The "Vocational Reform Office" is in charge of Director Lu of the Science and Technology Commission, plus a secretary. We first conscientiously studied the documents on the reform of the professional titles of the superiors, comprehended the spirit, and guided the county to carry out the work of vocational reform.

We first issued a document to guide the grassroots schools to conduct statistical mapping. According to the working years, education level, professional and other contents are classified separately to prepare for the next step of professional title evaluation. It was a meticulous and tedious job, and we worked on it for months. At this time, he had reached retirement age, and the Education Bureau handled the formalities for his retirement. This old man, now with his hat off, his salary (he is already a single man), and he is more energetic, he later thanked us deeply.

Another teacher was very depressed because he couldn't make the best use of his talents, he couldn't live his life, and he was artificially excluded everywhere.

He told us that his name was Li Guiying, he was a veteran college student, and he was teaching at Wujiang Primary School, and because of the salary increase, I was eligible, but the teachers did not rate me, and he was transferred to a village elementary school to teach the first and second grades, which greatly stimulated him. Feeling excluded and suppressed, he felt very aggrieved, and as he spoke, tears flowed from his eyes, and he asked the organization to help him transfer his work.

A comrade from the personnel unit said that he had heard that this person's teaching effect was not very good and that he was not popular.

I said: "He was a college student in the 60s, it's a pity to teach elementary school, there are very few college students who teach junior high school now, can you let him teach junior high school, a college student to teach elementary school, it may be difficult to adapt to the taste of elementary school students." ”

I took me as an example: "If I am asked to teach primary school, I will definitely not be as good as my wife, but if I am asked to teach middle school, my wife is not as good as me, and she should make the best use of her talents." ”

We suggested that the Education Bureau transfer him to a junior high school to teach, and if not, he would be transferred back to a primary school.

Later, the teacher came to inquire about the situation, and we said, "Is it okay to transfer you to middle school?" ”

When he heard this, he showed a bright smile and said repeatedly: "Okay, okay, okay!" ”

I asked: What subjects will you be able to do in secondary school? He said that he could not take any subjects except foreign languages. We pointed out his shortcomings and raised hopes.

We said to him again and again: "If you are really transferred to teach junior high school, you must work hard and make some achievements for everyone to see." ”

He nodded again and again: "Definitely!" Certain! ”

Soon he was transferred to Wujiang Middle School to teach.

We have implemented the policy of attaching importance to intellectuals for him, and according to his academic qualifications and years of service, we have given him the second grade of secondary education and increased his salary by several grades.

Once, I went to a rural school to investigate the evaluation of professional titles, and I casually inquired about the teacher's teaching situation at Wujiang Middle School, and the principal said: "He is doing a good job, his teaching is serious and responsible, the students have good feedback, and he is also cheerful......

Intellectuals themselves must also strive to reform, not to be depressed, to stand the test, and to be indomitable, but to be a little spiritual.

The evaluation of technical titles is a very important policy for intellectuals. Appraisal of professional and technical personnel can enable intellectuals to make the best use of their talents and gain value for money, enhance the political and economic status of intellectuals, greatly arouse the enthusiasm of all kinds of professional and technical personnel in building socialism, benefit the country and the people, and enable the whole society to form a social trend of respecting knowledge, talent, and science.

In this appraisal of professional titles, we strictly follow the policy, and we must not only adhere to the principles, but also treat them differently. First, we should look at the diploma, second, we should look at the number of years of professional and technical positions, and third, we should look at my performance.

First by the units of the job evaluation team in accordance with the relevant policies carefully reviewed, the preliminary evaluation report, the county vocational reform office held two regular meetings a month for review, according to the number of intellectuals in each unit and the declaration indicators, review the qualifications of the applicants of each unit, and according to the senior, intermediate, junior titles to give assessment. After all the documents are passed, the documents will be issued to implement the salary increase, transfer of commercial grain and other benefits.

The first batch of approvals were professional and technical personnel who graduated from colleges and technical secondary schools before 1961. I was one of the first batch to be approved for the title of Senior Secondary School Teacher. The second group is the professional and technical personnel who graduated from college and technical secondary school from 1962 to 1966. The third group is the professional and technical personnel who graduated from colleges and technical secondary schools after 1967.

It is believed that those who only have diplomas, are not engaged in professional and technical work, and have no outstanding achievements cannot be evaluated. If we insist on appraisal, it will be unfair and will not be able to arouse the enthusiasm of the broad masses of intellectuals in their work, which will run counter to the great significance of appraising professional titles. Such people are only stranded.

According to the regulations of the superiors: all those who have been rated as senior middle school, senior primary school and other series of senior professional and technical titles or above, their families can transfer commercial grain.

Most of them were college students who had joined the work before the 60s, and they had reached the age of 40 or 50, worked long hours, and had made remarkable achievements.

"Commodity grain" refers to the "commodity grain account," which is the product of the system of quota distribution of materials under the conditions of the planned economy. It has a special significance in the era when commodities were very scarce at that time, and it is one of the most enviable political and economic treatment in people's hearts, involving many vital interests, so the people attach great importance to the commodity grain account.

Personnel who have obtained senior professional titles flock to consult relevant policies as soon as they hear that their family members can transfer their commercial grain household registration. The policy stipulates that the transfer of commercial grain can only be made to persons under the age of 18 (including 18 years old). In order to facilitate the masses and improve work efficiency, the Vocational Reform Office, the Public Security Department, and the Food Department have all worked together in one stop. First, the Vocational Reform Office will complete the job evaluation procedures, then the Public Security Bureau will handle the procedures for transferring the household registration with the relevant certificates, and finally go to the grain department to handle the commodity grain certificate.

But there are also those who want to be deceptive. Some people change the age of their children to a younger age, and some falsify certificates through relationships. However, the police station uses the old household registration as the standard, and other information proves that it does not count, so that these "smart" people cannot get through the customs in confusion.

Some people went to the original school to find the original teacher to testify against the university at that time and did not get a diploma, but the teachers who had taught in the original had all retired, and some schools no longer existed.

To be honest, no one in the sixties took that graduation certificate seriously, and if you want to see it "in stock" today, you can't get it. For those whose materials are not reported in order, we also have to check his personnel file to see if there are relevant materials such as the "Graduate Registration Form", and after being verified by the Vocational Reform Office, the corresponding title will be assessed, which is responsible for them personally and to the organization.

When I was evaluating my senior title, I remembered my graduation certificate from the Military University. In the past, I only dared to fill in the high school graduation, where did I dare to fill in the university graduation, but now I want to see the graduation certificate to evaluate the title and increase the salary, and the graduation certificate has suddenly doubled in value, and it has not been used for more than 30 years, who knows where to put it.

When I went home, I rummaged through boxes and cabinets, and thanks to my wife's foresight, she helped me save my graduation certificate. In the 60s, my wife hid my graduation certificate, military rank certificate, epaulettes, medals, etc. in the walls, so that no one copied them. Unexpectedly, this graduation certificate, which only has a large palm stamped with President Chen's big seal, will come in handy, and I am deeply grateful to my wife for her care.

In this evaluation, both of us and I were rated as senior titles. The superiors have not forgotten us intellectuals, and we must always be grateful.

I worked in the on-the-job reform office until October '89 before going through the formalities of resignation, and I overstayed my "service" for one year and was 61 years old. Since I participated in the revolution before the founding of the People's Republic of China, my salary after retirement is the same as when I was on the job, and my salary will not be reduced. Thank you superiors for not forgetting those of us who fight the world.

In 1958, when I transferred to the frontier, my salary was 79 yuan for administrative level 19, and the monthly salary of ordinary workers at that time was only 28 yuan, and I was three times as much as them, and this level was more than 20 years.
