Chapter 351 Immovable Property Registration System
After all, the peasants are relatively poor, and squeezing juice from them is still insufficient to cover the huge financial expenditure, and the peasants are the foundation for the founding of the country.
"Fengtian coupons" is a good thing, but with the first few issuances were forced to subscribe, the public who did not see a little benefit became respectful of this thing---- saying that it was ten years later to cash out with interest, but how long is ten years, the replacement of the warlords of the Republic of China is like a horse and flowers, who knows if the government will still be there? Besides, it's always coercive, and the credibility of the government is insufficient, isn't it?
Is there a tax source that is long-lasting, that the people have to pay, and that the government has a greater profit? The answer is yes. With the experience of crossing, Zhang Hanqing naturally thought of property tax. Think about China's real estate development at the beginning, it is called a ruthless cry: seeing the housing prices soaring, the buyers still queue up all night and have to go through the back door, no money would rather borrow loans and want to get even a copper from the six relatives and eight aunts, and they will not hesitate to borrow money to live and eat chaff. If you force this force out, why worry about running out of money?
How? Could it be that the government is also speculating in the real estate business? As soon as this thought lingered in his mind, he was immediately discarded by himself.
How can this be? How can the government be so short-sighted on issues that affect the well-being of all citizens? The government is not a developer, it will run away if it makes a fortune, and it has to think about the second half of the people's lives! The higher and higher the housing prices, the businessmen are fattened and the people who are just in need are suffering. In the end, the collusion between officials and businessmen made housing prices rise like rockets, and the national N article was like adding fuel to the fire. Think about the fact that in order to get a wedding house, I finally paid a down payment after losing my family, so that the family that had just enjoyed the fruits of reform and opening up instantly returned to the pre-liberation period, except for a covered house. You can't do that kind of thing.
It seems that the government also launched a property tax pilot a moment ago, but the effect is not obvious. However, the tax system in the United States is extremely restrictive to property speculators, so it is rare for Americans to make a fortune by doing this, why? It's nothing more than making you feel that it won't be good in the short term. Because people have a way: from the transaction to the occupancy, there is a tax, so the holding cost is extremely high. It is to sell in the future, because it is just needed, it is difficult to have the prospect of a large rise, so it is very cautious.
To make a fortune from real estate without killing the eggs or controlling the profiteering, it needs to be properly taxed, provided that the housing transaction is transparent.
However, from ancient times to the end of the Qing Dynasty, China has not had a housing authority, and there is no housing book. The ancients bought and sold second-hand houses, and the property right certificate was mainly the house deed, and the people's real estate transactions were not settled, but directly handed over the house deed. What is a title deed? It is nothing more than a contract for the purchase of a house, and the name of the original owner is still written on the contract. If you want to transfer the property, you can only let the deed be transferred: the buyer and seller sign a new deed, then go to the yamen to pay the deed tax, let the county magistrate stamp a red stamp on the deed, and then tear off the stub part of the deed and stay in the county government as a record.
If you want to transfer the deed, you must pay the deed tax, which lasted from the Northern Song Dynasty to the end of the Qing Dynasty, in which the deed tax rate has been changing, the lowest is 2% (when Song Renzong ascended the throne), the highest is 9% (when Kangxi Ping was in the three feudal domains), plus various additional taxes, which can account for up to 16% of the purchase price. In other words, if you buy a house for 1 million, you may have to spend 160,000 yuan just to transfer the property!
In order to save this money, the ancients often did not buy a house. For example, Xiao Ming sold the house to Xiao Qiang this year, and Xiao Qiang sold the house to Xiao Hong twenty years later, and Xiao Hong resold the house to Xiao Fang thirty years later.
If Xiao Ming's descendants are forcibly domineering and ask Xiaofang for a house, Xiaofang can't even get a piece of evidence. Therefore, from the Northern Song Dynasty to the end of the Qing Dynasty, successive governments were persuading buyers to transfer their ownership, which could reduce disputes and increase the government's deed tax revenue.
The problem is that the transfer is not necessarily safe. In ancient times, the government did not have computers, the file management was extremely chaotic, and the county officials could be changed every two or three years, and if the newly appointed county magistrate was a fool, it was very likely that the buyer would have lost the stub of the deed (called the "deed tail" in the Qing Dynasty) for the record. The stub is lost, and the unscrupulous descendants of the new owner have lost the deed again, and there is no evidence from now on, whose house do you say? Whoever has a hard fist is whoever's! Flipping through the "Minggongshu Judgment Qingming Collection", and then flipping through the "Three Words and Two Beats", real estate disputes are everywhere, and the history is endless, making the parents and officials like a fight, and the key reasons are the chaotic transactions, unclear property rights, and too backward file management.
Until entering the Republic of China, Mr. Sun Yat-sen, the father of the country, called for real estate registration in order to clarify property rights and reduce disputes. In response to Mr. Sun's call, local municipal governments have set up "registration offices" or "registration bureaus" under the local courts, so that local owners can take the initiative to go to the court to declare the location, area, quality and present value of the house.
Now Zhang Hanqing is going to cast this system, starting with the major cities in Northeast China.
In December 1918, the registration offices of the local trial halls of the Mukden, Jilin, and Heilongjiang Autonomous Governments posted real estate registration notices in various cities, written in the vernacular, and the full text is as follows:
"Since the establishment of the real estate registration system on December 1, the 7th year of the Republic of China, this department has printed and distributed more than 100,000 leaflets, which is explained to everyone. The relationship between land and houses in the Northeast has been complicated since the Gengzi Rebellion. Once registered at the registry office, even if the right is determined forever, what theft, sale and forgery dare to ensure that it is not, that is, in case of war and fire, the deed is lost, there is no need to publish a statement, no need to find a shop to guarantee the deed, you can fight against a third party. Starting from December 1 this year, a registration fee of only $3 will be charged for every 1,000 yuan worth of land and houses. ”
This proclamation reiterates the benefits of immovable property registration to the general public, and also announces the fee standard for immovable property registration: for every 1,000 yuan of land and houses, the registration fee is only 3 yuan, and the fee rate is 3/1,000. How do you determine the "value of land and house"? At that time, the practice was very simple, the court did not appraise the valuation, and completely relied on the people to declare themselves, and the amount of money reported was how much was paid.
The one said: Since the amount is how much I report, then in order to pay less, I will try my best to report less, my house is worth 100,000 yuan, and I only quote 10 yuan. You must not be like this, there are countermeasures, there are policies, and the government will make you absolutely lose more than you gain. Because Zhang Hanqing also amended the "Land Law" of the three eastern provinces, which set a tone: as long as the house price declared by the owner is significantly lower than the market price, the government has the right to forcibly collect it according to the price he declared...... If you are willing to die, I dare to be willing to bury!
According to the estimated population of about 30 million people in the three eastern provinces at that time, there were about 5 million households for every 6 people. According to the market value of an average of 100 oceans of a house, if the operation is successfully completed, three thousandths is 1.5 million oceans is a foreseeable number...
And that's not all. Is it a desperate registration to own a property that can be passed on to children and grandchildren once and for all? Zhang Hanqing solemnly said no! The State recognizes the private property of immovable property, but the land belongs to the State. In order to limit the hoarding of real estate and force the wealthy to circulate their money into industry and commerce, an additional supplementary tax system was introduced for multiple properties and wealthy households that exceeded the maximum usable area---- cumulative property tax.
For urban residents, in addition to meeting the average usable area of 20 square meters of the second house, each house is subject to a cumulative property tax of 1% according to the quotation, and it is also paid annually. If the declaration is false, the government can also compel the collection of land according to the declared price...
For rural households, the area of a family homestead with a population of 6 shall not exceed 300 square meters, and it is strictly forbidden to own a second homestead. For the excess part, the tax shall be paid in full at 1% of the declared price of the house. Don't the big landlords in the Northeast want to build a compound when they have money? As long as it exceeds the standard, the bigger the house, the more taxes will be paid every year. It may only be one percent of the declared price of the house at a time, but after all, you can collect wool every year, which is a solid income for the national treasury!
Due to the lack of information, will there be people who hide buying multiple apartments elsewhere? It's hard to find out the registration that is all done manually. It doesn't matter, the government has introduced a reward system, as long as the report is true, the offender will have all his property confiscated and the whistleblower will be rewarded heavily. I believe that in the atmosphere of catching thieves among the whole people, few people are willing to take this risk to go to other places to buy houses illegally, and they will have to be sneaky to live in a house. Don't be afraid of 10,000, just in case.
In this way, the wealthy will be forced not to put all their capital into real estate, which is not currently of much use for the development of the Northeast.
Will this kind of high-pressure policy make some rich people flee the Northeast? Not really. First, the payment of taxes in the Northeast is transparent, except for the taxes specified by the government, all other excesses and miscellaneous taxes have been abolished, and the local government is not allowed to levy any fees under any pretext. You must know that the grassroots party organizations of the People's Party, which are full of energy, are responsible for supervising the government, because Zhang Hanqing, who is difficult to get involved in political power, has asked party organizations at all levels to focus on local councils, and he wants to use the power of legislation to solve the reality of administrative inaction...
Second, under the reality of a strong economy and abundant opportunities, many wealthy businessmen from other places have invested their money in the Northeast instead of the other way around, and the rich people with a little bit of brains have perceived endless business opportunities. It is much better to keep the money in the bank for interest than to move the family to another place. The richer you are, the more you know that your homeland is hard to leave. As long as it doesn't break the law, life in the Northeast is still very comfortable.
The young marshal is familiar with the control of real estate, and is at ease with all kinds of tax evasion methods and plugging leaks, and even the old officials are ashamed of themselves. The young marshal's plan, after the development of the Feng system, this system must be carried out unremittingly, and the people who heard it were a chill.
All this seems to be both domineering and unkind, but in fact, there is Zhang Hanqing's experience and hard work that Zhang Hanqing has thought about countless times in his previous life. In the era when real estate bundles everything, in the era when the profit of listed companies is less than a suite, in the era when a family can't save a down payment after a lifetime of hard work, and in the era when the real estate in the four cities of Beijing, Shanghai, Guangzhou and Shenzhen is worth half of the GDP of the United States, the people of that era can deeply understand the long-term thinking of the young marshal.
Houses are for living, not for frying... None of the rising powers in history was born because of high housing prices. When everyone does not play business but gets involved in real estate, when real estate capital kidnaps the national economy, when the richest people on the wealth list start with real estate, it is the death of the country.
