Chapter 767: The Courage of the Supreme Leader

The supreme leader took over the topic and said: "Some comrades may wonder, isn't it good that our economy is so good and developing so fast? Doesn't that mean we're on the right track? Why reform is needed, and why is there a need for in-depth reform? What if such a big move fails? Rather than take that risk, it's better not to move.

It's understandable that you have these thoughts, we still have fresh memories of the turbulent riddle a few years ago, and everyone doesn't want to be messed up, let alone messed up because of it. However, we must not choke on food, and we must not be afraid of current reform because of the turmoil of the past. We can't sleep on the credit book of the present, we should be prepared for danger in times of peace. I ask all of you, where are we living and what danger are we thinking about?

The so-called An, in fact, is some gratifying changes in everyone's eyes, that is, compared with the previous riddles, our current riddles are much better, the people no longer have to be fed and clothed, the national finances are much better than in the past, and the people's hands are much looser. In the past, we could only get a dead salary, and sometimes even some cadres and workers could not even get a basic salary, but now we can get it, and there is a little bonus.

However, comrades, we cannot only look to the past, but we cannot look better than before, and we will be proud and satisfied. We have to look forward, we have to look outward. If we compare the income of our people with the developed countries in the West, the income of our people is pitifully small, only one-fiftieth or sixtieth of that of others, and some poor families are not even one percent. At these cold counts, I think you must be as heavy as I am.

We are a socialist country, and our aim is to make the people of the whole country prosperous and catch up with or surpass the common people of Western capitalist countries. As it stands, it is very difficult to achieve this goal, and it can be said that it is an impenetrable mountain in front of us. But no matter how big the difficulties are, we have to solve them, and no matter how high the mountain is, we have to climb it!

You are all veteran cadres, and except for a few young comrades such as Guo Zhuocheng, the rest of us have participated in the 25,000-mile Long March. At that time, everyone must still remember the sinister shape of shì, knowing that the snow-capped mountains in front of us were difficult to climb, and we still had to climb them; Knowing that the grass is sad, there is no one in ten when we walk in, but we still pass. Because of what? Because we all know that if we didn't climb these mountains of death and wade through the land of death, we would really have to die. If we want to live, we must rush forward without hesitation, and without the courage and courage to rush forward, we would have become a pile of dry bones and rotten into mud.

The same is true of the situation now, I am not appalling, I am not exaggerating. Now that our country is gradually opening, we will have more and more windows to the outside world, and our people will know more about the outside world than before. From now on, we are still lagging behind Western countries in ten years, and the common people can understand and forgive, after all, our foundation is poor and white, and our country is too big, so many years we must first fill in this hole, and we must first lay a solid foundation before we can build high-rise buildings.

If we are still lagging behind in 20 years, although we are ashamed in our hearts, the common people may still be able to be tolerant, after all, the gap is too big, and it is impossible to catch up at once. However, if we can't catch up in 30 years, or even if there is a huge gap in 30 years, then we don't have any reason to justify it. The resentment of the common people will explode, and they will ask us if we have the ability to lead them to prosperity and strength.

Is the current economic system scientific? Will it be able to promote or sustain the current rate of rapid growth? Definitely no! This issue must be approached from two perspectives. The first aspect is that the current economic system is rigid, and although the rural areas have implemented the contract responsibility system for joint production and the peasants' shackles have been relaxed, the industrial system has not been changed, and in particular, the issue of the dual-track price system has not been touched at all. You must have admitted that only competition can activate the power of enterprises, and only competition can achieve the survival of the fittest, but our current system is to eat a big pot of rice, not only does not promote the competition of enterprises, does not increase the vitality of enterprises, but stifles people's positive xing and creative power.

Our current system has lazy a large number of state-owned enterprises and made them reluctant to forge ahead. They have the cheapest raw materials, the best equipment and factories supplied by the state, the land that costs almost nothing, and the most powerful technical force, but their contribution is very small. Although they have a market that they don't need to work hard to develop and don't need to work hard to keep, they have been producing the same product for years, decades or even decades, and even the quality of the product has not risen but decreased.

If it were in Western countries, if we hadn't artificially protected them and taken administrative measures to protect their sales channels and sales markets, their kind of enterprises would have died long ago and would have gone bankrupt. The question is, do we need this kind of backward, non-innovative enterprise? My answer is no! Some people will say that another advantage of this kind of enterprise is to support people, tens of thousands or even hundreds of thousands of workers.

Then I have to ask, why does the state raise them? Could it be that they are princes and grandchildren? Are they inherently noble? Why can't we feed other people? Is this for their good, or is it doing them harm? Do you think that if you get a basic salary, you will be comfortable and rich? Wrong! Is it possible that if the income of the average foreign citizen is to be as high as that of the average foreigner, such an enterprise will only be able to retain one-fifty percent of the workers, and 90 percent of the people will have to be evicted? Where to go? The only way is to let this kind of enterprise develop, develop and develop again, and to increase the efficiency of this kind of enterprise by 50 or 100 times, so that the solution to the problem is to solve the problem.

These are the first aspects I mentioned, that is, the question of whether and why our economic system should be changed. It can be summed up in three words: it must be changed!

Now I would like to turn to the second question, that is, is it beneficial to reform the economic system? Can it be successful? If the effect of reform is to get worse and worse, it is of course not for the better, or it is necessary to find other ways. Now that we have the answer, who will give us the answer? Three machine departments!

Speaking of which, I have no choice but to commend Guo Zhuocheng, the leader of our Third Machinery Department, and other comrades, as well as the comrades of our Planning Commission, who have made bold innovations and blazed a new trail and a new way to introduce competition.

Many comrades only know that our country's arms trade is now profitable, and they only know that the Iran-Iraq war has given us a vast sales market, but they have not thought carefully: Why can we occupy this market? Why are Iraq and Iran willing to buy our military, and at a high price? Why is there a sudden surge in the products of our military factories? Why are we able to sustain a lot of output for a long time?

With the help of the State Development Planning Commission, the Third Machinery Department has set up a stage for fair competition internally. No matter who it is, no matter which unit, which enterprise, they want to get new projects and new products, they need competition to get, and they also need competition to maintain after they get it, and their interests are proportional to their efforts.

This kind of pay is not only the physical payment, but also the intellectual payment and the management system. In addition to this competition, the three machine departments are equally treated in the supply of raw materials and product acceptance, and will not give you high-quality raw materials and low-price raw materials because you are a large state-owned enterprise. It will not give you a lower quality requirement when accepting the product.

It is precisely because of such a competitive platform and such a fair environment that the three machine departments and its subordinate enterprises are prosperous, and their wages and bonuses are much higher than those of employees of other enterprises, and their benefits, especially their housing, are blushing. It is precisely because of these treatments and systems that they can continue to launch new products, their product quality can continue to improve, their products can get better and better, China's weapons and equipment can get closer and closer to the requirements of customers, and it can even be said that our products can exceed the expectations of users.

Because of this, they can make foreign buyers willingly pay real money and want to buy it. It is conceivable that if our products are not improved, and our weapons can not be improved, will people be so enthusiastic about buying them? Will there be additional orders? No way! Do you really think that we are the only ones in the world who produce weapons in China?

I am very pleased to know that not only are the weapons of the Third Aircraft Department selling well, but the arms of our other departments are also good. By the way, many of our civilian products are also exported abroad. ”

Speaking of this, the supreme leader changed his words and said: "I just said so much, so what is today's meeting for?" The purpose of today's meeting is one: to discuss how to build a fair platform and how to introduce competition into all walks of life. Or, in a nutshell, how to carry out a comprehensive reform within the economic system.

At the last economic work conference, we discussed prices and took some corresponding measures, but the effect was not obvious, and prices were still not well controlled. We can consider this as well here. And I also want to ask everyone to think about the steps of reform, that is, how to start, from the three machine departments to spread to other industries in a first-line way, or to promote from top to bottom in a surface way, or to take a regional pilot approach, or to find an entry point to try first. We are now crossing the river by feeling the stones, and we don't know whether the water in front of us is deep or shallow, and we don't know whether the water is rushing or slowing down, but we have to touch forward, we have to cross the river. ”
