Wang Yang poked his head out of the mountains of folders, looking haggard and withered, he couldn't believe that he had just woken up. Pen % fun % Pavilion www.biquge.info

"The municipal party committee and the municipal government jointly made one, and when the bidding is due, let the project party make a copy, and we will see which one is good."

"Why do you have to let the engineering party do it?"

Wang Yang closed a folder and rubbed his head, "Our blueprint is just an ideal appearance, and we don't consider the problems existing in the specific construction process, so we have to make a decision based on the specific problems of the construction party." ”

Zhang Han nodded, "If there is no problem, let's start as soon as possible." ”

Wang Yang looked at Zhang Han inquiringly, "What do you mean?" ”

Zhang Han said, "I have a friend who wants to take this project, which is the two people who contracted the last section of Yi'an Highway in Zhicheng County. ”

Wang Yang picked up the pen on the table and fiddled with it a few times, and suddenly said, "I'm afraid this won't work, municipal projects must be open to bidding, and it is against the regulations to give you private." ”

Zhang Han walked over and put his arm around Wang Yang's shoulders and asked, "The relationship between the two of us still uses public bidding?" You really make me feel cold when you say this, how can the relationship between brothers fade all of a sudden. ”

Wang Yang shook off Zhang Han and said solemnly, "There are clear provisions in the "Administrative Measures for the Bidding and Bidding of Municipal Construction and Construction Projects" that projects exceeding 500,000 yuan must be open to the bidding of qualified and capable projects in the society, and the right to construct the project shall not be granted privately. ”

Zhang Han suddenly smiled and patted Wang Yang's shoulder, "You guy doesn't even give this face, forget it, then open bidding." ”

Wang Yang was just about to tell Zhang Han that the project would be divided into more than a dozen bids, and his friend was not without opportunities, but he heard Zhang Han say, "The funds needed for this project are not a small amount, even if they are placed in economically developed cities, are the funds ready?" ”

Wang Yang stared at Zhang Han and asked, "You ask me?" I don't know who to ask, but after the blueprint for economic construction was put forward, it was approved, but I didn't give a dime, and I was worried about the money. ”

"Smack."

Zhang Han snapped his fingers and smiled, "I paid for this money." ”

Wang Yang's eyes lit up, "The budget for the first phase of demolishing old buildings and integrating land resources in residential areas is 120 million, where did you get so much money?" ”

Zhang Han spread his hands, "I didn't." ”

Wang Yang frowned, "Don't tease me, I'll start work when I find a way to get the money, and your friend should be able to get one of a dozen bids." ”

Zhang Han asked, "When will the money be available?" ”

Wang Yang was a little annoyed, he was also worried about this matter, he didn't know who to borrow it with and when it would be in place, and when he heard Zhang Han's words, he couldn't wait to get this kid out.

"Don't ask me, who doesn't want to start work sooner if you have money."

Seeing Wang Yang's sad face, Zhang Han smiled, "Don't be so depressed, do you want me to give you an idea?" ”

"What's the idea?" Wang Yang looked at Zhang Han suspiciously, a little doubtful that he would be fired.

Zhang Han took out a cigarette from his pocket, pulled over a chair to push the folder away, looked at Wang Yang and said, "You don't have the money to let the bidding project party advance funds, isn't this the problem solved?" ”

Wang Yang replied, "No, this will bring huge pressure to the finances, so much money will not be paid off within ten years even if everything goes well, if it is ......"

Wang Yang didn't say the remaining half of the sentence, but Zhang Han knew very well what he was afraid of, some of the messes left by the previous leaders when they developed the economy have not been cleaned up yet, in case there is any problem in this economic development plan, the debts owed have to be repaid slowly by the people, and he himself was scolded for being small for 10,000 years, and the vital interests of the people are big, so it is impossible to take this risk.

Zhang Han explained, "Wang Yang, have you ever thought about repaying the debts of the bidding party in other ways? ”

"What?"

Zhang Han pointed out the window with a cigarette in his hand, "Once Yi'an's economy develops, will there be a shortage of business opportunities here?" No, I think those investors will squeeze their heads out and drill here. ”

"What do you mean??" A clear thought began to emerge in Wang Yang's mind, and he suddenly felt as clear as the clouds saw the sun.

"That's right." Zhang Han took a puff of cigarette and continued, "With the right to use the land and the exchange of approvals for commercial projects, I think smart businessmen will not let go of this opportunity." ”

Wang Yang looked at Zhang Han excitedly, the problem that had plagued him for several days was actually solved by Zhang Han in just a few words, and he stood up excitedly and said, "I'll do it immediately!" ”

Zhang Han smiled slightly and took a puff of cigarette, "First release the news that the Yi'an construction project is going to be open for bidding, and officially start the bidding meeting tomorrow afternoon, otherwise they won't even have time to do the project planning and design blueprint." ”

Wang Yang nodded, "No problem!" ”

After saying this, seeing that Wang Yang was too busy, Zhang Han didn't stay long, left the city government and went to the guest house, and then called Ah Fa, asking them to do a good job of the construction project planning blueprint and bidding documents as soon as possible, and deal with the bidding meeting tomorrow afternoon.

Idle, Ning Xiang and Youmeng couldn't hold it back, so they were ready to go to the street, Zhang Han walked on the streets of Yi'an and suddenly found one thing, this small urban area has become more and more lively, there are not a few expensive luxury cars on the street in the morning, and now, you can see imported cars worth tens of millions of dollars parked at the door of the hotel and on the side of the road, and the owners are in a hurry.

Youmeng held a bag of snacks that Ning Xiang forced into her in her hand, and when she saw Zhang Han's expression, she asked, "What are you laughing at?" ”

Zhang Han came back to his senses, pointed to the car on the side of the road and asked, "See, just after the news was released, so many people were attracted, Yi'an's prospects are very good, if a businessman hadn't seen the benefits, he would definitely not waste time rushing over." ”

Youmeng was not interested in these things at all, and listened to it as a deaf ear, and continued to visit the shops with Ning Xiang one after another.

Time passed quickly, and at noon the next day, Ah Fa and Agni had already returned, and drove to the guest house with a middle-aged man in his forties and fifties, and handed over the blueprints and bids for the construction project to Zhang Han to see.

Zhang Han picked up the two folders and looked at them carefully, during which he didn't say a word, no one dared to disturb Zhang Han, just quietly waited for him to read it.

An hour and a half later, Zhang Han closed the folder and asked, "Who did it?" ”

Agni Huo and Ah Fa glanced at each other, and motioned to the middle-aged man who had been waiting silently on the side, "Mr. Wang personally did it, the manager of our company's project department." ”

Zhang Han glanced at the middle-aged man, his hair was a little bald, and he was not very tall, his eyes were very energetic, giving people a very smart feeling, maybe it was a long-distance relationship, and he looked a little tired.

Zhang Han stretched out his hand and smiled, "Mr. Wang, hello, I'm Zhang Han." ”

The other party also stretched out his hand and smiled humbly, "Hello, I have admired the name for a long time, don't call me Mr. Wang, they all call me Lao Wang." ”

Zhang Han didn't say too much nonsense, and gestured to the planning blueprint of the construction project and said, "Did you make this blueprint yourself?" ”

Lao Wang nodded, "That's right, I did it overnight after receiving the news." ”

Ah Fa seemed to be very proud of Lao Wang's talent, patted Lao Wang's shoulder and showed off to Zhang Han, "Mr. Zhang, Lao Wang's talent is not boasting to you, he graduated with a doctorate in urban planning and design, and has worked in China Construction Second Bureau before, and has rich experience in design and project operation." ”

Lao Wang was a little embarrassed when he heard Ah Fa say this, and he couldn't hide the meaning of wanting to dodge in his eyes.

"Second Bureau, that's a good place, the oil and water are fatter than the yamen, why don't you do it?" Zhang Han asked with a smile.

Lao Wang's heart tightened when he was stared at by Zhang Han's gaze, and those eyes seemed to have the ability to see through everything, so that he didn't dare to hide it in the slightest.

"It's nothing, I made a mistake in a project and was expelled by the Commission for Discipline Inspection."

Zhang Han raised his eyebrows, and he could see what kind of person he was from a person's eyes, Zhang Han had never missed, but he really didn't see that Lao Wang was a greedy person just now.

This is not important, Zhang Han did not dwell on this matter, and said to Lao Wang, "I have read the blueprint of your construction project planning, and the planning is very professional, which is in line with the necessary factors for the development of a city." ”

Lao Wang seemed to be very confident in his handwriting, and a trace of pride appeared on his face when he heard Zhang Han's words.

"But you still have a question, can I tell?"

Lao Wang was stunned for a moment, and glanced at Zhang Han carefully, a little unconvinced that there could be any problems with the planning blueprint he designed.

"Please!"

Zhang Han turned the first page, pointed to the blueprint and said, "Your habitat design concept is based on convenient transportation, healthy environment, safety and reliability, and comprehensive population considerations. ”

Lao Wang nodded, "The design of the whole city presents a fan-shaped, backed by mountains, and the central area of the city is public infrastructure, schools, and hospitals. The power system and water system are placed between the mountains and the city. ”

Zhang Han closed the folder, "This is very good, if it is by the standard of an ordinary city, it is enough to be written into the textbook as a sample, but have you ever considered the development of a city?" ”

Lao Wang frowned, "Development problems? ”

Zhang Han nodded, "Your design is very good, so that the residents of the city are like babies lying in the cradle, but babies can't lie in the cradle forever, what they need in the future is a big bed." ”

Ah Fa glanced at the flames, and the two didn't understand what they said, and couldn't help but sigh that the knowledge reserve in Zhang Han's mind was not comparable to ordinary people at all.

Lao Wang frowned and did not speak, Zhang Han continued,

"Yi'an's mouth has not changed much in recent decades, that is because of the closed traffic and depressed economy, once Yi'an is built, it will usher in the first time in hundreds of years to tell the development, looking at the influx of foreign population, the expansion of residential areas, the city's planning will not remain the same, but will usher in many demolitions and reconstruction, in order to adapt to the negative problems brought about by rapid development, your design has reserved space for the development of the city?"
