Chapter 334: A two-pronged approach
What to do?
When the major officers of the Fengjun Headquarters and the General Headquarters of the Suppression Army were having a headache, Zhang Hanqing had already conceived a far-reaching idea that would affect the future of China: that is, to launch a large-scale people's war and completely drown the bandits in the ocean of people's war.
I remember that in the history of middle school, it was said that Japan's encirclement and suppression of the Eighth Route Army during the war of aggression against China reached a peak, and even old people such as Zhu Mao had to spin yarn in person. Fortunately, there were thousands of ordinary people who supported the Anti-Japanese War, and the Communist Party of China finally survived. This history tells us that the people's war is amazing. At present, the territory occupied by the bandits can only be counted as their guerrilla zone, not as a base area, and as long as the autonomous government can unite the masses, it is enough to make the bandits like rats crossing the street, with nowhere to live.
At the same time as dividing troops to suppress bandits, the Northeast Bandit Suppression General Headquarters issued a directive on "Mobilizing Cadres to the Countryside to Mobilize the Masses" and organized a large number of military and political cadres to go to the countryside to launch an anti-hegemony, anti-traitor, and land reform campaign in stable areas. In a very short period of time, the Northeast Bandit Suppression General Headquarters has dispatched more than 1,000 student troops who are still studying in the lecture hall and set up a large number of rural work groups with local party groups dispatched by the provincial departments of the people's parties in Jilin and Heilongjiang provinces to go deep into the vast rural areas and mobilize the masses to launch a tremendous "anti-traitor liquidation" campaign and land reform.
The aim of these efforts is to effectively separate ordinary people from bandits in areas where banditry is rampant. There is no food, no clothing, and the bandit army will not send it forward. At this time, there will be another big blockade, and if the bearded people hiding in the deep mountains and old forests are not afraid of starvation and freezing to death, they can just stay.
Of course, in order to create a relatively "safe" area for these half-literate and half-armed student soldiers to give full play to their strengths, the bandit army needs to do it on the premise that most of the main bandit army is defeated, otherwise, the bloodthirsty bandits' treatment of the defenseless task force is cruel, and they can come up with a pat on the head.
As a result, Zhang Hanqing, in the name of the deputy commander-in-chief of the Northeast Suppression Command, issued the "Decision on the Work of Suppressing Bandits," pointing out:
All divisions and brigades should regard the task of suppressing bandits as the most important task for the current period of time, and all units carrying out the task of suppressing bandits should make a comprehensive plan, distinguish between the important and the urgent, and combine the encirclement and annihilation of troops with the pursuit of the attack, so as to eliminate all evil and avoid the phenomenon of soldiers coming to bandits in the past. The work of suppressing bandits in various localities should be based on the principle of "exterminating one place, stabilizing one place, and recovering the dead."
The enemy of the large force, focus on suppression; small groups of enemies, divide their forces to suppress; There are only remnants and bandits, and they will be handed over to the local authorities to arrest!
For this reason, in the southeastern part of Kyrgyz Province and the central and southern part of Kyrgyzstan Province, where the banditry is most severe, several major cities have been linked together to form a stable "security zone," and then advanced layer by layer.
Once the heavy forces have cleared one place, the main forces can be appropriately moved to adjacent places, but a certain amount of troops should be set aside to prevent a large force of the enemy from rebounding. Then the work of purging the small remnants of bandits was handed over to the local government and the joint defense militia.
To achieve this, Zhang Hanqing put forward several principles: "In places where bandits are rampant, military should be the mainstay, supplemented by politics; In places where the banditry has subsided, politics is the mainstay, supplemented by the military; In terms of strategic direction, it is necessary for all units participating in the war to "regard bandits as the great enemy and deal with them with them with the main force" and ideologically regard the suppression of bandits as a major and arduous task. ”
The people who have suffered greatly from the bandits warmly welcome the gentlemen of these working groups, and they are curious, awe-inspiring, and grateful to these ladies who can read and write, because the dolls have really done not take a stitch from the masses, and have also helped them solve practical difficulties, guided and supervised the operation of land reform, and enabled the peasants who have turned over to truly obtain land.
The three-pronged approach of suppressing bandits, land reform, and "anti-traitor liquidation" has achieved unprecedented success. In many of the areas under the de facto new control of the Feng army, governments dominated by the BJP were established and began to function effectively. Of course, for fear of a backlash, the responsible persons of the governments in these localities hold concurrent positions with the party, and they are subordinate to the administrative arrangements of the governments of the two provinces externally and accept the leadership of the people's party internally. In various townships and towns, police stations and joint defense teams have been set up one after another to assume the heavy responsibility of protecting the family when the main force withdraws. Naturally, in places not far from each other, a certain number of Fengjun troops will be stationed, which will not only embolden the local governments but also prevent the sudden appearance of large groups of bandits.
The People's Party's move to the countryside enabled the anti-bandit troops with Zhang Hanqing as the main responsibility to pass through the most difficult stage and gain great prestige in the northeast. More importantly, these cadres based in the local area became an important cornerstone of the Fengjun's control of the localities, and later became the backbone of the People's Party, adding strength to the talent pool.
The bandits began to taste the power of the people's war: they were unable to resist the regular troops of the Feng army head-on, and they were repeatedly defeated.
In the battle in the Tonghua area, the Guards Division organized a large-scale battle to defeat the alliance of several bandits entrenched in this area, Liu Jiayi, Hu Yutang, and Li Guixin, and forced them to flee separately. More than 1,000 people from Liu Jia's first department were annihilated on the spot, and Liu only escaped with more than 40 people with him. In order to thoroughly wipe out the remaining bandits, the Guards Division took the battalion as a unit, integrated several capable anti-bandit squads, adopted the method of combining non-stop pursuit with the siege of the nail wedge, pursued and fought fiercely, and transferred to Baishan, Jiangyuan, Liuhe, and other places in Jilin Province to suppress Liu Jia. After chasing for more than 400 miles, he finally killed Liu Jiayi, who was half-crossing, on the bank of the Xinkai River in late October.
The same is true of the extermination of Hu Yutang. Hu Yutang is the family of the bandit king Lu Yonggui, and he is also Lu Yonggui's right-hand man on the border of Feng and Ji. After the defeat of Tonghua, a detachment of bandits carried out a long siege and long-term siege of the bandits who fled into the mountains, and set up bright posts and secret posts.
Several large groups of well-known bandits have been annihilated one after another, which has given bright spots to the work of suppressing bandits that have been stagnant in various localities, and has also brought experience to other regions.
Since the formulation of the new policy of suppressing bandits, the struggle of all units has yielded great results. After effectively controlling the major cities of the two provinces, the large number of bandits circulating in various places can no longer be concentrated on a large scale; first, the scale is large and the target is large, and it is easy to be dealt with by a more powerful armed bandit army; Second, after the large-scale build-up of personnel, the pain of not having a fixed logistical supply began to appear.
As a last resort, the bandits took the method of breaking up into pieces and hiding in various places. Over the years, they have relied on this method to survive countless difficult moments, and as soon as there is a spring breeze, they will be reborn.
At this time, the power of the local government under the control of the BJP began to be revealed. The Lianbao Law and the Registration Law are enough to deter any family whose family has joined the bandits and who have relatives, friends, and bandits who have taken refuge, so that the "distressed" bandits have nowhere to hide. For a small number of bandits, under the joint defense of villages and villages, and the clearing of walls, they can't even find some food, unless they return to the bandits' nests that have been wiped out, and the only way out is to surrender. So much so that Lu Yonggui, who knew this method, lamented: "This is more powerful than 100,000 troops!" ”
