0560 Chang'an Zhushui, travel is not smooth
In the past, more than 2,000 companies have reported to the Social Security Supervision Department. Of course, this data is not accurate, and the vast majority of them are temporary and indiscriminate.
After all, the entire Chang'an City has a population of less than 300,000 now, and it is only the germination and development stage of the guild at present, and the actual situation is certainly not so prosperous.
The various companies reported by the Social Supervision Department can be roughly divided into five categories. The first type is the villagers' mutual aid association, which is especially typical of the old clothes society.
But in fact, there are other righteous societies in Chang'an City, such as the soldiers of Fanshangfu and all kinds of military personnel, they are far away from their hometowns and live in Chang'an City, and they will inevitably suffer from diseases and disasters, so they organize and work together to help them treat diseases and even collect funeral disciples and transport coffins back to their hometowns, but the scale is not as large as that of the Old Clothes Society.
The second type is a variety of industrial and technical associations, among which the more typical ones are weaving, gold and silverware, ceramics, bricks and tiles and other craftsman associations. This type of guild focuses on the transmission of craftsmanship and is widely present in various handicrafts.
The third type is all kinds of business groups, especially some merchants who deal in imported goods, which are the most enthusiastic about forming associations and reducing risks, and have complex flow and abundant capital.
The fourth category is the religious community, such as the more famous Nestorian religion, Zoroastrianism, and so on. Different schools of Buddhism worship different gods and Buddhas, and they all have their own associations. The people of the countryside who sacrifice certain obscenities that are not part of the formal rites also fall into this category.
The fifth type is the association of cultural and entertainment nature, where friends meet with poetry, literature and music, and a group of like-minded people get together to chant poetry and make music. The art club formed by Yang Li and Mo Jia's contact with Ping Kangqi is this kind of thing.
As a newly established government agency, it is difficult for the Social Supervision Department to control all types of associations in a short period of time. In addition to the special care of the old clothes society because of its large population and relationship with King Yong, the focus in the early stage was mainly on the second and third types of clubs.
In today's Chang'an City, a considerable number of the craftsmen and slave households that were originally controlled by the Baisi Government have moved to Luoyang, the divine capital, and the remaining ones have also been lost in effective management for many years, and it is difficult to reorganize in a short time.
And if the government comes forward to organize the restoration, it will not be possible to bypass the relevant departments of Shendu City. For example, the household registration information of some artisan households, most of which are stored in the divine capital, and the Chang'an shogunate still has to negotiate with the imperial court to obtain the relevant information.
At present, the shogunate has neither the time nor the energy to argue with the Shendu court, so it can also achieve the desired effect by simply bypassing the government and directly attacking through the guild.
In a very short period of a few days, the shogunate was able to obtain the household registration information of more than 4,300 weaving households, and more than 2,600 looms for various types of textiles.
Textiles such as silk and silk have a part of the monetary function in themselves, and more than 2,600 looms can be regarded as almost the same amount of money printing machines. If you go all out, you can produce considerable wealth every day.
Of course, this is not a lot. It must be known that in the entire Shendu City, there are as many as 80,000 looms in the hands of the government alone, and a considerable part of them are government-run weaving farms, and the textiles produced are directly collected for official use. This is just a realm of Heluo, Hebei and Jiangnan also have developed textile industries.
Compared with the resources possessed by the central court, today's Chang'an Shogunate can be described as shabby, and it is not a volume at all. Therefore, at present, the shogunate wants to control the materials of Chang'an and even the entire Guanzhong, and it is really necessary to completely liberalize and let the people trade freely, and the Luoyang Imperial Court can trap the Chang'an shogunate only through private business activities.
Of course, the Chang'an shogunate was not without advantages, and although the basic production resources were not as large as the Luoyang court, there was still room for growth in the future.
The shogunate also strengthened the integration of resources through the Social Supervision Bureau, and subsidized 500 yen for each loom produced by the bamboo and wood artisan company capable of standard production. For each loom reported by the weaving company, the same subsidy is 500 yuan, and if it can provide a weaver, it will be subsidized by 1 yuan.
A loom is both a tax-paying unit and a production unit. Expand tax sources through weaving cooperatives and increase production tools through carpenters' cooperatives. As a result, the shogunate was able to open a large number of government-run weaving factories and increase productivity in a short period of time.
Moreover, Shuzhong, the largest high-end textile production base, is close to Chang'an, and the shogunate will gradually deepen its control over Shuzhong in the future. If Shuzhong is mastered, then the wealth production capacity and speed of the shogunate will soar several times.
Located in the west of Chang'an City, Yong'an Canal, under the water, up to Weishui, through the whole city, and near the West City and the Cao Canal intersect into a pool, is one of the most important waterways in Chang'an City, but also in the recent period, Chang'an repair water conservancy key projects.
When Li Tong was in Shendu, he had the experience of presiding over the reform of Cao Yun and reaping the benefits, and after coming to Chang'an City, he naturally regarded this as a breakthrough in the revival of Chang'an.
Although Chang'an's water resources are not as abundant as Luoyang's, if the limited water resources can be used more reasonably, it will naturally be able to reap greater benefits.
Therefore, during this period of time, Li Tong had to take time to inspect the dredging project of the Yong'an Canal every few days.
On this day, he rode his horse to the site of the dredging of the Yong'an Canal, and after receiving the news from Chang'an County, who was supervising the work, he hurriedly entered the city from the south of the city to greet His Royal Highness King Yong.
When Ma Huaisu came to the scene, he saw His Royal Highness King Yongwang standing on the side of the embankment, personally measuring the depth of the canal with a bamboo pole, so he quietly walked into the team of assistants on the side, waiting for His Royal Highness King Yongwang to ask questions.
Li Tong pulled out the bamboo pole in the water, and saw that the bamboo pole was still less than a foot soaked in water, and the lower end was still stained with a long section of silt, so he couldn't help frowning, turned his head and saw Ma Rendao standing behind, beckoned him to come forward and asked: "When the water is abundant in spring and summer, how deep is the water in Yong'an Canal?" ”
Ma Rendao hurriedly said: "Yong'an Canal is self-delivering, and there was also a grand occasion when the water was full of water during the Yonghui period, and boats can go straight into the west and east of the city in Jingnan. However, later, under the Fan River where the water was handed over, another canal was diverted, and the water was diverted downward to irrigate Weiqu and Duqu, and the amount of water was not as abundant as in previous years. Moreover, the spring in the city is bitter, and the people in the canal in Beijing dig a canal for use, but if the water is abundant in spring and summer, the canal can also be navigated......"
After Li Tong heard this, his brows furrowed, and he walked south along the river embankment, and after walking a distance, he asked: "Recently, the drainage and silting and repair of the canal have taken a huge amount of labor. ”
After Ma Rendao heard this question, he pondered for a moment before he said: "In the waters of Chang'an, there is a lot of water to be delivered, but there are too many diversion canals in Fanchuan, and the water potential into the city is reduced. If a weir can be set up in Shenhe in the south of the city, the canal will be abundant this summer. ”
Hearing this, Li Tong groaned again. Jiaoshui is the Weihe River, which is one of the most important waterways in the south of Chang'an City, irrigating a large area of fertile land in the south of Beijing. If the Yong'an Canal is to be restored by intercepting the flow of water, it will undoubtedly damage the irrigation conditions downstream, which seems to be a bit of a reversal of the cart.
Descending along the canal to the left near Fang District, Li Tong raised his eyes to see that a section of the canal embankment had been hollowed out, because the water level of the canal had fallen, and only a section of semi-silted ditch stretched into the fang, extending to a garden with a high courtyard wall.
"Whose family yard is that?"
Seeing this scene, Li Tong asked casually.
"Yes, it is Wei's house, so the prime minister Wei Si established the garden of the Wei Xiang clan."
Ma Rendao carefully identified it before replying.
"How many of these channels are there? Where does it lead? ”
Li Tong frowned again and asked.
Ma Rendao, the county order, is quite competent, and after hearing the question, he hurriedly answered, and went through more than a dozen branches, and the direction of each flow was also very clear, which showed that he also used his heart.
After Li Tong listened, a sneer appeared on the corner of his mouth. He really didn't want to hold on to these powerful people, but these people always wanted to bump into him so unfortunately.
At present, he is very sad because of the waterway problem in Chang'an, but these wealthy families are good, and the water outside the city is intercepted for irrigation, and the water is intercepted for drinking in the city, and his life is quite nourishing.
"There is a dai on the Shenhe Plain, spring ploughing and water release, and summer transportation interception! There is also the mouth of the canal in the city of Yong'an Canal, all of which are blocked, and those who dare to dig privately will ask for a felony! ”
After giving these instructions, Li Tong turned his head and instructed Su You: "The canal erected on the original Leyou Yuan should be put into use as soon as possible to alleviate the shortage of water in the west of the city." ”
The quality of the groundwater in Chang'an is too poor, and the situation in the west of the city is even worse because of the low-lying terrain, and several canals are important water sources. But the encroachment of the powerful on resources is really reflected in all aspects, even the consumption of water is higher than others.
At present, Li Tong's main task is to raise materials and manpower to deal with Hu Kou's external troubles, but it is not suitable to continue to carry out large-scale purges at this time. But even so, there is no need to be restrained and compromised, and you still have the confidence to adjust and plan Chang'an City according to your own needs.
Whether the Yong'an Canal can be navigated is not only related to the water transportation situation of this section of Chang'an, its water connection Weishui and Jiaoshui can connect the entire Gyeonggi surrounding water transportation into one, thus greatly reducing the cost and pressure of land transportation around Guan'an.
This part of the saved transportation capacity can be transferred to the counteroffensive against the Turks and the defense of Tibet. The resurgent Turks were unwilling to miss the opportunity brought by the turmoil in the Tang Dynasty and took the initiative to harass the Guannai. Tibet, whose national strength is better than that of the Turks, will certainly not miss this opportunity.
At present, the Turks are still only in the style of rogue and mainly plundering. But once Tubo mobilizes troops, it will be a big war aimed at Anxi and Longyou, and if you want to successfully prevent and control it, the resources that need to be mobilized are also massive.
If some businessmen and people could not be mobilized and utilized, then Li Tong would have to vigorously requisition and distribute the people of various states in the customs to participate in the war, and the pressure and losses caused to the people's livelihood would undoubtedly be greater.
Thinking so, Li Tong soon came to the Da'an Society in the south of the city, where many people had been waiting for a long time, mainly wealthy merchants in the city, just to discuss the issue of the shogunate's secondment of transportation capacity.
