Its command system not only includes the county and township pavilion system, but also the border pavilion barrier beacon organization. In August every year, the Taishou (or Wang Xiang), Du Wei (or Wang Lieutenant), the county magistrate, and the county lieutenant lead the whole county material officials, knights or building ships to conduct a general examination, review people, assess martial arts, and evaluate the merits. The border county guards also led 10,000 horsemen to patrol the obstacles.
Although the soldiers of the county state are placed in the county state, they are still under the command and dispatch of the imperial court, and the power to send troops belongs to the central government.
