By 1988, the hull of the "Riga" was successfully built. On November 25 of that year, the shipyard overcame great difficulties and dangers to launch the hull of the giant ship from the inclined slipway.
In July 1990, in view of the unstable situation in Latvia, the "Riga" was renamed "Varyag" in honor of the cruiser "Varyag" that sank after being damaged by a Japanese ship off Inchon on February 9, 1904 during the Russo-Japanese War.
By November 1991, the rate of construction of the "Varyag" had reached 68%.
After the collapse of the Soviet Union, at the time of the separation, the "Varyag" was acquired by the present-day Republic of Ukraine (which for the first few years still nominally belonged to the Russian Black Sea Fleet).
However, due to the poor economic situation in Ukraine and the inability to continue construction, the project was halted in January 1992 and abandoned halfway.

It is said that when the former President of Ukraine Kravchuk was running for the first presidency in 1991, he said with confidence to the workers of the Black Sea shipyard: "Ukraine needs the Varyag, and we will definitely build it!"

In 1993, Russian Prime Minister Chernomyrdin and Navy Commander Grumov, accompanied by Ukrainian Prime Minister Kuchma, went to the Black Sea Shipyard to study the possibility of completing the construction of the "Varyag" aircraft carrier and handing it over to Russia.
The aircraft carrier was originally funded by the Soviet government, and the Ukrainian side demanded that the Russian side pay the full cost, that is, sell it as a complete warship, instead of the unpaid 30% as the Russian side believed.
However, the director of the Black Sea Shipyard, Makarov, reported at this time: "The Varyag cannot be completed again......

In July 1999, the Macau company hired the tugboat ScableCape to start a long voyage with the Varyag in tow.

After paying a huge guarantee and tolls, the Varyag finally embarked on its journey home, passing through the Mediterranean, through the Strait of Gibraltar (through which the Suez Canal did not allow it), out of the Atlantic, through Las Palmas in the Canary Islands, around the Cape of Good Hope in Africa, and through Maputo in Mozambique, through the Strait of Malacca.
On March 3, 2002, the aircraft carrier Varyag finally arrived in the port city of DL in northern China, and safely berthed at the No. 4 bulk cargo terminal in the west area of the DL Inner Harbor, successfully ending the difficult voyage of 15,200 nautical miles and 4 months (123 days).
The day after the Varyag docked in Dalian, Macau's gaming license was revoked.
