Since the formation of the cabinet has been carried out with the development of AKB48, the scale and mechanism of each time are different. Generally speaking, the Cabinet Formation Committee includes announcing the promotion of postgraduate students, the change of team members, part-time and transfer.

The first Ancestral Pavilion was in 2009, and the first team leader system was used for the first time, with the first Team A captain: Takahashi Minami, the first Team K captain: Akimoto Saika, the first Team B captain: Yuki Kashiwagi, and the first SDN48 captain: Noro Yoshiyo.

DN48 is a transitional team closer to the original AKB48 members before their graduation, and of course it is also an attempt to establish an older idol team. In a sense, its members were in a state of pending retirement, and were later completely disbanded in March 2012.

Team A retains seven members of Team A, three of whom join Team K and three of whom join Team B, Team K retains five members of Team K, two of whom join Team A and six of whom join Team B. Team B retains only three members of Team B, and ten members are removed to join Team A and Team K respectively, which is the team with the biggest change.

Judging from the name of this cabinet, the main purpose of this cabinet formation is to adjust the allocation of members selected for the 13th single general election of the AKB48 teams in that year, balance the strength of each team, and the distribution of selected members after the formation of the cabinet is as follows:

Takahashi Team A: Mai Oshima, Atsuko Maeda, Mariko Shinoda, Minami Takahashi, Yona Kojima, Aika Tada and Asuka Kuramochi;

Team Akimoto K: Yuko Oshima, Tomomi Itano, Reina Ono, Asaka Akimoto, Sae Miyazawa;

Kashiwagi Team B: Mayu Watanabe, Amakina Sato, Yuki Kashiwagi, Tomomi Kawanishi, Mai Shiraishi, Reina Matsui.

On average, each team has six members selected for the overall election of singles that year, based on the equal number of members selected by each team, if the cumulative rankings, A: 56, K: 62, B: 62, can be found in the ranking allocation is also relatively balanced. The last AKB48 4th grader to be promoted to full membership, and the 5th, 6th, and 7th AKB48 students have all been upgraded (excluding graduate students who have failed/graduated/withdrawn/dismissed from the final audit).

The scale of this cabinet is relatively small, and there is a certain degree of familiarity among the members, according to the later conversations of Takahashi Minami, Oshima Yuko and other members in some programs, it can be judged that this group of members at that time, on the whole, is quite recognized for the role of the 104 cabinet. Since AKB48 Phase 2 student Reina Ono died about 1 year after announcing the formation of the cabinet, judging from her age and personal development achievements, she should not have adapted to the AKB48 environment where she was at the time, and in the process of forming the cabinet, she also more or less showed an attitude of reluctance to stay in Team K. As for the selection of the captain of each team this time, Yuki Kashiwagi was more controversial later, and her ability to manage and lead the team or implement the operation intention may not be outstanding compared to her unparalleled idol ability/performance, and she was not appointed as the team captain by the management party in the subsequent cabinet formation.

In addition, based on the nominal purpose of this cabinet formation, this cabinet arrangement may also be a scheduled/established follow-up or supporting event for the first singles selection general election of the year.

The second AKB48 cabinet was formed in 2012.

For the first time, the position of Chief Supervisor of AKB48 Group was appointed: Minami Takahashi was appointed as the first Chief Supervisor.

The captains of each team in the cabinet have been replaced, Team A Captain: Mariko Shinoda, Team K Captain: Yuko Oshima, and Team B Captain: Umeda Ayaka.

The biggest move in this cabinet formation is the cancellation of Team 4, which was just established in June 2011, and all the members of the original team 4 of Oba were transferred to three teams: A, K, and B.

This is the first time that AKB48 members have been announced as concurrently serving as members and moving to the group.

Team A retains only two members of Team A (first) Takahashi (first), five of whom have joined Team K, four of whom have joined Team B, and three who have moved (AKB48 3rd term student Tada Aika who has moved to HKT48, AKB48 who has 3rd term of student Haruka Nakagawa, and AKB48 who has moved to 6th term of Takashiro who has moved to JKT48). In the second phase, Saoe Miyazawa moved to SNH48, and Team B retained three members of Kashiwagi Team B, and later two members, Reina Matsui and Mai Shiraishi, joined Nogizaka 46, moved out four to join Team A, and seven to join Team K.

Due to the increase in the number of sub-teams under the AKB48 Group and the increase in the number of its own teams and personnel, it has not been easy to coordinate the selection of members of the AKB48 team.

The two graduate students who formed the cabinet this time were upgraded, namely AKB48 12th student Muto Juyu and AKB48 13th student Oshima Lianghua.

At the same time, the formation of the cabinet also clearly reflects the intention of the operator to replace Atsuko Maeda, who has announced her graduation at the time, as the face of AKB48 or Center/Ace, and also expresses the intention to allocate and transfer the resources of each branch and manage the group, or convey the culture/philosophy/decision-making of AKB48 through the part-time work and migration of members.

The formation of the cabinet is an affirmation of the first cabinet formation itself and its results in 2009, and the form of the cabinet formation is retained as a fixed activity project, while the team captain system is retained; due to the increase in the number of sub-groups and the total number of people, the position of general supervisor is activated, and the method of member emigration and part-time work is officially adopted to allocate resources and shape the team in terms of manpower, media, management and other aspects among the sub-groups. After the formation of the cabinet this time, AKB48 sub-groups such as SKE48, HKT48, and JKT48 also began to carry out internal cabinet formation activities of the sub-groups.
