Some countries or groups of countries, such as Western Europe, the Eastern Union, China, and Japan, are increasingly forming the strength to challenge the two superpowers, the United States and the Soviet Union. However, each of them has its own shortcomings and strengths, and has not become an independent pole and has formed a strong counterbalance to the United States and the Soviet Union, and they have not formed a relatively stable balance between them. This transition between the old and new cases is not synchronized in time. In peacetime, the countries or groups of countries that play the leading role in the pattern need to go through a long and complex process of development to adjust their relations and actively reorient themselves, and the growth and decline of their forces and the differentiation and combination of their forces can only be carried out gradually and naturally, from quantitative changes to qualitative changes, and from imbalances to new balances.

Moreover, in peacetime, a whole set of development and distribution of rights and interests established under the old pattern system, and in this case, the formation of a new center of power is accompanied by the establishment of a new international order, and it is inevitable that it will go through a rather long process of development.

In addition, there are many uncertainties during the transition from the old to the new. For example, the economic, social and foreign policies of various countries may be readjusted and even changes in social systems. Another example is the struggle between the major powers for dominance in international affairs and regional security, the intensifying contest and competition between countries to pool national strength based on economy and science and technology, and even the possible outbreak of ethnic contradictions, racial conflicts, territorial disputes, and religious disputes within the third world, all of which will affect changes in the world pattern.
