The evaluation of technical titles is a very important policy for intellectuals. Appraisal of professional and technical personnel can enable intellectuals to make the best use of their talents and gain value for money, enhance the political and economic status of intellectuals, greatly arouse the enthusiasm of all kinds of professional and technical personnel in building socialism, benefit the country and the people, and enable the whole society to form a social trend of respecting knowledge, talent, and science.

In this appraisal of professional titles, we strictly follow the policy, and we must not only adhere to the principles, but also treat them differently. First, we should look at the diploma, second, we should look at the number of years of professional and technical positions, and third, we should look at my performance.

According to the regulations of the superiors: all those who have been rated as senior middle school, senior primary school and other series of senior professional and technical titles or above, their families can transfer commercial grain.

Most of them were college students who had joined the work before the 60s, and they had reached the age of 40 or 50, worked long hours, and had made remarkable achievements.

"Commodity grain" refers to the "commodity grain account," which is the product of the system of quota distribution of materials under the conditions of the planned economy.
