Normally, the environmental protection bureau and the technical supervision bureau are responsible for formulating emission standards, but this time it involves the political task of bidding for the Olympic Games again, and the most powerful department, the Planning Commission, is also involved in it, and is responsible for facilitating this as soon as possible.
Most of the leading cadres in the Planning Commission are from theoretical backgrounds, and they are good at studying and discussing major issues and directions, and it is impossible to be proficient in every industry, and the environmental protection departments are the same, and at this stage, they are better at absorbing foreign environmental protection experience, even in terms of control parameters.

The pollutant emission standard for coal-fired thermal power plants is numbered GB13223-19XX, followed by the promulgation date number. Previously, the power system had been following the 1991 standard, which was already the new standard in the 90s. The provisions of the standard are not dead, not that each power plant soot emission concentration must be the same fixed value, but according to the power plant boiler capacity, layout, coal type, wind speed, geography, chimney height and other factors, through a series of complex mathematical formulas, the final calculation of a number, there are many variables in the formula to be set on a power plant.
This is a complicated process, simplify, take the No. 1 unit of the Jibei Power Plant as an example, and then simplify, just look at the sulfur dioxide emission concentration, according to the standard of 91 years, the sulfur dioxide emission concentration limit is about 4000mg, that is, 4 grams per cubic meter.
At that time, the standard in front of Huang Zhenghui's eyes, according to the different sulfur content, this concentration should be controlled at 1200-2100mg, and there are no longer so many complicated calculation formulas.
You must know that the soot emissions of the Hebei Power Plant have been done well, looking at the whole country, more than 5000mg abound, and even occasionally break 10,000, according to the latest standards, it must be in 1200-2100mg, which is simply ridiculous in the eyes of Huang Zhenghui, even if it is done, it is impossible to do it so quickly, at least three or five years.
Don't have any 1996 standards, just 2000 standards, right?
As a result, when this standard was still drafted, it was resolutely opposed by the Ministry of Electric Power.
In the second half of '95, almost all of them were in the middle of a ruffle, and then the process changed again, becoming "proposed" by the Environmental Protection Bureau, "drafted" by the Ministry of Electric Power, and then jointly "released" by the Supervision Bureau and the Environmental Protection Bureau.
If Zhang Yifu was still in the Ministry of Electric Power, I am afraid that he would inevitably join the ranks of this ruffle, but at that time he was busy with other things, and he had no time to take care of it, and he could not witness how many bigwigs and how many technical leaders were there.
Eventually, a set of standards that were barely acceptable in all respects was introduced.
This standard is not one-size-fits-all, but divides the power plant into three periods: I., II., III. based on the age of the power plant.
I. Time period: new, expanded and reconstructed thermal power plants that were completed and put into operation before August 1, 1992 or whose preliminary design has passed the examination and approval.
II. Period: from August 1, 1992 to December 31, 1996
III. Period: January 1, 1997.
For the III. period, the standard of 1200-2100 must be adopted, and the previous soot and various pollutant limit algorithms are slightly relaxed.
To sum it simply, power plants five years ago were almost still the old standard, while power plants in the past five years were more stringent, and new standards must be used for new construction, expansion and reconstruction.
Of course, the Ministry of Environmental Protection hopes that the whole country will limit Lao Tzu's emissions, but the objective conditions are here. In the face of the initial draft standard, the Ministry of Electric Power directly sent a bill to it, and roughly calculated the cost of a nationwide smoke exhaust renovation in accordance with the new standard.
