Chapter 43: Young people are energetic

"What is a party? Like-minded people call it the party. The party is a collective, not a single individual. The power of the party belongs to the people as a whole, so I am going to call it the 'People's Party'. My intention in preparing for the establishment of the People's Party is also to realize my desire to transfer political power and military power to the People's Party on the basis of the expansion of military power. Through the party, we will govern the country, govern the army, and unite the people. I would like to express the People's Party's management principle in five words, that is, 'centralism'.

What is dish cooking? That is, all power operates under the sun, and all power belongs to the party.

From the party's highest leading body, which I have tentatively named the Central Committee, its leaders and the heads of the executive organs are elected by the congress, and all the members of the committee are elected by the lower-level party organizations, as well as the local organs at all levels. Within the core organization, decisions on major issues of the Party and the state are made by means of voting.

Unrestrained power can easily lead to corruption, and it is necessary to exercise all-round supervision, especially over party leaders and those who hold power. Even if he is the leader of the party, he does not enjoy such exclusive power as the previous emperor and the current president, and any major decisions made by him must be approved by a majority of the party committees at the same level to be effective. If the leadership violates party discipline and state law, he will still be impeached by the party's supervisory body, ----I will call it the Discipline Inspection Commission----. In this way, dictatorship can be effectively avoided, which I call the dish cooking within the party.

However, a plate of loose organization does not suit China's national conditions, and it is completely meaningless to cook in a dish, as in the current Congress. China has a mature political structure of 2,000 years, and the reality of China's large population and semi-feudal and semi-colonial does not allow us to build a weak government following the example of the West. Therefore, for a long time to come, power must be concentrated---- party power, political power, and military power must be carried out by the people appointed by the party, and all government and military orders must be carried out by the government and military organs elected by it. The decisions made by the Central Committee must be observed by party, government, and military organizations at all levels throughout the country, so that government decrees can be accessed, power can be concentrated, and forces can be concentrated to do great things! I call it the concentration of power.

This is the characteristic of this party, and in a word, it is 'centralized system of cooking'. It is possible to pool wisdom and fully listen to different opinions in the implementation of major policy decisions without 'one word,' and when necessary, the transfer of power can be carried out in a stable manner without major political fluctuations; it is possible to easily mobilize all forces to accomplish the goal, and to unify thinking on the basis of the dish cooking, so as to achieve twice the result with half the effort.

Of course, the formation of the party's purpose, basic line, basic principles, theoretical building, organizational structure, and so on will take a long time to explore and brew, but in light of the political development direction of all countries in the world, it is imperative to establish such a party if we want to realize modern politics and bring the country into the right track of modern society!

In order for the People's Party to attract thousands of people of insight in China to join, it must first conquer their hearts and make them willing to join the party and work for the party's ideals. At present, the People's Party has only one purpose, that is, to overthrow the oppression of imperialism, feudalism, and bureaucratic capitalism ---- the three mountains, and truly establish a new Republic that is prosperous, strong, free, and boiling! ”

I don't know when, Wu Jiaxiang and Zhu Guangmu came in quietly, and they quietly listened to witness Zhang Hanqing further enriching his theory on party building. They went from surprise to reverence, from joy and sincerity to five-body surrender, and experienced an unforgettable transformation. They never imagined that Zhang Hanqing's heart was so big. At this moment, he is no longer the son of a warlord, but a mentor who shows China the way forward.

It was the first time Cai had heard of such a systematic strategy for party building. It is true that he was a member of the League before, but the League was only a group of comrades determined to overthrow the Manchu government, and was mostly involved in military struggles, but rarely involved in how to manage the administration. Zhang Hanqing's words made him feel like he had seen the sun. In this way, the country is determined!

Although what Zhang Hanqing said was only on paper and close to ideal, when he saw a childish face immersed in the conception of the superstructure, he did not see Zhang Hanqing as a child from the bottom of his heart, but a Chinese savior with great talent. At a young age, with such forward-looking thinking and advanced concepts, this can be done! The country is hopeful! He said to Zhang Hanqing with great emotion: "My teacher once said, 'The wisdom of the youth is the wisdom of the country, and the wealth of the youth is the wealth of the country; If the youth is strong, the country will be strong, and if the youth is independent, the country will be independent; If the youth is free, the country will be free, and if the youth progresses, the country will progress...'Believe it! Han Qing has this ambition, which is the blessing of my Chinese sons and daughters! Hanqing's ideal is the yearning of half my life. In the future, when Hanqing establishes the People's Party, I will be the first party member! He looked at Zhu and Wu again and said: "Han Qing is a dragon and a phoenix among people, and he has the vitality of a young man; It was your luck that you met Han Qing early; It is also your blessing that you can follow Han Qing. ”

"However," General Cai continued, very pertinently: "This theory of party building should not be carried out in a big way at this time, and you should keep a low profile. The situation in the country is changing rapidly, and I hope that you will be seconded to define the Party's theory, program, and objectives and to constantly enrich its doctrine. I'm sure there's not much time left for you to soar! ”

With the endorsement of Cai Yi, a predator, Zhu Guangmu and Wu Jiaxiang are convinced of their choice, and their hearts to move closer to Zhang Hanqing are even hotter. Under Cai Yi's teaching, they chose to keep a low profile, and everything had to wait until Zhang Hanqing returned to Fengtian.

Zhang Hanqing vowed to keep a low profile to the end. Since they are students of Peking University, studying is naturally the most low-key and correct activity, so the three young elders of the future People's Party coincidentally decided to immerse themselves in studying.

Easier said than done. The founding of the party is not a trivial matter, and Zhang Hanqing only has major party policies that he has witnessed and heard from later generations, but he has basically not dabbled in pure theoretical research. As a result, he was able to "explain" the strange current situation of the revolutionary movement of the Republic of China in an open and empty manner, but he was unable to play any role in the basic ideology.

Fortunately, Wu Jiaxiang and Zhu Guangmu were both outstanding people in the future. Wu Jiaxiang is rigorous in his work, known as the "Northeast Genius" in history, and is a bachelor of science from Peking University, and later became the director of general affairs of Northeastern University and the secretary general of the Fengtian Supervision Military Administration. When he became interested in Zhang Hanqing's theory on party building, he worked hard to lay the foundation for the party's theory.

Zhu Guangmu is a law major, so he can make this theory more rigorous from a legal point of view. And he has a very valuable quality, that is, he does not stick to clichés, and explains Zhang Hanqing's logic in various ways and sees it in words.

Zhang Hanqing, who they admired very much, practiced it and rarely got into the library of Peking University, and it was often a day, which was more eager than the school career of later generations, which made Zhu and Wu amazed. It is not obvious that this major general still loves books, so this can also explain why he can have such a high level of vision at such a young age.

They saw half of it. Zhang Hanqing reads books, mostly paying attention to those contemporary celebrity anecdotes, in order to recall his impression of the Republic of China figures in his previous life. To do great things, you need to have a group of fans, and in this turbulent era, many characters who are about to stand on the stage are anxiously waiting to appear. He didn't have time to discern the abilities and political beliefs of these people, nor could he examine the usefulness of these people by taking his time to contact them, but only by the last memories in his head. Perhaps, after he integrates for a while, he will be able to grasp the pulse of the times more accurately.

Sometimes Zhang Hanqing would also ask Zhu and Wu about their views on the celebrities of this era to deepen his understanding. Compared with Wu Jiaxiang, although Zhu Guangmu is a little younger, he knows many characters. Not only that, but he was also able to dig out the background behind these people, which benefited Zhang Hanqing a lot.

Of course, Wu Jiaxiang's steadiness is also appreciated by Zhang Hanqing, such a big thing as the founding of the party, you must first get a charter, right? Goals, guidelines, and detailed rules, which need to be carefully considered, these details will be handed over to the steady Wu Jiaxiang to do, and then make forward-looking modifications by himself, of course, Wu Jiaxiang writes.

On the edge of the lake that was not named "Weiming Lake" in Peking University, in the ordinary courtyard house of Zhang Hanqing in Beijing, three young figures can often be seen discussing something fiercely and sincerely. Sometimes Cai will also join in, using his life wisdom to give some unique suggestions or opinions. History will always record that in just one month, China gave birth to a pamphlet called "The Constitution of the Chinese People's Party", which is destined to be earth-shattering as soon as it is officially released! Thunder!

In the busy month of the three of them, the world outside has changed considerably. Lao Yuan has been stimulated by the increasingly passionate persuasion, and he is determined to advance in a high-profile manner, and he doesn't remember such a trivial matter as Zhang Hanqing at all. Now almost all the military and political officials in various places have expressed their approval, and the Beijing opera troupe has also begun to eulogize the emperor and generals, and even the former Manchu nobles have jointly written a letter to support him, the new master, so that the old Yuan is full of ambition and feels that the destiny is mine.

The most noisy thing is that Beiyang socialites Shen Peizhen, Tang Qunying, Jiang Shuwan, Jing Jingsheng and others organized "women's rights" organizations such as "Women's Petition Group" and "Women's Political Suffrage" also entered. Since May, the women's petition group has been asking to see the president once a month, and they have traveled to Xinhua Gate in droves to petition, often to the sidelines of passers-by.

What Lao Yuan didn't know was that while he was in full bloom, a group of young people were tirelessly arranging his posthumous affairs...

Is the summer in Beijing starting to be so hot and humid since then? It's ten o'clock in the evening, and there is still no cool breeze around, so I miss the days of air conditioning! After Zhang Hanqing came out of the library, he stretched out tiredly.

Wu Jiaxiang has another place to live outside the school, but Zhu Guangmu has already moved from the dormitory to Zhang Hanqing's rented place. He liked to chat with Zhang Hanqing, who was three years younger than him, and always felt that this ambitious "junior" had an inexhaustible supply of novel ideas and insights in his brain. Age is not a problem, he has decided to follow in the footsteps of Zhang Hanqing to fight for a career.
