Chapter 446: Rescue Operations Abroad
In the face of serious disasters, the main force of Xinhua to carry out rescue is the armed police and the army, and in the previous disasters, the armed police and the army have not disappointed the people.
Although there are many rescue organizations or groups between various industries, it is not convenient to contact and mobilize each other.
The essence of the civil rescue team is nothing more than a group of outdoor enthusiasts volunteering to initiate the formation, engaged in outdoor distress rescue of non-governmental public welfare groups, their survival and development face many problems.
The first is that insurance is hard to find, and we all know that disaster relief work is extremely dangerous, and no insurance company is willing to take orders for these rescuers at present.
The second is social misunderstanding, the rescue team's public welfare rescue behavior has been repeatedly exposed in the media, some people praise them, but some people think that they are putting on a show, thinking that the rescue team's public welfare rescue is fake.
The vast majority of volunteers have their own work and are only called in when there is an urgent task.
For employees, "participating in the rescue" is not a good reason to take time off. In the past search and rescue process, there were many cases where team members were dismissed from the unit due to absenteeism.
The third is institutional shackles. Because the civil rescue team does not have the right to rescue and practice medicine, "they can only search, not rescue" in the rescue operation, which is an embarrassing situation faced by many civil rescue teams.
Some rescue operations or rescue drills organized by government departments often refuse to allow civilian rescue teams to participate.
Fourth, there is a shortage of funds. As a civilian rescue team, lack of funding is a major problem. The costs incurred by the rescue operation are borne by the volunteers. Personal devices can still be solved by themselves. But professional rescue equipment is always in short supply. Many rescue teams don't even have a dedicated rescue vehicle to pick up and drop off their crew. Not to mention helicopters and the like.
Even because they cannot obtain legal status, even if some enterprises or individuals are willing to donate funds to the civil rescue team, they cannot accept it justifiably because of their status.
In contrast, civilian rescue teams in other countries and regions are facing a much better environment.
In the face of the huge number of civilian volunteer rescue forces, whether to include them in the government's emergency response system, and how to organize, coordinate and manage them. It is a test for the government.
Now, since the government has not yet issued relevant policies, Ye Quan has taken action to fund, support and integrate the construction of civil volunteer rescue teams through the Guò Oriental Charity Foundation.
With the consent of the local government, the second squadron on duty, with a total of 57 people, set off on a chinchilla transport plane 22 minutes after the earthquake, another squadron will leave within two hours, and the next three squadrons will be assembled on the same day. Then they set off one after another on the Totoro transport plane.
This is the first time that the Oriental International Rescue Brigade has gone abroad to participate in the rescue work, and the scale has reached 268 people.
The rescue team was dispatched quickly and orderly. Because the Totoro transport aircraft does not require the characteristics of airport facilities, the rescue team flew directly from the country to the disaster area.
As a result, the Eastern Rescue Team became the first international rescue organization to reach the earthquake-stricken area before other international rescue teams.
When the second rescue squadron arrived, it was less than four hours before the earthquake occurred, and everyone immediately threw themselves into the intense search and rescue work, regardless of their fatigue and the aftershocks that could occur at any time.
The second and third groups of rescuers also arrived quickly, and transported more than 300 tons of relief materials, and in the process of disaster relief, 9 electric helicopters were mobilized, which effectively guaranteed the smooth progress of the disaster relief operation.
The Oriental Rescue Team has not only achieved the full airlift in terms of transportation, but also the top and most advanced rescue equipment, especially the application of new life detectors, various rescue aircraft and exoskeleton power systems.
The new intelligent life detector is developed by combining the world's most cutting-edge biochemical, dielectric, ultra-low frequency conduction and DNA technology, it is lightweight, less than 1 kilogram, easy to carry, simple to operate, and superior to any other high-tech search and rescue products.
When working, the new life detector is not interfered with by other animals, and can pass through various obstacles such as steel plates, cement, composite materials, and trees, so that the detection distance can reach 1,000 meters in open space and more than 2,000 meters on the water surface.
When used for life detection in the earthquake area, it has the advantages of strong penetration, accurate action distance, strong anti-interference ability, high detection sensitivity, etc., the detection distance can reach 50~100 meters, and the thickness of the solid brick wall can reach more than 4 meters, and it can detect people through several rooms, and has the function of automatic identification of the human body.
Due to the extremely unstable structure of the ruins after the earthquake, it is easy to pose a danger to the rescue team members in the rubble. The post-earthquake rescue of nuclear and chemical facilities is full of danger.
Some large-scale collapsed buildings can be searched with the help of mechanical excavation, but some gaps, narrow spaces, etc., rescue team members are in danger of entering, and large equipment has no "place to use", so special personnel are needed to complete the search and rescue work.
The Oriental Rescue Brigade is equipped with more than 10 kinds of rescue machines, including miniature insect machines, which can enter any small environment for detection.
There are large intelligent machines, equipped with flexible manipulators, which can be used for shearing, crushing, cutting, expanding, grabbing and other rescue methods.
There are air search and rescue aircraft, which can not be affected by the terrain and can transmit dynamic video and video information to the commander of the rescue team in real time, which is equivalent to installing a "clairvoyant" in the air for the rescue team.
There is a cave search and rescue machine, made of reference to amoeba and snakes, with a weight of 18 kg, a load of 8 kg, and a movement speed of 50 m/min, which can deliver food and self-rescue tools to the trapped people.
It can instantly change into a straight line, enter the ruins of the cave with a minimum of 30 cm × 30 cm, and change into a triangle, side by side, straight line or D-shaped shape according to the actual situation.
There are also spider platforms that can be modified with spider platforms, which have the ability to penetrate into extremely complex and dangerous environments, and can complete a variety of tasks such as handling, search, detection and rescue operations in extreme environments such as nuclear radiation, underwater and fire.
Under special circumstances, rescuers can lift items weighing 250 kilograms with both hands and move more than 400 kilograms after wearing the exoskeleton power system, which can be called "invincible Hercules".
Each of these equipment has its own characteristics, and most of them are real products that have not yet been put into production.
However, it will not be long before the Eastern Rescue Alliance will rely on the strength of the Eastern Group and Galaxy Group to launch a series of advanced search and rescue products, including the rescue alliance's own standard equipment, such as backpacks, tents, etc.
It is precisely because of the application of various advanced equipment, as well as the earliest arrival time and the large number of people, that after the rescue work in the disaster area was completed, the Eastern Rescue Brigade rescued a total of 19 trapped people, which is more than the total number of people rescued by other international rescue organizations.
The Eastern Rescue Brigade has also done an excellent job in transporting the wounded and distributing relief materials, and this rescue operation abroad has won the respect of people from all walks of life and greatly enhanced the reputation of the country and the rescue alliance.
