Chapter 85: The Prelude to the Great War (3)
In mid-January 1840, Sean was invited to speak at the Parliament of the Federal Republic of Yugoslavia.
The 213 delegates came from the 12 provinces in the south and the six provinces in the north that are part of the alliance.
According to the rules of the Union, there should be one place for every 1 million people, and the 44 million people of the Union automatically have 44 parliamentarians, which are allocated by the provinces themselves. At the same time, the provinces pay the Union tax every year, and there will be an additional place for every 10 million.
This is how the allocation was completed, and a total of 60 seats were born.
In addition to this, in order to co-opt and appease the nobles who had been stripped of their titles, these former nobles were given 20 places, while the church had only 5 places, and the latter had almost withdrawn from the political life of the South. As part of the compensation, Cardinal Shakley, who has always been close to Sean, will likely become the new pope, but only after the civil war ends.
Most of the remaining 128 places were awarded to the business community, with a small number going to academics, activists, lawyers and artists. These places were not limited to provincial origins, and as a result, the majority of Genoese were industrially and commercially developed.
This distribution plan is unlikely to satisfy everyone, for example, the first term of parliamentarians is basically recommended internally, and only citizens who pay more than 10,000 gold louis a year are eligible to vote for the candidate.
As for the national election and voting, it is just a beautiful idea for the future, and it will be a drag on the eggs in one step.
But this essentially satisfied the needs of all strata of the South, and also represented the formal rise of the emerging bourgeoisie, which for the first time dominated political life.
If you look closely at the identities of all the councillors, you will find that more than 80 per cent of them are members of the Civic Party, and these people control the coalition government through various proposals in parliament, and control local power, economic activity and public opinion in various ways outside the venue.
In 1840, the South was politically and intellectually active and free.
The one-party dominance of the Civic Party did not threaten the voice of dissenting voices, and various political parties sprung up like mushrooms, with more than 100 officially registered political parties.
Viscount Brandon, for example, was active in politics, forming a pro-constitutional monarchical party, around which the former southern aristocracy and the northern aristocracy in exile automatically rallied, thus becoming the largest opposition party in parliament – although the power of this party went almost unnoticed.
In fact, Brandon's party was founded with Sean's acquiescence to create the illusion of liberal democratic party politics, which greatly restrained some conservative forces and restless elements in the eyes of the mainstream forces that Sean represented.
The former Grand Hotel Poitou was demolished in 1838 and the architects of Poitou used the latest technology to design and build a Union Parliament building on the original site using new building materials such as reinforced concrete.
It boasts a huge city hall and more than a dozen small function halls, equipped with the most fashionable electrical facilities and new toilets, as well as extensive use of oversized floor-to-ceiling glass windows, which are dazzling in the sunlight during the day and crystal chandeliers at night.
Just as this new building broke with traditional notions of architecture, Southerners were ambitious, their perspectives were extending north by rail, and their confidence was growing with economic power and military expansion.
Obviously, they are no longer satisfied with their interests in the South, they need the land and resources of the North, and they also need the vast markets of the North. And this requires war to remove all obstacles.
However, whether driven by self-interest or the spirit of freedom and fraternity, it has become the consensus of the southerners to march to the north to unify Europa, and let the political system, economic policy and ideological norms of the south be implemented throughout Europe.
It was against this background that Sean was invited to speak on behalf of the military.
None of the 213 delegates were absent, and even a conservative former aristocrat like Brandon had high hopes for Sean's speech, and the interests of the so-called constitutional monarchists were essentially no different from those of the Civic Party.
Sean first gave a briefing on the construction of the army.
By January 1840, the Confederate Confederacy had formed ten corps, of which the 8th, 9th, and 10th corps were responsible for local garrison and law and order, and the first seven corps were the main corps with well-equipped personnel and equipment, and were well trained.
Powerful. However, on such an occasion, of course, Sean has to cry poor.
"The performance of these weapons is already familiar to you because we are equipped with new rifles and new breech-loading rifled guns, which are the guarantee of maintaining our strong military capabilities.
But at the same time, this places higher demands on our logistics and arms supply, and the existing budget is clearly insufficient, which can only maintain the necessary training and security operations on the front line.
Although arms companies such as Poitou Chemical Company have built three arms factories in Saint-Nooui, using local resources and manpower to produce close to the front line, reducing costs, this is still insufficient.
In addition, the issue of the treatment of our officers and men cannot be ignored, and they should have no worries about fighting for the alliance. The Military Insurance Fund requires a capital from the Alliance, and this investment is not just inextricable, the Insurance Fund invests in our thriving industries, and it can also bring in considerable income every year, and I strongly urge the Alliance to give tax exemption on the income......"
A congressman interrupted Sean's speech with some rudeness: "Your Excellency Commander-in-Chief, if the budget is sufficient, when will the national army march to the north?"
This is, of course, a trustee, a lawyer who used to be a patent attorney for Sean's estate. Sean replied:
"Dear Mr. Senators, if authorized by the Parliament, our brave and loyal soldiers, ready to dedicate themselves to the magnificent cause of the liberation of Europa, we are ready. ”
"Very well, thank you to His Excellency the Commander-in-Chief for his excellent leadership and impeccable work. The councillor nodded, patted Sean on the back openly, and then said to all the councillors, "Ladies and gentlemen, the war in the north has been going on for years, and the people there are struggling with misery every day. No civilized gentleman can tolerate the threat of tyranny on our compatriots in the North, and the Brethren in the North also have the right to be free from threats to their lives, which is a natural human right!
"Liberate the people of Europa!"
"Destroy tyranny!"
"Defend human rights!"
In the bright and glorious hall of the parliament, there was a lot of excitement.
Parliamentarians, on high-sounding grounds, have openly launched a war that is destined to have far-reaching consequences.
