Prior to World of Warcraft (Dark Gate 25), all official sources referred to Stormwind as the Kingdom of Azeroth. Stormwind is a city. As for the name of the Kingdom of Stormwind, I don't know where it came about. Azeroth was actually a dead country during the First Orc War. Except for a few survivors who went into hiding, everyone else followed Lothar to Lordaeron. Then there's the Stormwind rebuild, and I personally think the name of this Stormwind Kingdom is Azeroth after the reconstruction.
