The National Development and Reform Commission, together with the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the Ministry of Finance and other relevant departments, issued the "Guiding Catalogue of Key Products and Services for Strategic Emerging Industries".
The first level of the catalogue lists 8 industries, the second level is divided into 40 key directions, and the third level of the catalogue is further refined into 174 sub-directions.
Among them, there are 11 items under "emerging software and services", and the word "industrial software" appears in the fourth level; "product development and design software" under "industrial software", that is, core industrial software such as CAD and CAE, is submerged in nearly 4,000 subdivided "key" products and services in the fifth layer.
Industrial software is in a cross-cutting field, which is not only a basic science, but also an IT product, and is related to the National Development and Reform Commission, the Ministry of Science and Technology, and the Ministry of Industry and Information Technology.
In the past decade, the industrial software industry has actually faced "three regardless".

Since the beginning of the "Twelfth Five-Year Plan", that is, after 2011, industrial software has been included in the information field of "integration of industrialization and industrialization", which is responsible for the Ministry of Industry and Information Technology, and the Ministry of Science and Technology is no longer in charge, and the support of the Ministry of Science and Technology is no longer continued.
However, for the Ministry of Industry and Information Technology, independent industrial software research and development belongs to basic scientific research, not to the informatization construction of industrial enterprises, and the Ministry of Industry and Information Technology does not have the responsibility and special funds to subsidize basic scientific research.
During the period from the "Tenth Five-Year Plan" to the "Twelfth Five-Year Plan", China's total investment in core industrial software research and development was less than 200 million yuan. Compared with the United States, since 1995, when the "Digital Modeling and Simulation Innovation Strategy" was proposed, to the current "Advanced Manufacturing Partnership Program", high-end industrial software has always been placed at the core strategic position.
For example, in the "Electronic Renaissance Program (ERI)" led by the U.S. Department of Defense in 2019, EDA electronic design giant Cadence was shortlisted for the first batch of support projects and received the highest funding of $24.1 million. Synopsys, another of the global EDA triumvirate, also received $6.1 million. According to official data from the U.S. Department of Defense's Advanced Pre-Research Agency, DARPA, the "electronic revival plan" cost about $216 million in fiscal year 2019.
