Second, it is stipulated that all the land is owned by the landlord, and the peasants redeem a small piece of land in accordance with the regulations, and the ransom amount is two or three times the actual price of the land, and the peasants pay a part of it, and the government pays the rest in the form of repaid bonds, and the peasants must repay the principal and interest within 49 years.

On the one hand, this system allowed the landlord class to receive two or three times the premium on land, which greatly reduced their resistance, and on the other hand, the state provided paid loans to the serfs, which also gave the destitute serfs the opportunity to change their fate.

This was a mutually acceptable condition, and the only drawback was that the financial pressure on the state was too great, and although it was said that the landlords were paid in the form of paid bonds instead of cash, the entire Russian land area was so large that the interest on the bonds alone was an astronomical amount for the state.

No one knows how high the debt ratio of the Russian treasury is, because it is Russia's top secret, and it is possible that Alexander II was afraid that the real financial situation would frighten the bankers in Europe, so the announced fiscal deficit was not high.

But anyone with a discerning eye can clearly see that now that Russia has come to a standstill even such a top priority as the replacement of weapons in the army, one can imagine how poor this empire is.

In order to defuse the immediate crisis, Alexander II opted for an eastward strategy, in which he tore flesh from the weaker Qing and Central Asian khanates to replenish himself.

The eastward expansion strategy can be subdivided into two sets of strategies, civil and military, in terms of force, which has been going on for many years, pacifying the Caucasus, expanding the power in Central Asia, ceding the Far East of the Qing state, and supporting the rebellion of Agubai in Xinjiang.
