However, there is still a considerable gap between the military quality and ideological concepts of the recruits and those of the veterans, so helping the recruits to integrate into the army as soon as possible, so that their training and thinking can be on par with the veterans as soon as possible, and when carrying out their tasks, they will not be held back by the whole division, and this will also be the focus of the whole division's work in the next step.

Although the People's Army advocates equality between officers and soldiers, this kind of "equality" is not absolute equality, but refers to equality in terms of spiritual level and military discipline, but after recruits join the army, they will definitely have to bear some more public obligations than veterans, such as cleaning the barracks, cleaning up the rooms, and so on. On the whole, in the People's Army, recruits are basically not bullied in the true sense of the word. On the one hand, this is due to the constraints of the system, and on the other hand, it is also because of the work of a large number of political work cadres, and at the same time there are grassroots soldiers' committees, but now there is a large influx of new recruits, and there is a large shortage of political work cadres, so the contradictions between veterans and recruits cannot but be prevented.

The third is the use and lack of weapons. Although the army's establishment plan specifies the weapons to be equipped by the troops at all levels, it will take time for these weapons to be mass-produced, that is, the standard weapons equipped with in the units that have been established now cannot be fully put in place in a short period of time. Of course, basic weapons such as rifles can still use old guns, and artillery also has some old guns, which can be dealt with for a while, but there is no way to deal with new weapons such as grenadiers and mortars. Moreover, artillery is different from ordinary infantry, it requires a certain amount of professional knowledge, and at the same time, it also requires long-term and rigorous training, and to a certain extent, it is more difficult to train a qualified artillery than to train a qualified infantryman.

At present, in the People's Army, the illiterate account for about 7 percent, and the semi-literate also accounts for more than 2 percent, and only less than 10 percent of the soldiers can be regarded as freeing from illiteracy, on the one hand, because the overall literacy rate in China in this era is not high, and the majority are illiterate, and on the other hand, the navy has robbed a large number of literate soldiers. In addition, there are some other problems: one is that the cavalry units under the division have not yet been put in place, and this is the only unit in the division that has not yet been put in place, and it is hoped that it will be able to be in place as soon as possible and train with the whole division; moreover, according to the establishment, the division should still have more than 600 horses and corresponding vehicles, and these must not only be in place as soon as possible, but also need a group of professional breeders, after all, raising horses is also a technical job; at the same time, the first division has also applied to the Central Military Commission that it is best to be able to transfer two trucks and four small cars for the troops to use in an emergency.

The last division also made a request that a military zone be set aside on the outskirts of Jinan, not only for troops to be stationed, but also to be able to conduct artillery training.

In terms of weapons, the basic rifles, Type 96 pistols, and Maxim machine guns can be fully equipped, but the rifles are still old guns, and the arsenal can only provide new guns to a battalion of troops for soldiers to try out for a period of time, while the Haqikaisi rapid-fire guns, 75 mm field guns, and 105 mm * guns can supply half of them, of course, they are all old artillery, after all, the People's Army still has some stocks.
