Chapter 78: Rift

In Guannai, under the organization of Yang Du, Liang Shiyi, and others, the so-called "National Federation of Wishes" submitted three petitions to the Senate, demanding that the Senate "cut down the complicated and simplify," "set up another organ to solicit public opinion," and "set up a national system and consolidate the foundation of the country."

In desperation, on October 6, the House of Councillors decided not to convene the National Assembly, but to "elect the National Delegates on the basis of the candidates elected in the primary election of the National Assembly, form the National Assembly, and decide on the national system."

Two days later, the Law on the Election of the National Assembly was promulgated, which meant that all legal procedures for the election of the "Emperor" were in place. So, on October 10, the National Day of the Republic of China, Yuan Shikai ran out and said that he was waiting for the people to solve the national system problem: "The president of this congress is entrusted by the people, and takes it as his responsibility to save the country and the people.

Yuan Shikai's meaning is obvious, that is, he follows the will of the people, and once the will of the people wants him to be the emperor, he will be the emperor. Then, the most important thing is to convene a congress to "elect". If it weren't for the fact that this was true in history, Zhang Hanqing had no doubt that Lao Yuan's methods were the same as those of the traversers:

First of all, the delegates to the congress were not elected by the provinces at all, but were personally circled by Yuan Shikai. Only a handful of provinces can be self-determined, but in the end, they all have to be considered reliable by Yuan Shikai. Of these selected representatives, Yuan Shikai each gave Dayang 500 yuan as Sichuan capital and public expense. This is obviously taking money to buy votes!

Secondly, this congress was not held in Beijing, but was held separately in each province under the supervision of the provincial generals and governors. The ballots are then collected and counted in Beijing.

It seems that the whole country is singing praises for the old Emperor Yuan, but in fact, it is not.

On the surface, the most unbearable old Yuan should be Li Yuanhong, and others may go further, he is the vice president of Lao Yuan, Lao Yuan is called the emperor, what is he? Vice-Emperor? There has been no such title in the history of the countries of the world. However, Lao Yuan also grasped the weakness of his fear, and his nickname "Governor Under the Bed" brought out his background well.

As far back as the outbreak of the Xinhai Revolution, the Hubei New Army revolted in Wuchang, and it took a short time to take down the three towns of Wuhan (Wuchang, Hankou, and Hanyang) and establish the Hubei Military Government. So who's going to be the boss? Some people say that it is necessary to say, Sun Yat-sen. But Sun Yat-sen can't come, why? It is written in history textbooks that Sun Yat-sen will not come back from abroad. In fact, it wasn't exactly like that, he was the number one political prisoner wanted by the Qing Dynasty at that time, and he would have to be killed if he was caught. Moreover, at this time, it is only a revolution here in Hubei, and it is difficult to say what the situation will be in the future, and it is impossible for him to come back and directly lead this revolution.

So who's coming up next? Say Huang Xing them? That won't work, after all, they are outsiders, and if they want to stand in the Hubei military and political government, they will rely on outsiders alone, and some local people will not accept it and be unstable. Therefore, there was a great deal of disagreement within the revolutionary party at that time. At this time, everyone recognized that they had to find someone who could live in Hubei. Who's in mind? I thought of Li Yuanhong. As a famous general of the two lakes, Li Yuanhong's influence in the military circles cannot be ignored. If he were to be the governor of the capital, all localities would inevitably follow suit and respond to the revolution. At that time, the whole country will form a vigorous situation, and the overthrow of the Qing Dynasty is just around the corner.

In this way, the revolutionaries went to invite Li Yuanhong. Li Yuanhong didn't want to touch this at that time, he couldn't get used to the corruption and incompetence of the Qing Dynasty government and let the world powers carve up China, but he didn't have the courage to rebel. Therefore, when the revolutionary party invited, he could not shirk it in any way. When he was forced to run out of tricks, the revolutionaries went to his house with guns, saying that if you come out, you have to come out, and if you don't come out, you have to come out. Li Yuanhong was so frightened that he hid under the bed in his third aunt's room, but was dragged out from under the bed by the revolutionaries. The title of "Governor Under the Bed" fell like this.

Li Yuanhong said don't hurt me, I don't want to do this, and finally provoked this revolutionary, saying that if you don't go again, we will collapse you. In the end, Li Yuanhong ran out of tricks and was kidnapped and came to the outside of the Hubei Military Administration. Seeing that the military flag was unfurled, the vast belt was fluttering, the altars were erected, and the soldiers below all knelt down, Li Yuanhong was out of recruitment, and became the governor of the Hubei Military Government in a daze, and became the leader of the revolutionary army at that time.

In 1912, the Republic of China was founded, Sun Yat-sen was inaugurated as the provisional president, and Li Yuanhong was naturally the military governor of Hubei. Later, we know that Yuan Shikai forced Sun Yat-sen to give up the position of president through his own means. On October 6, 1913, Yuan Shikai became president in Shanghai, and Li Yuanhong became vice president as a matter of course. However, he settled in Hubei. And Yuan Shikai thought, this Li Yuanhong is not his own person, can this be convenient? felt that Li Yuanhong was a big confidant, and he thought that this was Sun Yat-sen's person. Therefore, in October 1913, Duan Qirui was sent to Wuhan, and in the name of "consultation on important politics", Li Yuanhong was deceived to Beijing, placed in Yingtai, and put under house arrest. Then he began to envelop him, let his son marry Li Yuanhong's daughter, and the two families became a family of children.

settled Li Yuanhong, who had a job but no power, and used it as a hard move; But for Feng Guozhang, who is his henchman and an important team, it is another move, but it is a losing move.

When Feng Guozhang learned the news that Yuan's father and son were planning the imperial system in Beijing, he was very surprised. After discussing with Mrs. Zhou, he decided to go to Beijing to learn the inside story, so he went to Beijing in June to pay homage to Yuan. Feng asked: "I heard that there is a legend that the president wants to change the imperial system, I don't know if it is true?" Yuan replied: "Huafu, you and I are both my own family, I might as well explain to you that the founder of history is only 50 years old, and I am nearly 60 years old, my sideburns are gray, and my energy is not as good as before." Anyone who wants to be an emperor must have a good son, Ke rope foundation, my eldest son Ke Ding's foot is wrong, he is a useless cripple, the second son Kewen just wants to be a celebrity, and the third and fourth sons are all gentlemen, and they are not promising. If I become emperor, which one will be my heir? In the future, it will only invite trouble, and there will be no good. He also said that he had bought a house in London, England, and if the countrymen forced him to be emperor, he would go to England to be a duke. Feng saw Yuan Shikai swearing like this, so he believed it.

However, at the same time that Yuan "pointed to the day of heaven and vigorously argued that he had nothing to do", his cronies were actively preparing for the imperial system. After Feng returned to Nanjing, the Beijing "Preparatory Security Council" openly advocated the restoration of the imperial system, and Feng Guozhang did not dare not believe it or believe it completely, so he had to go to Zhang Yimo, director of the Confidential Bureau of the Presidential Office, who opposed the imperial system, to inquire in secret telegrams, and soon received a reply that "there was a reason for the incident." Feng Guozhang felt deeply deceived, so he said indignantly: "How can he treat us as his own? His work is really not bad! Since then, the contradiction between Feng Guozhang and Yuan has gradually sharpened.

Coupled with Duan Qirui, who has resigned, several Beiyang cadres are against the old Yuan as emperor, which is a big regret for Yuan Shikai.
