The People's Party will have a Central Committee, a Politburo, a Standing Committee and a Secretariat directly reporting to it. At present, due to the small number of party members, the Politburo and the Standing Committee have been temporarily suspended.

The Secretariat of the CPC Central Committee implements the system of collective leadership and division of labor and responsibility, and has seven secretaries in charge of party building and cadres, organization, propaganda, discipline, politics and law, united front, and policy research. In order to crack down on corruption within the party, Zhang Hanqing believes that the political system in later generations has too poor control over this issue, and the reason why it has been able to repeatedly commit crimes and succeed others is because the supervision of party members and cadres, especially the top leaders, is too light. The number one leader, mainly the number one of the party, has too few constraints and too much power, and this artificially creates the soil for corruption. As for party members and cadres violating the law, all the laws apply, not only the party's discipline regulations, and there are situations where the party's power is greater than the law. When there is a violation, it should be dealt with in accordance with the law first, and then punished in accordance with the rules within the party. The "Regulations on the Punishment of People's Party Members" has four levels of punishment: warning, demerit, probation from the Party, and expulsion from the Party.
