Chapter 072: Free Debate in the Party School (1)
Chapter 072 Free Debate in the Party School
That night, according to the original plan, Xiao Chen was going to visit Ye Songbai, but unexpectedly Ye Songbai happened to attend a meeting of the Military Commission this evening, so the two simply didn't go anywhere, just talked and chatted at home. At 11 o'clock in the evening, Xiao Chen went out on time and went back to sleep in the four-story old building of the Central Party School.
In the morning of the second day, I studied some articles of the World Trade Organization as usual, got a notice before the end of class, and in the afternoon I discussed in groups the pros and cons of China's accession to the TO and how to deal with it.
The outside world generally feels that such a "professional official school" as the Central Party School must have extremely strict political requirements and strict control over the students' speech. In fact, this is a huge misunderstanding, and even the cadres who have come here to attend classes know that even if it cannot be said that the university with the most freedom of speech in China is the Central Party School, then it is one of them. In particular, when the students of the Central Party School discuss many issues, they are regarded as "internal discussions", so many sensitive topics can be said freely, because speaking here is routinely enjoying "political immunity", of course, there is no written rule.
Yesterday was missing an afternoon, and Xiao Chen was not able to be absent again today, so at noon, he looked at his mailbox of the secretary of the municipal party committee on the Internet, called several relevant units, and prepared to attend the discussion meeting in the afternoon. Speaking of his mailbox of the secretary of the municipal party committee, when it came out, almost most of the whistleblowers and complainants sent their letters to this mailbox, and many things that were not necessary for him to solve were also brought up, Xiao Chen dealt with it tirelessly for two days, and finally felt that this method was problematic and needed to be improved. Because he found that the problems complained to him were too numerous, such as the blockage of the sewer pipe in his house, and the lack of coordination with the property, the two sides refused to pay for 10 yuan, and the other did not take the money and did not repair it, but the complaint was actually complained to the mailbox of the secretary of the municipal party committee...... Xiao Chen is not unwilling to coordinate and deal with it for them, he did call personally to inquire about this matter, but the problem is that this kind of thing should not be handled by him, why did the competent authorities below? Even the sewer has to be dealt with by the secretary of the municipal party committee, so does he, the secretary, have time to do anything else?
As a result, the mailbox of the secretary of the municipal party committee and the mailbox of the main leaders of the municipal government were quickly revised, and the citizens were required to ask for help in the corresponding mailboxes according to the clear division of labor. The Municipal Party Committee Office also has an additional petition commissioner to reply to some routine questions that can be properly handled without Xiao Chen's personal inquiry, and is also responsible for transferring some "incorrect" letters to the mailbox of the counterpart responsible leader.
When Xiao Chen arrived at the discussion group, he realized that today's discussion was a relatively large discussion, a class was divided into two groups, and the number of people in each group was naturally quite large. In fact, this is not surprising, the Chinese people have always had a tradition of hiding clumsiness, and the cadres who come to study are in various positions, and sometimes the aspects discussed are not what he is good at, and it is naturally best not to speak.
Xiao Chen sat down in a random place and chatted with a few cadres he knew, and within a few minutes, a teacher came in. The teachers of the Central Party School are sometimes a little more nervous than the students in front of the students, and even if they are not nervous, the classroom atmosphere is relatively relaxed. However, this group of cadres are all provincial and ministerial-level cadres, but they all know convergence, and they are more polite to the teacher than the students in the county and department-level classes, the teacher is in his fifties, Xiao Chen doesn't know him, he smiled as soon as he came in: "Fellow students, my name is Hu Bi, and I am the host of today's group discussion, and now we will start." ”
He smiled and said: "Today, I am very happy and honored to have such a meaningful seminar with you, as you know, we have joined the TO, this is the result of our years of fighting, last year our country was full of happy events, won the right to host the Olympic Games, and successfully held the APEC meeting, and now we have successfully joined the TO, this is a major event in our country, but also a happy event." What does it mean to participate in TO? It means that we want to lead international competition to the domestic market, and our opponents in the domestic competition in the future are not only domestic enterprises, but also foreign large enterprises and multinational companies, which is both a serious challenge and an opportunity. This challenge is not only a severe challenge for our enterprise, but also a serious challenge to the function, behavior, and role of the government, which must be adjusted according to the new situation. Therefore, for us, the road of reform is very urgent, and it is very meaningful and urgent to have this opportunity to communicate with you today. You are well aware of the definition of our Central Party School, so I hope that you will speak freely at today's seminar and express your views without reservation. ”
When he said this, he smiled: "That classmate came first?" ”
However, the students did not seem to have the intention of speaking first, but this was not difficult for this teacher named Hu Bi, who was relatively steady in his speeches and speeches, and if he wanted them to speak, he had to make a start first, so he smiled and said: "We know that the issue of China's accession to the WTO has become an issue on which there are considerable differences of opinion in the current economic circles. In addition, the current international situation as a whole is complicated, which makes China's accession to the WTO even more confusing. Coupled with the fact that we have now joined the WTO, is there any point and necessity for our discussion in this case? I think it's not only necessary, but even more meaningful in the new situation. China's reform and opening up is facing a test, the world economic integration is facing a test, and the establishment of the entire international rules and order is being adjusted. At this important moment, it is not advisable to take any partial generalization, and the issue of WTO accession has become the central topic of discussion at present.
Unfortunately, however, due to the lack of transparency of information, little is known about the content of the WTO accession negotiations. Therefore, everyone is a bit like a blind man, and according to the view of one hole, each has its own opinion. There are those who are blindly optimistic and in favor, those who speak out, those who are resolutely opposed, those who are worried, and those who are at a loss. In fact, what impact will WTO accession have on China? I think it mainly depends on the conditions for WTO accession, and these provisions are very specific and are not clear to ordinary officials and scholars, let alone entrepreneurs and ordinary people. This makes it more difficult for us to talk. People's concern about WTO accession is nothing more than what WTO accession will bring to them. But the problem is very complicated, because China has both competitive enterprises that have entered the market and monopolies that are still under the protection of the state; There are industries and companies that are prepared, and there are industries and enterprises that are not; There are both urban people who are protected by household registration and rural people who are separated by household registration. The impact of WTO accession on various Chinese people is certainly different, and this has led to very different attitudes toward WTO accession. But in the performance of these people, we can grasp some basic clues: Who is opposed to WTO accession? The traditional state protects the industry and the monopoly industry, as well as some people whose methods of thinking and psychological habits still remain in the tradition. Who is the most supportive of WTO accession? Those enterprises that have already become competitive in the international market, those outstanding enterprises in China that have entered the market first and have fully adapted to price competition, and some people who tend to act according to international rules in terms of thinking and methods.
Therefore, it is necessary to have a grasp of the total amount and overall interests in formulating the WTO accession clause and in weighing the pros and cons of WTO accession, and this overall interest cannot only be expressed in the gains and losses of temporary economic interests or the gains and losses of the interests of some people, and it will have a bearing on the long-term development, stability, and progress of Chinese society. This requires an all-round examination of WTO accession and an economic, political, cultural, historical, legal, overall and partial view. In the end, the settlement of the matter does not depend on China, but only on the balance of interests and forces of various countries, and on the tolerance, rationality and compromise of mankind. Only this method can avoid our mistakes in decision-making, and only by doing things in this way can we bring benefits to China and all WTO member countries. ”
An expert cadre from the Institute of World Economics and Politics of the Chinese Academy of Social Sciences raised his hand and said with an elegant smile: "I'll throw a brick." ”
Everyone smiled kindly, he looked at the outline in his hand, and then said: "At the beginning, Premier Hong's visit to the United States was a state act and a concerted act of the central government. On the issue of TO, I have always felt that our newspapers, magazines and radio stations should not hype it too much. At that time, many reporters interviewed me, and I later felt that there was a bad thing about this issue. What is it? Many people think that participating in TO is already 9 out of 10, so they want us to talk about the benefits of participating in TO, and some want me to talk about the risks of participating in TO, and whether we can cope with it. I don't think it's good for our country to talk about these two aspects too much openly in the newspapers. Because we talk too much, people in the US Congress will say that you see that he has made such a big concession and said that it is beneficial, which shows that our asking price is not high enough, and then raise the price.
Huaxia is now at a critical juncture in the reform of state-owned enterprises, and we also have many social problems, such as the problem of layoffs, the problem of enterprise closure, and the problem of non-performing assets. Talking too much about the risks and drawbacks of our participation now will cause this part of the population to be suspicious, disgusted, and even socially motivated. As much as I think there are both benefits and risks, the person listening doesn't necessarily see the whole picture. Parliamentary politicians in the West only look at the benefits you say, while domestic companies with low tolerance only look at the risks.
I remember that the year before last the United States attacked our embassy, and they did not want to budge. The Los Angeles Times said on May 12 that the capital had been promoting the importance of joining TO, but was unwilling to pay the entrance fee. In fact, we have made a big concession and have paid the entrance fee, but they don't think they have paid enough. Therefore, I think we should adopt an attitude of neither humility nor arrogance, and not be too hasty, as if we have really gained something.
Second, after the market is further opened, foreign goods and capital will enter in a big way. For example, in the case of automobiles, according to the China Pledge announced by the United States, we promised to reduce tariffs on automobiles from 80 to 100 percent to 25 percent by 2004-2005, and to give up part of the market, but at the same time, we must also see that other countries should also lower their barriers to us, and it will be easier for us to export our goods than in the past. The key is to see whether our enterprise is competitive, in terms of quality, price, delivery, after-sales service, sales network, if you are a strong enterprise will not be afraid. Those companies that are not doing well are faced with two choices, one is to be eliminated, and the other is to reform well and catch up.
Qidong's Huanghai Haier inverter air conditioner is the world's leader, and last year it has transferred the patent to a Spanish company to cooperate in the production of air conditioners in Spain, and then sell them to 15 countries in the European Union, so that there are no tariffs. Haier used his technology to bypass tariff barriers, and tariffs have nothing to do with him. Therefore, I think it is not appropriate to look at the impact we will be affected by joining the TO national industry in the abstract and static. In addition, the key depends on the internal strength.
We are indeed at a grim moment now, because one-third of our state-owned enterprises are profitable, one-third are losing, and one-third are not losing money at all. In the past, we relied on high tariff and non-tariff barriers to protect our national industries, and the question was whether the protected national industries were competitive or not. If you are only accustomed to lying on the various protections of the state, and then you do not change at all, this protection will be finished as soon as it is withdrawn, and there are indeed quite a few such enterprises. But there are some among our officials and our academics who don't pay enough attention to this. When it comes to reducing protection, the immediate response is the protection of national industry. The problem is that after decades of protection, in the end quite a few companies either lose money or don't lose money or don't make a profit.
Take the automobile industry as an example, we started producing Jiefang trucks in 1956. South Korea's cars started in 1973, 17 years later than us, but he quickly surpassed us, and now our country produces 1.6 million units, and South Korea is two or three million units, which are sold all over the world. He just didn't want to protect it, he put the child in the windy làng, but it was done. In the 80s, the home appliance and color TV market in China was almost 100% Japanese, but now we have recaptured three-quarters of the market, and the quality and price are competitive.
However, it should be noted that most enterprises are still a little weak in the face of international competition. For example, the total assets of the United States banks are more than $700 billion, and the total assets of our four major banks, namely industry, agriculture, China, and construction, are not as large as those of the United States. In addition, Huāqi Bank's non-performing assets account for only 0.6%, and the asset operation is very good, and the debts lent out can be recovered, but less than 1% cannot be recovered. No matter how you look at it, our bank is 30 times or more than 20% of it. If you put out 100 yuan, 20 yuan can't be recovered, and the bad debts are very bad. How to compete with him in such a situation? People have few bad debts, which means that he will choose the loan object, and the money lent can be recovered. We are based on relationships, on the basis of slips, on the basis of eating and drinking, invite me to eat and drink for 10,000 yuan, and I will give him tens of millions or even hundreds of millions. This situation shows that the key is not whether our government protects or not, but our own discipline, laws and central decision-making, and whether the enterprise implements it or not. In this sense, trade entry has a huge effect on curbing society.
In terms of scale, I'll talk about another number,In 1997, Changhong, Konka, TCL, and Hisense, the total marketing volume of the four major color TV companies in China was only equal to the scientific and technological investment of Japan's Sony and Panasonic. What a gap! Technology investment in Japan is 6-8% of marketing volume, and ours is 2-3%. Our current analog color TV is on par with Japan, or even better than him, but people are already working on high-definition color TV.
To meet the challenge of foreign goods, it is not enough to march and challenge generously, but to come up with money, science and technology, and management experience. This is to practice exercises, not to shout slogans. Someone is very generous, and that's not okay. Therefore, I believe that resisting the invasion of foreign goods mainly depends on our internal strength, relying on large enterprises, and not relying on small enterprises. A big country like ours must have its own strategy, and it is not possible to have the Baodao model and the South Korean model for a while. Germany is a country with a large number of small and medium-sized enterprises, but Mercedes-Benz is very large. Now Mercedes-Benz is going to merge with Chrysler, which is the challenge of the 21st century, and the merger will cost $90 billion. ”
The scholar-type cadre's speech naturally won everyone's applause, and then two cadres expressed their views on agricultural opening and financial reform, and Mr. Hu Bi also made a simple comment one by one, and the next one who stood up was a middle-aged cadre with a little dark skin, Xiao Chen felt that the official flavor on his body was not very strong, and sure enough, as soon as he introduced himself, it proved Xiao Chen's vision, he is a vice minister of the Ministry of Foreign Trade and Economic Cooperation, responsible for African trade, according to a cadre around Xiao Chen, he is particularly optimistic about Cameroon.
This old man estimated that he had a lot of dealings with foreigners and liked to go straight, so he said: "The topic of my speech is 'The Great Development Strategy of Strengthening the Country and Enriching the People'. What I would like to say today is that the Chinese nation has reached the most dangerous moment. As you know, in the past 100 years of history, we have been humiliated and exploited. A hundred years ago, the Wuxu Reform Law raised five questions. The first is the problem of overpopulation, which was raised in the Qianlong period, and some scholars believe that there was an overpopulation problem during the Taiping Heavenly Kingdom. The second is the problem of backward agriculture, and the small-scale peasant economy of one family cannot withstand strong winds. The third is backwardness in education. Higher education is supposed to produce critical and innovative talents, but what we are cultivating is cramming. The fourth is the problem of social inequality, which is unconvinced and psychologically unbalanced. Fifth, the question. If these problems are not solved, I believe that we will not be able to become rich and strong.
History has proven that closed systems do not add value, only open ones. Huaxia's market and resources are limited, and if Huaxia enterprises only focus on Huaxia's market, wealth can only be distributed and redistributed, divided and redistributed, and will not increase in value. We only add value if we go out. I've been doing a worldwide economic survey since '89, and I've been to a lot of countries, and I think the only ones that can hit are Africa or South America, because other countries are more developed than us. We can't compete with the United States, Japan, or France. Our business loses money in both the UK and the US.
In this case, I conducted a survey of African countries, which are very backward except for South Africa and Egypt, and they rely on imports of industrial and office supplies, and there are no restrictions on imports, as long as they pay tariffs, they are allowed to import. Second, these countries have a lot of respect for the Chinese people, and because of our assistance in the past, the image of the Chinese people in Africa is very good. There is also the issue of price differentials. We have businesses in Madagascar, Africa, and companies in Cameroon. For example, Huaxia tiles are sold for twenty or thirty yuan in China and two or three hundred yuan a ton in Cameroon. Five-millimeter-thick glass can be sold for 17 yuan per square meter in the capital and 150 yuan per square meter in Cameroon and Africa. Roll paper is eight dollars a roll in the capital, and it can be sold for three or four yuan in Cameroon. I told a cement factory, with an annual output of 100,000 tons of cement, pull the clinker over, the cement is to mine limestone first, calcin, turn into mature material, and then grind it to become cement, we pull the stone mill over, to build a factory needs 10 million yuan, with an annual output of 100,000 tons, if it is 30 US dollars a ton, it is 3 million US dollars a year, and our factory is built with 10 million yuan, how high is the rate of return?
In this case, the central government is also aware of this problem, and in December of the previous year, it decided to use Africa as a development point to encourage enterprises to carry out overseas processing. If an enterprise goes to Africa, produces raw materials there, pulls the equipment of the enterprise over, the state gives a loan, and there is a tax rebate, and the money will be given to you, and you will not have to repay the principal and interest within five years, so that you can expand your capital.
I think China's last opportunity is Africa. Leaders of the Ministry of Industry, the General Administration of Customs, and the General Administration of Taxation of some African countries have received me, and they have said that you are welcome to come. In fact, everyone is welcome to go out in my country. If the products in China can't be sold, why don't they go out? If you are willing to go, I will get visas for everyone, set up a company, register a business, and I will help you do these things. On May 15 last year, the central government called for organizing a number of enterprises to invest and set up factories abroad, and promote the development of related enterprises through cooperation, and on October 18 last year, it said that it would make use of two markets and two kinds of resource management. We must change our thinking and show the courage of Emperor Wu of the Han Dynasty, Qin Shi Huang, and Zheng He. Of course, after going out, I hope that everyone will be of higher quality.
We must understand our position in the world, China's steel industry, cement industry, glass industry, ceramic tile industry, bicycle industry, textile industry, garment industry is definitely the first in output, and the quality is also passable. And we're doing exactly what these developed countries are no longer doing. Because these industries cost energy and pollute the environment, the water pipes abroad are stainless steel, and we are cast iron. Africans can't afford stainless steel, so they can only use cast iron pipes. So in this case, who are our competitors?
This time, I went to Central Plains Province, and two governors, a secretary general, the Provincial Economic and Trade Commission, and the Foreign Affairs Office of the Central Plains Province came forward to organize enterprises to send them out. I hope that you will take advantage of the political and economic management and organize a group army to march into Africa. With 56 countries, 800 million people and more than 3,200 square kilometers of land, Africa is definitely a big market.
I was the first to choose Cameroon, why did I choose Cameroon, first, after his independence, there has been no war, the political situation is very stable, second, Cameroon is a member of the franc zone, 48 years was the French trusteeship, formed the franc zone, his franc and the French franc are a horizontal ratio of exchange relationship, for example, 1:100, is 100 Cameroonian francs for a franc, all the time, there is no exchange rate problem, Cameroon's banks are still controlled by the French.
The third question, in any case, the European Community, Japan, and the United States have money, and they have to earn their money. We have the Lomé Agreement, and whoever signs it can enter the European Community duty-free. We can use Africa as a springboard to jump into the EC. For example, the European Union imposes a 40% tariff on China's household appliances, and if idle equipment is put in Africa, it can directly enter the European Community. Moreover, more than 1,000 products can enter the United States through the European Community. Why not take advantage of this condition?
The Chinese nation needs to grab the market and resources. The per capita resources are the third lowest in the world, the air pollution is very serious, the water is in short supply, we must beat the Chinese people out, the capital out, this is our way out. ”
After he finished speaking, many cadres, especially local cadres, began to think about the fact that export-oriented enterprises are naturally something that everyone is willing to support, and this foreign trade and economic cooperation cadre almost packed a ticket and said that he would do other things, as long as the enterprises were willing to go, and this was indeed worth considering.
Xiao Chen also thought so, but thinking about it, he felt that this cadre cared too much about his own work, and the things he just said were good, but they had nothing to do with joining TO.
Teacher Hu Bi smiled and nodded: "After listening to Mr. Han's speech, the biggest feeling is that we should respect the hope of the Chinese people for survival and the opinions and opinions of Chinese entrepreneurs. What is the people's hope for survival? That's the adventurous spirit of overseas pioneering. I am reminded of the history of a large number of Chinese immigrants to San Francisco, South Africa, and Australia more than 100 years ago, but it was only later restricted by the Chinese exclusion law in the United States that the Chinese labor cháo had to shrink. However, at that time, a large number of laborers did pour out of China, which shows that the Chinese people were able to spontaneously attack overseas, and the desire for survival and development was very strong. But why we are backward in modern times is because of the blind arrogance and self-isolation of the Manchu government, which led to the loss of a great opportunity in a great development of modern history, and most of the remaining resources and space of the earth were occupied by Westerners, resulting in China's resources being so pitiful and scarce today, and living space so cramped. Today, the Chinese people should change their thinking, and the Chinese people should not blindly compare with the developed countries, in fact, it is very good to have the same resource conditions as African countries. For example, South Africa, with a land area of more than 5 million square kilometers and only 50 million people, how much space per capita is there? Therefore, Han is very correct in thinking that Africa is the last new frontier. ”
Not far from Xiao Chen's side, a deputy director of the State Science and Technology Commission said with a smile: "Then I'll say a few words too." In the past, I often talked about concepts or big theories, but now we are studying specific problems, or paying more attention to the transformation of scientific and technological achievements, and how to better turn China's scientific and technological achievements into things in the market and improve competitiveness. In the past, the great powers carved up the territory of China, and now it is the developed countries that occupy the market of China. I've been to Japan twice, I've been to the U.S. twice, I've been to Bōyin, Lucent, Bell Labs, Naval Labs, Silicon Valley. I just listened to a few speakers, and I felt that everyone's level of swimming in the sea was already very high, and I was still watching at the beach. We have been in contact with HKUST in the past, because I knew both of the leaders of HKUST in the early days, and I am also a physics student. His thinking is more lively, and he spoke very well today. I have always felt that the world has developed to the extent it is today, and if China wants to match its status as a great power in the next century, it must do a good job in its competitiveness in the world, including the competitiveness of economic security.
With regard to the transformation of high-tech achievements, in the end, how many sources of technology in our country's industry are really in our hands. The profit on computer chips is 25-35%, and the United States is doing it. The profit of the main part of the chip is 15-25%, which is being done in Japan, Singapore and Baodao. The profit of assembling the whole machine with this thing is 8-10%, and we are now doing it in various large companies.
There are two things worth pondering this year, a Hughes company wants to sell to Huaxia Satellite The United States government does not agree, but several large computing companies want to enter the Huaxia market, and the government is very supportive, which seems to be a contradiction, but it is not a contradiction, because he asked you to always maintain a certain gap with him in terms of technology, so that the source of market control is in his hands.
If a country has several enterprises that are very competitive, it determines that the country is very competitive. If the country doesn't have a few companies that are very competitive, it probably won't be too competitive. Western countries are proactive enterprises, and our enterprises are passive and adaptive. Therefore, I think that what Mr. Han said just now is indeed so, and we should take the initiative to attack.
I think that the economic map and the technology map are different from the administrative map, when you reach a certain level of market, the content of sovereignty may have an impact and change. This is the case with the European Community, even the currency is unified. When we go to European countries, it is very convenient to get a passport from one country to another, and we can't check it, so we just run away by car. So I went to Germany for the third time, and the Frankfurt Research Institute said, we have studied in Germany, we don't need any technology from China now, we need the Chinese market the most, God has given you such a big market, and we lack this in Germany. We can see who the people Cole brought to China are, and the people are entrepreneurs. ”
Teacher Hu Bi nodded seriously: "I think the issues we discussed are very important, but I see that the number of people who came to participate in the discussion today is not very large, and there are probably more than a dozen students absent. In fact, I believe that we should not only look at the problem from an economic point of view, not only the issue of quantification and measurement, but also the issue of law, ideology and political structure, so you can also expand on these aspects next. ”
This time, Xiao Chen, a cadre who took the initiative to speak, recognized Shi Qingqi, director of the Industrial Research Institute of the State Development and Planning Commission, and it is said that he has a good relationship with his uncle, and Uncle Tǐng is optimistic about him. Shi Qingqi raised his hand, and didn't take any outline, so he introduced himself first, and then said: "I am doing two things now, one is to draft some documents for the First Plenary Session of the 16th Central Committee and prepare materials, such as the technological transformation and technological innovation of Huaxia. I think that the functions of the government must be changed, and if we want to go to the market, we must listen to a wider range of opinions.
In addition, the State Science and Technology Commission has also asked us to do a comprehensive work, that is, to bring together the major scientific and technological problems and major technical problems in the industrial field of China, as well as departmental and special research, and make scientific and technological plans for the national industrial field. Coincidentally, last week the Investment Department of the Economic and Trade Commission gave me another task, which is to take the lead in summarizing and writing out the industrial development outline, which is also a development plan for the industrial field, and the 10 departments of economic and trade management, plus gold, medicine, electric power, and information. We would also like to put forward some suggestions, that is, how to incorporate it into the whole national plan and assign it to those professional bureaus, and at the same time, we should also organize the development center of the Chinese Academy of Social Sciences, the Development Center of the Government Council, and some research forces in society to conduct some comprehensive research. Before I came to the party school to study, I invited some experts to start discussing these frameworks. In fact, I have not studied the issue of Huaxia's joining to TO thoroughly, but I only know what industries have an impact on, which ones are beneficial and which are unfavorable. The real calculation has not been calculated, so I now have to organize forces to quickly calculate, but once the calculation is made, we need to bring the basic data and framework of world trade. I can't afford to buy this thing, so in fact, I hope that all of you here have a way to provide us with some good ideas, and I will invite you to dinner when the time comes. ”
When he said this, all the cadres present laughed, and the cadres at the deputy ministerial level had no problem eating for a long time, but if they had a good relationship with the director of the Industrial Research Institute of the Development and Planning Commission, I am afraid that everyone would not have an opinion.
Shi Qingqi continued to smile and said: "I feel that China is currently in the middle stage of industrialization. Our technological level, our ability to adapt to international global integration, and the level of scientific, technological, and economic integration are insufficient, and it is also insufficient to protect the domestic market and open up foreign markets. Now that more than 300 of the top 500 people have come in, we don't know how to deal with it.
Indeed, I have also listed the topic now, and now that international competition is domestic, how can we deal with this problem? If you want to understand big companies, I have also been to Motorola, and to really understand the internal affairs of people, he will not tell you, but do some analysis. I hope you can also give some ideas. In this new situation, I feel a lot of pressure on how to do a good job in the next five-year plan, and some of our people say, Lao Shi, you don't take on such a subject, such a subject is too difficult to do, and it involves the future and destiny of the country. But I don't think I'm afraid of anything, as long as I listen to the opinions of all sides and carefully collect some original materials, I think I can do a good job.
Bī here, who can tell what the outline of China's industrial development looks like? That's why I said that everyone should work together and listen to the opinions of experts, scholars and entrepreneurs from all walks of life. I always say that enterprises are the main body, and even the people in the Planning Commission (the Development and Planning Commission, the old people in the interior are still accustomed to calling themselves Planning Commission) say that they are like the directors of the research institutes of the State Planning Commission. A few years ago, we went to the United States, and we also explored whether we could set up a business in the United States, and some companies also went, but failed due to various reasons, of course, there are also ** reasons. What to do, we are studying this matter, my main point is that enterprises should be beaten in the wind and rain, but we must be clear about one thing within the high-level party and government cadres, that is, they can be beaten, but they cannot be beaten to death! ”
