Chapter 114: A Trip to the North

Chapter 114: A Trip to the North

Li Ya's suggestion made the governor's eyes shine, and the phrase "If you want to get rich, build roads first" has now been widely circulated. In recent years, the road construction has been carried out well, although it is only a stone road, but the roads in the town are basically open, and the products of the township can be transported into the city. However, it is not possible to transport it outside, the amount of transportation by car is small, and the freight is high, so it is not cost-effective at all. Therefore, building a railroad is the only option in the state.

"That's a good suggestion, are there any other suggestions?" said the governor happily, "Every time I talk to you, I can give me some good ideas and suggestions, and then tell me?"

"Suggest? Li Ya turned on his brain, thought about it carefully, and had a new idea, "Isn't there a lot of surplus labor in the countryside now?"

The governor nodded, he often went to the countryside and knew the countryside very well, and what Li Ya said was true.

"Now there are a lot of construction projects in coastal open cities, there are many factories, and there are many people who need them. If the state can send people to inspect it, and then gather the surplus labor force and bring it over, it will not only give the surplus labor force something to do, but also save the idle drinking and fighting, and still have an income. It is better to give them pre-job training in the state, and the technology is secondary, mainly work discipline and crime prevention. Especially for crimes, don't let them fly as soon as you go out, kill people and set fires. ”

The governor said, "That's a good idea. However, it is difficult for the state to come forward and organize, and the state does not have the budget for this. "Just looking at this matter, there is only investment and no income, although the investment is small, it is a long-term investment, and it is difficult for the state to pass.

"I can support that. This is only the first two years, the state organization, everyone has the bottom of their hearts, and they are willing to go out to work. As long as the people who go out make money and come back, there will be more and more people who go out, and there is no need to organize them in the state at all, and they will go one by one. Li Ya said, "It is best for the state to set up a business over there, make money at the same time, and also serve as a local office in the state to solve some problems for the villagers working there." ”

"Very good, in this way, not only solves the employment problem, but also reduces the pressure on law and order. The governor said.

When it came to public security, Li Ya also nodded: "Public security has always been a big thing. Nowadays, there are more and more people in society who have the idea of getting something for nothing and making quick money, and they are messing around day by day and forming gangs to commit crimes. We can't let them wander in our state, and if people are idle for a long time, something will happen sooner or later. ”

On the fifth day of the first month, it is advisable to break ground, put on the beam, and travel. After the two took care of things, they left for Shanghai.

A few days after returning to Shanghai, Li Ya set off to the north, intending to see the situation in the Three-North Shelterbelt.

The Three-North Shelterbelt Project refers to the large-scale artificial forestry ecological projects constructed in the Three Norths region of China (Northwest, North China and Northeast China). In order to improve the ecological environment, reduce natural disasters, and maintain the strategic needs of living space, China decided in 1979 to list this project as an important project of national economic construction. The planning period of the project is 70 years, and it will be carried out in three phases and seven phases, with a planned afforestation of 535 million mu. By 2050, the forest coverage rate in the Three North regions will increase from 5.05 percent in 1979 to 15.95 percent.

The three-north shelterbelt system stretches from Binxian County in Heilongjiang in the east, to the Uzbeli Pass in Xinjiang in the west, to the northern border in the north, and to the coastal rivers, Yongding River, Fen River, Wei River, Tao River in the south, and the Karakoram Mountains, including 559 counties (banners, districts, and cities) in 13 provinces, municipalities, and autonomous regions, including Xinjiang, Qinghai, Gansu, Ningxia, Inner Mongolia, Shaanxi, Shanxi, Hebei, Liaoning, Jilin, Heilongjiang, Beijing, and Tianjin, with a total area of 4.069 billion square kilometers, or 42.4 percent of the country's land area.

The annual precipitation in most parts of the Sanbei region is less than 400 millimeters, and natural disasters such as drought are very serious. There are China's eight major deserts, four major sandy lands and the vast Gobi, with a total area of 1.49 million square kilometers, accounting for about 85 percent of the country's aeolian desertification land area, forming a 10,000-mile wind-sand line from Heilongjiang in the east to Xinjiang in the west. Wind erosion and sand burial are serious in this area, and sandstorms are frequent. In the nearly 20 years from the beginning of the 60s to the end of the 70s, 6.69 million hectares of land were desertified, more than 13 million hectares of farmland were harmed by sandstorms, grain production was low and unstable, more than 10 million hectares of pasture were seriously degraded due to desertification and salinization, and hundreds of reservoirs were turned into sand reservoirs.

Soil erosion in the three norths is serious, with an area of 2.4 million square kilometers, accounting for 67 percent of the country's total. In particular, soil erosion on the Loess Plateau is particularly serious, with more than 10,000 tons of soil lost per square kilometer every year, which is equivalent to scraping off one centimeter thick topsoil, and the Yellow River flows through Sanmenxia 1.6 billion tons of sediment every year, making the riverbed in the lower reaches of the Yellow River silt an average of 400 million cubic meters per year, and the riverbed in some downstream sections is 10 meters above the ground, becoming a "hanging river" on the ground, and the mother river has become a problem for the Chinese nation.

Over the years, Li Ya has donated a lot to the Three-North Shelterbelt Project, and now it is time to test the results.

The entire Three-North Shelterbelt Project spans more than 4,000 kilometers from Heilongjiang to Xinjiang, is 500 to 1,400 kilometers wide from north to south, and covers an area of more than 4 million square kilometers.

From the northeast to the northwest, Li Ya's itinerary drew a long curve. Along the way, Li Ya saw with his own eyes that large areas of trees had been planted. Through talking to the local people, I learned about the hard work and persistence of the people, and the deeds of hundreds of people in villages, counties and cities who fought against Huangsha. These deeds are vividly vividly displayed in the simple words of the peasants. In the sandless land of Maosu, Sheng Wanzhong, who had the audacity to contract 150,000 mu of barren sand at once, Niu Yuqin, who "blocked the sand so that the sand would no longer press the crops and seedlings, so that he could eat his stomach", when he was the captain of the brigade at the age of 20, he led the masses to devote himself to the control of the desert, resigned to lead his wife and children, and moved his family to the sand area to control the desert.

Li Ya admired them for eating fried rice and drinking cold water, planting trees and grasses in the sand for more than ten hours a day, and was deeply moved by their belief and persistence, and decided to support their desertification control cause and agreed with their idea of leading the villagers to join the desertification control cause. Li Ya's support, as if a spring rain was ushered in in a long drought, made them see hope, and injected new strength into their tired bodies.

On the way back, Li Ya called the Three-North Shelterbelt Project Management Office of the State Forestry Administration, and first praised the spirit of many units and individuals in working hard and actively controlling desertification, and then talked about the problems that had arisen.

"Although the cadres and masses in many areas have actively participated, the work of desertification prevention and control has been carried out very well. However, in some places, the cadres are not active, the masses do not understand, and there are even cases of misappropriation of project funds. Li Ya said, "Your office must increase publicity and supervision, and those who embezzle funds knowing the importance of the project and those who defraud the project money must be punished." We invest millions of dollars every year, and there will be more and more investment in the future, and this money is used to plant trees, not to raise lazy people. ”

"The shelterbelt project covers a large area, which is difficult to manage and has a large population, so there will be problems of one kind or another. "We will increase publicity and supervision, and do everything we can to prevent such incidents from happening again." ”

"If this is the case in the future, then I will not donate again. No one's money is blowing in the wind, and I don't want to donate money to raise a bunch of lazy pigs. Li Ya expressed his attitude.

Back in Shanghai, Li Ya told Quan Shuyue what he saw and heard this time, and then talked about the decision to fund and support personal tree planting. Shu Yue was surprised by what Li Ya saw and heard, and raised her hands in favor of Li Ya's decision.

Soon, Shu Yue selected people from the company and the bank to form a team of fifteen people to deal with donations. Those who can be selected are employees valued by companies and banks.

The team was led by Assistant Shu Yue, and according to the address given by Li Ya, he personally delivered the passbook to the people on the list.

Traveled more than 2,000 kilometers all the way, most of the time in the car, and every place had to take a carriage or walk, and when they came back from completing the task, everyone lost a lot of weight and tanned.
