Fengqi Village was called the production brigade during the commune period, and there were 12 production teams under it.
In the nineties, with the acceleration of urbanization in the suburbs, the villagers of Fengqi Village contracted vegetable plots, public ponds, and collective forests were gradually requisitioned by government agencies and institutions. The continuous reduction of land has not only challenged the collective economy, but also the livelihood security of the villagers. Villagers and village leaders are wondering whether it is possible to preserve the part of the land that has not been expropriated from generation to generation, and how to leave an inch of land for future generations.
The solution that the village came up with was to set up an economic cooperative, changing the collective land from a household contract system to a joint-stock cooperative system, the village's economic organization was called "economic cooperatives", and the 12 production teams were changed to "economic cooperatives". The villagers used the contracted land to become shareholders and joined the economic cooperative, realizing the separation of ownership and management rights. In the case of clarifying the composition and source of equity and share capital, the funds of the economic association will further transform the collective land into collective real estate and then transfer it to the operation and management of real estate through the forms of putting it on the market, participating in the operation, joint venture building of houses, and leasing of factories. At the end of the year, a certain proportion of the income from investment will be distributed to the villagers in the form of "dividends according to shares".
In the case that the only remaining land is about to be expropriated, Fengqi Village has changed from passive to active, making full use of the value of joint-stock cooperative's funds and reserved land, jumping directly from the primary industry to the tertiary industry based on property leasing, borrowing from the bank to set up Fengqi Hotel, comprehensive market, brick and tile factory, sand and gravel yard and other business projects, and also organizing construction teams, decoration teams, and internal and external contracting projects. In the following ten years, they further used various business methods, taking the form of joint ventures, exchanging land for houses, and leasing transactions, and turning the village's collective land and collective economic assets into real estate. In general, the specific situation is as follows: First, the land-requisitioning units do not need to arrange rural labor in exchange for real estate; second, they attract market funds to build houses on the reserved land of the village and share them later; third, they exchange land and time for rent and real estate; fourth, the villages raise their own funds to lease or contract the operation of houses on the reserved land; and fifth, they raise funds to build real estate in the form of shares.
In this way, Fengqi Village has completed the process of "planting rice", "growing vegetables" and "planting buildings" in the collective economy. Since 1995, with the economic development, the collective economy of Fengqi Village has a total annual income of more than 10 million yuan, making it the richest village in the county. The "dividends" of the shares received by the villagers are also more than 10,000 yuan, and the "welfare" received by the annual joint is also about 10,000 yuan.
In May 2000, the Fengqi Village Committee was administratively abolished and the Fengqi Sub-district Office of Xincheng District was established. At the same time, the Economic Association and 12 economic cooperatives jointly initiated the establishment of Fengwu Group Company to unify the collective economy of the former Fengqi Village and manage the collective real estate.
The group company established a party committee, and held a shareholders' congress in accordance with the articles of association, elected the board of directors and the board of supervisors of the group company, so that the original collective economy of Fengqi Village entered the corporatized operation. But this special situation means that the group of companies, not just the company, is also the community committee.
Because the villagers of Fengqi Village are the shareholders of the group company, and the group company operates the assets of the original collective economy of Fengqi Village, and the joint-stock economic society and the economic association are the owners and operators of the assets of the group company, the group company only plays the role of intermediary, link and combination, and even only uses it to support the "façade" of the bold and bold swing. In other words, it is a change of soup without a change of medicine, and a new bottle of old wine. Since the establishment of the group company was carried out simultaneously at the same time as the abolition of the village committee and the transfer of its administrative functions to the sub-district office, the original team of the village committee was directly transformed into the leadership team of the group company. Although the group company is a purely economic organization, it has a very close relationship with the villagers, and objectively many village affairs and conflicts within the village can only be resolved by the group company, so that the company has both administrative functions. Therefore, the group company has an administrative office and a public security department, which are responsible for village affairs and social security. In addition, the group company also undertakes the social welfare of the community, such as street construction, medical care, sanitation, welfare of the elderly, schools, cultural and sports activities and other expenses.
The biggest feature of the rental house operation of the villagers in Fengqi Village lies in the "double-layer operation", where the first floor is the owner of the house and the first floor is the village collective (Fengwu Company). The owner of the house is the main body of the rental house operation, and bears various responsibilities for his rental house, and the village collective mainly participates in the operation from the three aspects of organization, material security and system supply, and further promotes the "tourism" management.
