At the same time, under the wing of the Japanese invaders, they recruited old military and political personnel, soldiers and hooligans, and a handful of national scum to form a puppet county, district, and township regime. The puppet county government has set up seven puppet defense district departments to help the Japanese and enslave the Chinese.

In the winter of 1939, the division of our Fourth Army was established, and by the spring of 40, special offices were also established one after another, and the anti-Japanese forces were vigorously growing.

In February and March, the cavalry of Li Qishan, the pseudo-stubborn Li Qishan from the stronghold of Chen Fanzhuang, rushed to Fotang Village on the edge of the Fourth District, captured Wu Xiqing, a functionary of our government, and buried him alive in the enemy's stronghold.

On 6 May, Chiping's Japanese invaders rushed to Zhang Xiaozhuang in the southern part of the Fourth District at night and attacked the station of our advance team.

After the "Zhang Xiaozhuang" incident, we have felt more and more that with the party's leadership, the anti-Japanese army and the anti-Japanese regime are not enough, and it is necessary to have a solid anti-Japanese base in order to deal with the enemy.

For this reason, the Chiping County CPC Committee decided to establish the Chinan anti-Japanese base area as soon as possible, that is, to establish a three-district base area centered on Dabaizhuang and Chiqiao, which extends from Xiwangji in the east to Zhangxuzhuang in the south of the second district in the west, with a total of dozens of villages, from the north to the south, from east to west, and about dozens of miles in size.

From the geographical point of view, it is located in the vast area north of the Yellow River in Dong'e County and Pingyin County, as well as the junction of the eastern part of Liaocheng County.

Judging from the political situation, party branches or party groups have already been established in some rural areas in the three districts, and the party has a relatively good mass base here.

How could the Japanese puppets and stubborn watch the Chinan base area grow up smoothly, and they regarded the Chinan base area as a thorn in the side and a thorn in the flesh, and constantly attacked, swept away, and encroached on the Chinan base area.

In the late autumn and early winter, the puppet Qizi Xiu Department repaired the Tuweizi to the stronghold of Chen Fan Zhuang'an in our second district, and took control of most of the villages north of Guangping.

Yun Maocai and Wu Chunyang also went to Yanzhuang and Daliuzhuang in the seventh district to repair their strongholds and control the seventh district. The enemy took advantage of this method of building fortresses in a vain attempt to force the anti-Japanese armed forces led by the Communist Party to withdraw from the areas under their control and abolish the base areas.

In order to meet the enemy's "encroachment" policy, Commander Xiao Hua led the main force of the Eighth Route Army to Chiping before the main force of the puppet and stubborn Boguang three divisions was built in Wangjiayoufang, concentrated its forces and firepower, destroyed its stronghold, and almost completely annihilated one battalion of the enemy, only one squad, forcing the enemy to postpone its advance to the east of Guangping.

It was not until the autumn of 40 that the enemy dared to penetrate deep into the strongholds of Jiang Zhuang and Han Gao'an in the second and third districts.

After the establishment of the Chinan Base Area, it was under great pressure. The traitor leader Li Qishan's spy regiment, with more than 600 people, more than 300 people in the 2nd Regiment, more than 600 people in the 3rd Regiment, and more than 250 people in the independent battalion, set up strongholds in Liuwangshanzhuang at the southern end of the 4th District, Xiaosunzhuang and Sanshilibao in the 3rd District, Guangping and Wangezhuang in the 2nd District, and Niuzhuang in the western part of the 3rd District.

The enemy was controlled by the Kuomintang, was the most resolute, had the best understanding of the situation in the county, and endangered the people the most, forming an encirclement of the Chinan base area.

During this period, the county party committee established the Chibei base area in Daluzhuang in the five districts as the center, and more than 20 villages in the north and south of the highway.

While intensifying the armed struggle, the county party committee promptly formulated a corresponding struggle strategy in light of the actual situation in the area, that is, to divide and disintegrate the enemy by taking advantage of the stubborn contradictions between Japan and the hypocrisy. The area belonged to the jurisdiction of the puppet five districts, with fewer troops, and had a greater contradiction with Li Qishan.

The county party committee has done a great deal of work through various channels, and the puppet district chief Lu Daoyi has won for me, and the strongholds of the puppet fifth district of Xingzhuang, Wangludian, and other strongholds have also been mastered by me, and at the same time, Wang Fengyi, the traitor and puppet head of Mengguan Township and the head of the Wangludian self-defense regiment, has been resolutely suppressed.

Under the leadership of the county party committee, the two base areas of Chinan and Chibei have been constantly developed, so that our anti-Japanese base areas not only have a foothold, but also enable the anti-Japanese forces to be like a fish in water and maneuver freely.

The two base areas are enemy-occupied areas, and there is no place to stay, and the county government, the county brigade, the military engineering team, and the transportation personnel often walk all night, but no one complains of being tired. As a result of the mutual cooperation and mutual support of these two base areas, the anti-Japanese situation that was favorable to us and unfavorable to the enemy was greatly promoted.

In particular, the Chinan base area was extremely cruel and violent, and experienced the road of development, setbacks, redevelopment, setbacks, and redevelopment, but it was always a strong fortress in the anti-Japanese struggle.

At that time, there was a huge disparity between the enemy and us, and the strength of the Japanese puppet army in the county reached about 5,000 people. Among them, there were about 1,000 Japanese puppet troops, about 3,000 puppet leaders Li Qishan, and about 1,000 puppet stubborn Wu Chunyang and Yunmaocai, while the anti-Japanese forces at that time were only about 500 people.

At that time, only the 1st, 5th, and 6th districts were under the jurisdiction of the Japanese puppet army, except for the county seat, Liaoji Highway and other small pillboxes, the other strongholds were basically guarded by the puppet stubborn Li Qishan, and the strongholds in the seventh district were basically guarded by the puppet stubborn Yun Maocai and Wu Chunyang.

The vast ground and the small number of troops were unresolved in the Japanese war of aggression against China, and at the same time, because of their respective interests, there were also a large number of unsolvable contradictions between the Japanese and the puppeteers. Even within Li Qishan, there were contradictions between the officers and soldiers, and many soldiers were forced or captured to participate, and they were unwilling to die for the Japanese invaders.

Based on this situation, the county party committee conscientiously analyzed the enemy's situation and constantly attacked from the base areas to annihilate the enemy, so that the enemy was often in a state of passive beating, and took the initiative in the war into our own hands, thus changing the situation in which the enemy was strong and we were weak.

In the anti-Japanese base areas, we not only have our own organization and armament, but also material and logistics bases. At that time, our supplies and ammunition were hidden in various villages, and the ammunition factory of the military sub-district lived in Lujiahetou, the seventh village in the south of the Zhaoniu River, and the public grain of the anti-Japanese county government and the cloth of the special bureau were also hidden here.

There are anti-Japanese primary schools in all villages in the base area, and there are anti-Japanese high schools in the county. In the two anti-Japanese base areas of Chinan and Chibei, we collected public grain and distributed and used our own Luxi anti-Japanese banknotes.

In the first half of 1941, the situation in the struggle against the enemy tended to deteriorate, and the enemy raised the slogan of "Fight to the Yellow River on 15 August," and his arrogance was very arrogant. Sun Shao, the head of the puppet second district of Chiping, once set up a stronghold in the Pinglou of Guangping, the puppet fifth district set up a stronghold in Xingzhuang, and Zhang Linzhong, the head of the puppet sixth district, set up a stronghold in Liu Mazhuang in the sixth district.

In particular, the 3rd Brigade of Boguang and the 3rd Brigade of Li Qishan, the main forces of the puppet stubborn force, which lived in the strongholds of Jiangzhuang and Hanjiagao, were called the 3rd Brigade of the Special Agents at that time, and they vied with each other to invade our anti-Japanese base areas. In the late spring and early summer, the Boguang Third Regiment set up a stronghold in several villages in our Third District; Zhang Qinglin, the head of the Second Regiment to which the puppet stubborn Li Qishan belonged, set up a stronghold in Jiangzhuang, the former of our Second District; Feng Taiheng, the head of the puppet spy regiment, set up a stronghold in Liu Wangshan, the southern end of our Fourth District; and Liu Yutian, the commander of the Puppet First Regiment, and the brigade headquarters set up a stronghold in Yuanzhuang, the northern end of our Fourth District.

Enemies from all walks of life poured out their nests and came to the hot spots, and a total of 8 strongholds were set up in front and behind, and 7 of them were in the center and marginal villages of the Chinan base area in our 3rd District. This is a serious threat to our base areas in the three regions, and if it is occupied by the enemy for a long time, it will inevitably affect the vast areas north of the Yellow River in Dong'e and Pingyin.

After attempting to occupy our base areas in the three regions, the enemy continued to advance southward and occupy a vast area north of the Yellow River, so as to achieve their dream of reaching the Yellow River on 15 August.

Han Xing thoroughly studied the military situation in Chiping County, and immediately went to the headquarters of the new 8th Brigade to find Zhang Weihan.
