Moreover, in peacetime, a whole set of development and distribution of rights and interests established under the old pattern system, and in this case, the formation of a new center of power is accompanied by the establishment of a new international order, and it is inevitable that it will go through a rather long process of development.

In addition, there are many uncertainties during the transition from the old to the new. For example, the economic, social and foreign policies of various countries may be readjusted and even changes in social systems.
