But something can happen to a pocket watch, why? Because the pocket watch may stop, it may be fast or slow, so it is necessary to have another watch to refer to at any time. Regardless of which is right or wrong, at least the commander knows that the time is in doubt, and this is also a reminder.

If something really goes wrong with the person carrying the pocket watch, it will bring a serious disaster to the entire army. There are many problems that have gone wrong here, such as the need for someone to act as an agent in the event of a major military decision, or in the event that the chief and adjutant general are killed in battle, or if they are unable to command for some reason, but the chief and the adjutant general have an accident at the same time, I am talking about what should the troops do? The commander may not have the energy to deal with these tasks, and there is one person or a group of people to assist in completing these trivial but extremely important tasks, and this is the occasion for the manifestation of political work cadres.

People often say that 'there is a specialization in the art industry,' and we regard the full-time responsibility of commanders for technical tactics and the ideological dynamics of political work cadres as their respective technical professions. How well a unit's commanders and political work cadres can effectively handle their respective work and be able to coordinate with each other is the guarantee for whether or not the unit can 'fight when it comes, and whether it can win the war.'" ”
