Count and tell

It is a rope that stringed copper coins in the old days, and thus became a measure word, a thread, for a thousand texts. It is a business tax issued by Emperor Wu of the Han Dynasty, and the tax is levied on industrialists and merchants and handicraft trades, formerly known as "the last work of the Jia people". The last crop is the end of the industry, agriculture is the foundation, and the merchant is the end.

The method of collection is that the operator declares his property by himself, "each of his own property is occupied", and the tax is paid according to the property. "The rate of 2,000 money is counted as one", one is counted as 120 Wen, 2000 Wen is paid 120 Wen, the tax rate is 6%, and the small owner is halved, "the rate of 4,000 money is counted as one". There is also a vehicle and vessel tax in the calculation, and the "car" pays a calculation, and the car is a luxury car in the past, which is a luxury car. It is far away, "the car that looks far away in four directions". The chariots of the "Officials, the Three Elders, and the Knight of the North" are official cars and are not included in the levy. "The businessman is counted as two cars, and the ship is counted as five zhang or more. If you conceal and do not report, or do not report truthfully, the punishment is severe, "concealment does not occupy yourself, you do not know, you are one year old, and you have no money." In order to ensure the smooth implementation of the decree, as a supporting measure, in 118 BC and 114 BC, the "Decree of Confession" was issued twice to encourage the people to report and expose, "those who can sue, with half of it", and the whistleblower can receive half of the reward of the fine.

It is the first property tax in Chinese history in addition to the agricultural tax, and it is a pioneer of development. The merit lies in not increasing the burden on the peasants, and "a rich country is not a rich country", "why should a rich country use its own agriculture", and "if there is no end industry, there will be no end to the industry". In the early years of the Western Han Dynasty, the agricultural tax was 1/10, which was relatively high, and Emperor Wen exempted the tax for 12 years, which was later reduced to 1/15, and Emperor Jing was significantly reduced to 1/30. Emperor Wu of the Han Dynasty was an emperor who made a difference, and if he made a difference, he did more big things. Emperor Wu of the Han Dynasty conquered the Xiongnu in the north, and the south Wei Yiyue, and the great joy, and the reward is also generous, "north to Shuofang, east of Mount Tai, patrol the sea, next to the north to return." The rewards were more than 100,000 horses, and the money and gold were in the amount of millions." To give an example of Emperor Wu of the Han Dynasty, the Han envoy went on a trip to the poisonous country (i.e., India), but was blocked in Kunming and attempted to return. Emperor Wu of the Han Dynasty "is to overhaul the Kunming Pool", digging the lake in the southwest suburbs of Xi'an for 40 miles, "as the Kunming Pond Elephant, to learn the water war". Hundreds of large and small warships were built, "the building ship is more than ten zhang high, and the flag is added to it, which is very strong." Emperor Wu of the Han Dynasty is a bit like the president of the United States today, and when he suffered a slight setback in diplomacy, he showed his military might. Great deeds were premised on the solidity of the treasury, and Emperor Wu of the Han Dynasty did not increase agricultural taxes, but put his hand into the pockets of merchants.

Merchants in the Han Dynasty had a "city registration", that is, a city hukou. "The Jia people have city registration and family members, and they don't have a famous field for farming. Dare to break the order, and do not enter the field. "The state clearly stipulates that the Jia people cannot have land in their names. The earlier urban hukou was similar to today's rural hukou and was not well received.

This decree is worth rethinking. The results of the accusation are huge, "the people's property is hundreds of millions, the slave monuments are tens of millions, the fields and large counties are hundreds of hectares, the small counties are more than 100 hectares, and the same is true for houses." However, China's commerce and trade industry fell into a devastating quagmire during the reign of Emperor Wu of the Han Dynasty. What's more terrible than this is that the people are corrupted by suing them, advocating honesty instead of making integrity fall, and the people are popular to make small reports to the people, and be the secret agents of the people, "the people steal good food and clothing, and do not do the business of animal hiding."

During the period of Emperor Wu of the Han Dynasty, there was a tax model called Bu Shi, a native of Luoyang, who took sheep raising as his business, and later developed into large-scale breeding, with thousands of heads. He was heavily rewarded by Emperor Wu of the Han Dynasty in two wars and was exceptionally promoted to official. Once was the Northern War Huns, who wrote a book and was willing to donate half of their family property. "The summoning ceremony is Zhonglang, and the left is long, and the field is ten acres, and the world is announced. "Another time is the southern expedition, and the divination style is on the book again, wishing" father and son...... Dead South Vietnam". The Son of Heaven issued an edict to praise, "Give the Marquis of Guannei, 60 catties of gold, 10 items of field, and proclaim to the world." Later, he worshiped Dr. Yu Shi and was promoted from a local official to a Beijing official, but soon Bu Shi fell out of favor, because he raised objections to the vehicle and vessel tax: "The ship is calculated, the merchant is few, and the material is expensive." "Don't say (Yue)...... demoted to the crown prince and princess", the famous patriotic star who supported the army went to perform his idle duties.

Economic policy is used to enrich the country, and if it is reduced to a means of collecting money, it will be a misguided country.
