What is an administrative "black household"? It refers to an administrative region that has not been established by the Ministry of Civil Affairs and registered with the State Council. Only those statutory administrative districts that have been established by the Ministry of Civil Affairs to be registered with the State Council have administrative "hukou", such as Xinfengshan City.
So how do you see if an administrative region has a legal administrative hukou? The easiest way is to see if the administrative region has an independent administrative division code. The administrative division code is a string of six-digit numbers, that is, the first six digits of the Huaxia national resident ID card, and no administrative region does not have this string of independent six-digit administrative division codes, so the administrative region has not been recognized by the State Council and belongs to the ranks of administrative "black households".
Now, the Fengshan Management District of Haizhou City is such an administrative "black household", and the ID cards of the locals have to share the same administrative code with the ID cards of Xinfengshan City, but in fact, they are two places.
If it is just a problem with the ID code, it will be fine, but in fact, the identity of the administrative "black household" in the Fengshan Management Area has caused great trouble to the residents living in the Fengshan Management Area, and has also seriously affected the social and economic development of the Fengshan Management Area.
Since the Fengshan Administrative Region is not an administrative region recognized by the state, there is no way to set up a party committee, a government, a people's congress, and a CPPCC in the Fengshan Administrative Region, and only the administrative district working committee, the management committee, the joint working committee of the congress, and the joint working committee of the Chinese People's Political Consultative Conference (CPPCC) dispatched by Haizhou City can partially perform the functions of the four sets of teams necessary for a normal administrative region.
