After the United States revised the Export Administration Act in 1979, it still divided all countries except Canada into seven groups, of which China was one of the 32 key export control countries specifically mentioned. As early as after the Korean War, China has been placed in Group Z (comprehensive embargo) in US export control measures. It was not until after Nixon's visit to China that the United States separated China from Group Z and placed it in Group Y, which was treated on an equal footing with the socialist countries of Eastern Europe and the Soviet Union (non-strategic goods were allowed to be exported).

After President Reagan took office, Sino-US relations continued to détente, so the White House gave China a "Double" policy, that is, the technology and products allowed to be exported to China could be twice as high as those exported to the Soviet Union, and at the same time simplified the export approval process.

In the past two years, China and the United States have been engaged in fierce wrestling over the Taiwan-Taiwan issue. The United States has used the relaxation of export restrictions to China as one of the cards to exert pressure on the Chinese government in an attempt to force China to make concessions on US arms sales to Taiwan. Now that China and the United States have clearly expounded on the issue of arms sales to Taiwan in the "17 August" communique, it is no longer meaningful to continue to strictly restrict exports to China.

Some people have already raised the hope that China will be given "friendly non-ally treatment". That is, China is placed in Group V on the same basis as Western countries and neutral countries. The easing of export restrictions to China is exactly what the US business community expects, and many US companies are dazzled by China's huge population base. Because they now export cutting-edge civilian products such as jets and high-performance computers to China, and they also have to go through a cumbersome vetting process. This dramatically increases the additional costs for the business.

According to the analysis of the Eastern Economic Research Institute, under the strong pressure of the US business community, it has become an inevitable trend for the United States to relax its restrictions on China. Dongfang Semiconductor is a U.S.-registered company, and 16/32-bit processors are on the U.S. government's list of restricted exports. If Dongfang Semiconductor wants to export to the mainland, it must first go through the approval of the US Department of Commerce and even the Department of Defense.
