These are the administrative and economic resolutions. On the military front, the goal of the next military operation has long been set, which is to attack Shandong and establish a solid base area, while the other decision is to expand the size of the People's Army by recruiting soldiers.

The Provisional Military Commission decided that Xiao Jianjun would be fully responsible for formulating the operational plan, deployment, and intelligence gathering for the attack on Shandong, while Qin Zheng would be responsible for recruiting, compiling, and training troops, and Xia Bohai would be in charge of overall coordination and control.

At present, there are two foreign leased areas in Shandong, one is Weihaiwei leased by the British and the other is Qingdao leased by Germany, both of which are located in the eastern coastal area of Shandong. The other three battalions were retained with two battalions, and the remaining one was broken up and reorganized with new recruits.
