In China alone, GPS has monopolized the satellite navigation market of up to 500 billion yuan, and the booming smartphone industry has contributed to the development of satellite navigation systems.
Because of this, China, the United States, Russia, Europe and other countries have launched their own satellite navigation systems, such as China's Beidou satellite navigation system, the United States' GPS system, Europe's Galileo system and Russia's GLONASS navigation system.
At present, the GPS system of the United States is unique in the global satellite navigation system, occupying most of the market in the civilian field.
China's Beidou satellite navigation system has to mention the grudge and revenge with the European Galileo system.
In 2003, Europe was permeated with anti-US and anti-war sentiments, and the United States insisted on pursuing a unilateralist foreign policy and brazenly launched the Iraq War in disregard of the opposition of the international community.
Then-French President Jacques Chirac advocated the establishment of a "multipolar world," and his voice was firmly supported by then-German Chancellor Gerhard Schroeder. Against this backdrop, the EU decided to include China in the "Galileo" program, which the EU had launched in 2002, and China became the first non-EU participant. The news spread, shocking the United States.
For a long time, the United States' global satellite positioning system GPS is unique in the field of civil navigation, while Russia's GLONASS system has a short working life due to unstable work, and only 12 satellites in orbit.
The "Galileo" global satellite navigation program launched by the European Union is regarded as the most powerful challenge to ending the situation of US "monopoly." By design, Galileo will cover the world with a total of 30 "medium orbit" and "static orbit" navigation satellites, and its positioning accuracy exceeds that of GPS, and it is also superior to GPS in terms of compatibility and accuracy. In order to break the monopoly of GPS, the frequency to be used by the "public management service" system of "Galileo" deliberately chose a frequency similar to that of the American GPS, and such an arrangement may dilute the channel effect of GPS and make Americans restless.
At that time, the "Beidou" system was still in the development stage, and its technical parameters lagged behind GPS, and also lagged behind the "Galileo" system that the European Union decided to launch in 2002, and more importantly, the "Beidou" No. 1 was only regional, and its commercial value was not high. Europe's inclusion of China has not only enabled the leaders of some European countries to earn enough political capital, but has also greatly alleviated the overstretched financial situation of the "Galileo" plan, and has also laid the foundation for "Galileo" to enter China's attractive market.
At the end of 2003, China and the EU initialed the cooperation agreement after China actually completed the Beidou-1 regional navigation system. In 2004, China and the EU formally signed a technical cooperation agreement, and China pledged to invest a huge amount of 230 million euros, and the first payment of 70 million euros was quickly transferred to the European account.
China's cooperation with the EU has both strategic and practical benefits. Some people have commented that the cooperation between China and the EU in high-end technology has essentially broken the US-led European arms embargo on China, which is equivalent to abolishing the EU-US Arms Trade Regulations (ITAR) for specific countries such as China, and has opened a door for the eventual lifting of the arms embargo on China from the legal level.
