Fu Tu Che replied: "The city lord worships the Buddha, naturally different from the common people, as long as he can be respectful and obedient, advocate Buddhism, not be tyrannical, and do not harm the innocent, it will be regarded as sincere to the Buddha." For those who are stupid and scoundrels and cannot be civilized, they cannot be killed if they are guilty, and they cannot be punished if they are evil, but they must be killed only if they should be killed, and only when they should be sentenced will they be sentenced. If they abuse their prestige, wanton tyranny, and kill innocents, even if they devote their wealth to the Buddha, they will not be able to eliminate the calamity. I hope that the Lord of the City will be abstinent and benevolent, and that the benevolence will be extended to all sentient beings, so that Buddhism will flourish forever and your blessings will be blessed by the Buddha for eternity. ”
