agreement with Jiagu on the construction of seven million acres of jatropha energy forest.

Previously, they had to be under a lot of pressure to reduce production capacity - it was difficult to get rid of obsolete assets, it was difficult to relocate employees, and it was difficult to make a profit on new investments...... Ten contracts for energy forest bases, with a total value of more than 20 billion yuan in five years, and most importantly, Jiagu also has a preemptive right of more than 50% of all Wenguan fruit oils for the next two decades. Edible oil is an important part of national food security, China's current edible vegetable oil supply is quite dependent on foreign countries, if it is not for the revival of domestic soybeans led by Jiagu, it has long exceeded the national strategic security cordon.
