In 1995, the Huxian Construction Committee and the Design Institute cooperated with the School of Tourism of Dongzhou University to complete the "Master Plan for Tourism Development and Construction of Hushan Scenic Area in Huxian County, Dongzhou City", and the construction goal of the scenic spot is a provincial geological park, a forest park, a municipal scenic spot in Dongzhou, and a national AAA-level scenic spot.

Hushan Scenic Area is about 40 kilometers away from the county town of Huxian County, and is the only natural scenery group in Huxian County that integrates mountains, rivers and plains, and is also a comprehensive scenic spot rich in historical and cultural connotations. The scenic area is a comprehensive tourist scenic spot integrating natural landscape and cultural landscape, with beautiful green mountains and clear waters, abrupt and towering strange stones, numerous historical monuments and rich cultural accumulation.

According to the research of relevant departments and experts, the Hushan area was formed in the post-Cetaceous period of the Mesozoic Era, with a geological history of 120 million years, and is a typical distribution area of volcanic rocks. Some of the rocks in the scenic area are rhyolite volcanic breccia, which is an outcropping volcanic tube neck and an outcropping remnant. In 1996, Hushan was approved as a "Provincial Nature Reserve of Geological Relics" by S Province, which is a rare geological phenomenon and standard section in China, and has high value for scientific investigation and tourism development.

In addition, according to the records of Huxian County, the Hushan area has a history of 4,000 years of human civilization and 1,500 years of written records. It used to be a Taoist missionary place, and since ancient times, there have been many temples and statues, and incense has flourished. Hushan Scenic Area is the focus of the design and construction of the whole scenic area, Hushan is composed of two peaks in the north and south, the south peak is the main peak, the elevation is 529.2 meters, the north peak is 524 meters above sea level, climb the main peak of Hushan, look at it, the mountains surrender, can make people feel the feeling of "the mountain to the top of the mountain I am the peak". The design attractions of Toyama include the Temple of Our Lady, Wanghaitai, Jade Emperor Temple, Baizi Hall, Hanging Temple, and so on. These historical buildings have a high reputation among the local people, and have left many beautiful legends in the oral tradition of the common people.

It is not difficult to see from the above text information that Hushan and Hushan Scenic Area do have great value in tourism and development and construction, the decision-making of Huxian County Party Committee and County Government is not wrong, once the tourist attraction is built, it is really a good thing to benefit future generations, and it will bring unexpected benefits to the economic development of Hushan Town and the surrounding Banshan Township and Lushui Town.

The idea of developing and building the Hushan Scenic Area is correct, and the policy decisions of the county party committee and the county government are also correct, but there is a very direct and practical problem that is placed in front of the leaders of the Hushan county party committee and the county government, that is, the problem of construction and development funds.

The Hushan County Government has to manage the county's hundreds of thousands of people, and those huge and bloated public officials who eat the financial food can eat the county finances to the poor, where can they still get the funds to carry out the construction and development of the Hushan Scenic Area?

As a result, the plan to develop the Hushan Scenic Area had to be postponed again and again, from 1993 to 1999, the Hushan Scenic Area did not even dredge the most basic scenic roads in six years, let alone the development and construction of scenic spots.

In February 1996, after the new Huxian County Party Committee and the county government leadership took office, the main leaders of the county party committee and the county government have been trying in every possible way to seek funds for the development and construction of the Hushan Scenic Area, but have achieved little success.

Therefore, I don't know which "high-ranking person" gave advice to the leaders of the county party committee and government, saying that it was possible to carry out a "charity fund-raising" activity throughout the county, and that the county's nearly 20,000 public officials who were eating financial meals, plus the funds raised by other enterprises and institutions, should not add up to tens of millions of yuan? These tens of millions of yuan are not a small amount, and they are worth less than half of the total annual GDP income of the county. If this money is invested in the development and construction of Hushan Scenic Area, although it does not reach the expected target value, it can first develop a few eye-catching tourist attractions, and then slowly give other tourist attractions "blood transfusion" after these tourist attractions have the function of "hematopoiesis", so that the construction of other scenic spots will be just around the corner.

Regardless of whether it is legal for the leaders of the Huxian County Party Committee and County Government to decide to raise funds for the construction and development of the Hushan Scenic Area in the county, there is no doubt that this is indeed the best way to raise a large amount of money in a short period of time.

As a result, after a grand and solemn fund-raising mobilization meeting, all enterprises and institutions in Huxian County received this document notice of "charitable fundraising" jointly issued by the Huxian County Party Committee and the county government, and a huge fund-raising activity affecting Huxian government departments, enterprises and institutions was about to begin.
