Chapter 140: Yuan Shikai's heart disease

Yuan Shikai's inaugural speech continued:

"The above four words of loyalty, faith, dedication and respect, Yu Ya and the people encourage them, recite them in their hearts, and do not go to their mouths. Although the people's likes and dislikes are not the same, there must be standards for non-good and evil. I wish that the people of the country would have discernment.

People also say: Civilization is progressing, and it is enough to move from thrift to luxury. If you take a country of poverty and weakness, and do not learn the civilization of others, but only learn its luxury, you will fight with a sick man and a strong man. In recent years, the people's living standards have been getting higher and richer, and the power has been declining and declining, and the country is extravagant and thrifty, as the ancients said. I wish the people to pay special attention to frugality in their moral hearts.

In short, when law and morality go hand in hand, the republican kingdom is firm and unshakable. As for the issue of national defense, when our country is recuperating and recuperating, it is not yet the time for armed competition, but the rest of the people who are close to their hearts, the navy and army, regard obedience to orders as their duty and protect the people as their duty. These two have been quite stirred up by the recent trend and have not been fully effective, because the responsibility of Yu Tongzhi has not been fulfilled, and since then, great attention should be paid to spiritual education for the people.

Therefore, with the most sincere and dear intentions, Yu declared to the people: Yu is in office for one day, and he will be responsible for one day. The Republic of China is also the Republic of China of 40,000 people. Brotherly harmony is the fat of the family, and the people of the whole country are of one heart and one mind, and the country will prosper. Yu wishes me the Republic of China. ”

On the whole, the prospects depicted in Yuan Shikai's inaugural speech are still very beautiful and encouraging.

The activities of the whole week of the celebration are mainly focused on the garden party of the Three Seas Palace.

The president's wife (Mrs. Yu), accompanied by a long line of elated young daughters, received the guests and shook hands with them.

In the afternoon, the president himself made an appearance, strolling around the huge pavilion and shaking hands with the foreign ladies who had been introduced to him.

A report in the British newspaper The Times described: "Afterwards, the guests gathered by the beautiful rockery in the palace. Here, a standing military band plays music, but the sound of the music is more or less dissolved by the mysterious atmosphere of the old times cast by the shady grottoes and winding canals. But nothing can replace the lake that reflects the clear sky.

Walking along the half-hidden walkway, you can see the temples and pagodas shining in bright red, yellow, blue, and green hues, soaked in the light, all revealing bright colors. Starting at a marble-clad trestle, we took a half-mile ferry ride in this mesmerizing image. The scenery is wonderful, the water stretches into the distance, and we seem to wander through a large open street.

"The majestic golden walls cut off the palace from the surrounding town, and were almost entirely hidden in a row of trees. Although this place is only a stone's throw away from the capital, we feel that it is thousands of miles away. Yuan Shikai chose his place to live in the most perfect corner of the capital, where all the ordinary things in the city of the world may be completely dissolved. ”

Interestingly, when he became the president of the Republic of China, Yuan Shikai also wrote a report to the last emperor Puyi.

The new president wants to write a report to the former emperor, what should be used for this title?

At the time, the report's header read:

"The President of the Republic of China hereby sends a letter to the President of the Republic of China. His Majesty the Emperor of the Qing Dynasty: "

The report concludes with the words:

"With a special report, and wish you all the best".

Judging from this title, Yuan Shikai regarded Pu Yi and himself as equals at that time. When you think about it, it's a really interesting thing. In the same city of Beijing, there are two regimes of diametrically opposed natures at the same time. One is big. The Qing Empire, one was the Republic of China, and they lived next to each other. The scope of management and power are very different, but they seem to be equal to each other.

The content of Yuan Shikai's report was, on the one hand, to inform Pu Yi that he had been elected as the official president by the people on October 6, 1913, the second year of the Republic of China (October 6, 1913), and was appointed on October 10 of that year; On the other hand, he is grateful that the Empress Dowager Longyu handed over the power to herself, and after taking office, she will "abide by the preferential conditions, consolidate the Republic of China, harmonize the five ethnic groups, and comfort the spirit of the Empress Dowager Longyu in the sky." (At this time, the Empress Dowager Longyu had passed away)

What was Pu Yi's mood after receiving the report? How do you reply?

It is said that after reading the report, Pu Yi had mixed feelings.

He did not dare to slack off, and hurriedly sent "Pu Lun, the former minister of the Qing Dynasty and the head of Bei Le Gushan Bei Zi Pu Lun" to lead four officers of the Praetorian Guard on the day of the ceremony on 10 October, with the "Letter of the Qing Emperor to the President" to congratulate him on his behalf.

In the congratulatory letter, Pu Yi still boasted in the style and tone of the emperor that he and the Empress Dowager Longyu handed over the power to Yuan Shikai back then, which can be described as "a person entrusted to him", and he was "deeply relieved and hopeful" for Yuan Shikai's election.

Yuan Shikai read this reply letter and smiled, his goal was achieved. As for Pu Yi's emperor shelf, Yuan Shikai probably didn't care about it. He received Pu Lun quite politely, and also rewarded Pu Lun with a "first-class Jiahe Medal" as a reward for his coming to congratulate.

After pacifying the "Second Revolution", Yuan Shikai gained a lot, and several "princes" who opposed him were driven away.

The governor of Anhui has been replaced by his descendant Ni Sichong, and the newly replaced Shanghai envoy Zheng Rucheng, the governor of Guangdong, Long Jiguang, and the governor of Jiangxi, Li Chun, are all people he trusts, and these places are also within the sphere of influence of the Beiyang Army.

Hunan has appointed Vice Admiral Tang Qianming as the Hunan Governor and Investigation Envoy.

In November of that year, Yuan Shikai ordered the chief of the navy, Liu Guanxiong, to lead Li Houji's men into Fujian, disbanded the Hunan army, and drove away the original governor Sun Daoren.

Cheng Dequan, the former governor of Jiangsu, was also forced to declare independence, and did not dare to return to Nanjing after failing to win against Yuan.

Jiangsu used to be the base camp of the southern revolutionaries and a rich place, and the position of governor of Jiangsu, Yuan Shikai originally wanted to leave it to his henchman Feng Guozhang. Let Feng Guozhang bring his headquarters over, and he can firmly control East China.

But because Zhang Xun led his troops into Nanjing first, he had to appoint Zhang Xun as the governor of Jiangsu.

Soon, Yuan Shikai reappointed Zhang Xun as the Yangtze River patrol envoy (stationed in Xuzhou) on the grounds that Zhang Xun's troops had massacred the Japanese and had diplomatic disputes, and let Feng Guozhang come to East China.

Relatives are far and near, friends are thick and thin, Zhang Xun and Feng Guozhang are compared, Yuan Shikai is still more intimate with Feng Guozhang.

According to Zhang Xun later told others, the real reason for this was that He Yan, the overseer of Chongwenmen in Beijing, asked him to persuade Yuan Shikai to be the emperor, but he was severely reprimanded by him and offended Yuan Shikai. He didn't react at first, and it was only later that he figured it out.

Yunnan has always been Yuan Shikai's heart disease, on the one hand, the Beiyang Army has limited troops, and its own forces cannot reach it. On the other hand, he has always been wary of Cai E.

Although, Cai E's performance in the aftermath and the Song case was still very satisfactory to Yuan Shikai.

In the "Second Revolution", Cai E was not offended by both sides and played the role of a mediator.

On the eve of preparing for war, in view of Cai's important position in the southwest and even the whole country in the early Republic of China, both sides coincidentally tried to win over Cai, hoping that Cai's support would support them.

Sun Yat-sen counted on Cai Ye to "bring Yunnan soldiers out of Wuhan to participate in the fight against Yuan". Huang Xing secretly sent Cai Yi's fellow countryman Tan Xinxiu to Yunnan, and asked Cai Yi to raise troops to respond and support Yuan.

Yuan Shikai Fang was also testing Cai Yi, intending to win over. Yuan's henchman Feng Guozhang sent a telegram to Cai Jie, attacking the wild and untamable nature of the Kuomintang, and asking Cai Yi to call for encirclement and suppression of the Kuomintang.

Regarding the tension between the north and the south, Cai Ye has long been aware of the fire.

After studying and judging the international and domestic situation, he held that "the Song case must be tried in court, and the loan should be settled with the Congress," neither of which could constitute a reason for the two sides to go to war.

He said: "Moreover, since the reform of our country, our vitality has been greatly damaged, and the devastation has not yet recovered, and there must be no second destruction. Moreover, a certain country gloating, is taking advantage of our internal strife, in order to fulfill its aggressive ambitions, all the people of our country, it is appropriate to work together, to resist foreign insults, how can the wall provoke, call for partition! ”、

Based on the above analysis, he resolutely opposed the use of force by force to resolve party and political disputes, worked hard to avoid civil war, and advocated that the two sides resolve the contradictions and jointly build the Republic of China.

He once united the governors of Guizhou, Shu, Guizhou and other provinces to telegraph the whole country:

"The Cha Song case should be punished by law, so what is the result of the trial? The borrowing is a last resort at present, and the conditions have been approved by the former Senate, which is not illegal and has no reason to object. Since the beginning of the day, the opinions of the others on this case have been telegraphed and circular, in which they are alarmist and bitter, and they originally hope that the younger generation will have a little repentance, so as not to shake the overall situation. It is an unscrupulous person, who is not willing to think of chaos, and pretends to be in the name of the citizens of the whole country, with the intention of taking advantage of this big topic to disrupt and destroy the plan. Let's ask about the current situation of our country, the weak interest is the only thing left, and the people and gentlemen of the state will work together to save each other, how can they fight in the same room and call themselves to split!

"Whoever is the culprit is an enemy, and the governor of Cheng Cheng and the chief of civil affairs should investigate the name of the head of the association and punish him according to the law. I hereby invite the princes of the two houses, the governors, the civil affairs chiefs, the party meetings, and the newspapers to express their righteous arguments and curb the chaos. If we can reconcile internally, then the ambitions of outsiders will be able to be relaxed and built, or they can survive, and they will not live up to the original intention of our revolution. In case someone makes a difficulty, they should be regarded as the public enemy of the whole country, and they will not bear to build the Republic of China with great difficulty, and destroy it in the hands of a few people. ”

Cai Ye not only made clear his stance and proposition against the use of force by both sides through public opinion, but also concretely did the work of the principal personnel of the north and the south. He told Tan Xinxiu, who was assigned by Huang Xing to come to Yunnan, that at the beginning of the Republic of China, the national foundation had not yet been consolidated, and Yuan Shikai's reverses had not yet been revealed, and the division was unknown. And asked Tan Xinxiu to persuade Huang Xing to be patient for the time being, and never move lightly.
