The Huaihai Government Construction Fund established by Shen Huai in the name of the Xiapu County Government can be used for infrastructure projects in Jiangyan and Beicheng, and naturally can also be used for tourism infrastructure projects in Yushan.
This also means that the development of the tourism industry in Yushan may be accelerated at any time under the direct intervention of Shen Huai.
