Chapter 480 Financial Arrangements for 1913
In the winter of 1922, nothing major happened around the world.
If you insist on saying that there is, then the establishment of the Soviet Union can also be counted. At the end of December, the Soviet republics under the control of Soviet Russia formed the Union of Soviet Socialist Republics, and the name of the Soviet Union finally appeared in front of the world.
And the founding of the Soviet Union can also be seen as a transformation of Lenin and others to abandon the world revolution and concentrate on building a socialist state, because the person responsible for the formation of the Soviet Union was Stalin.
As one of the most famous figures of World War II, Stalin's temperament has long been thoroughly studied by later generations, and Eder certainly knew the character of this 'loving father'.
The two things that attracted the most attention from this 'loving father' were the industrialization and the Great Purge of Soviet Russia. Of course, from the perspective of later generations, we can unscrupulously comment on its role, but few people can put themselves in his position and consider the problem.
The Soviet Union, as the only communist country hostile, faced threats from all sides. At this time, the Soviet Union urgently needed to strengthen its national power, and rapid industrialization was their only option. However, according to the temperament of the Russians, this goal is difficult to achieve without giving the order to die (compare the growth of the Khrushchev and Brezhnev eras). So there had to be a whip waved behind them to drive them forward.
And the result of forcibly driving will of course make people dissatisfied, it is okay for a short time, but no one can stand it for a long time. So at the XVII Congress in 1931, Stalin was defeated, and his name was ticked off more often than anyone else at the secret ballot. The defeat of a general secretary can be described as a very important incident, which can also be seen how many people are complaining about the rapid industrialization.
Faced with huge discontent within the party, Stalin either stepped down or fought back. Of course, according to his tough character, he must fight back. After the final decision was made to increase the number of members of the Central Committee and fill the number of members of the Central Committee, the Great Purge was inevitable.
One of the essences of the Great Purge was to allow these officials to continue to complete the industrialization of Soviet Russia. In particular, the situation in the neighboring countries of Soviet Russia deteriorated extremely at that time, and it was necessary to make Soviet Russia more powerful. Of course, guaranteeing his reign is also one of them. (But to be reasonable, without a leader as tough as Stalin, it's hard to say whether the Soviet Union would survive World War II.)
And the news of the formation of the Soviet Union, Eder only glanced at it and put it down. Romania is a major threat to the future, but he really has little to do about it at the moment. It is better to care about Romania, and it is also necessary to strike iron hard.
According to Romania's latest statistics, in 1922 Romania's GDP reached a total of 32.76 billion lei. Among them, the industrial output value is 18.47 billion lei, and the agricultural output value is 9.64 billion lei. It is now safe to say that Romania has entered the era of industrialization.
Moreover, this value (6.324 billion US dollars) is already higher than that of Italy (5.641 billion US dollars), ranking behind Britain, France, Germany and the Soviet Union, and can be regarded as the five major economic powers in Europe.
Romania also has a better advantage than Italy, that is, the vast plain terrain, which has allowed Romania to maintain one of the best grain exports in Europe. After the rapid development during the Great War, the Romanian grain processing industry and the food industry were very competitive in Europe. Romania's traditional strong exports, such as automobiles and petrochemicals, are also consolidating its position. It is worth mentioning that thanks to the large number of potash mines in the Carpathians, Romania's fertilizer exports have also grown.
Several large fertilizer factories in Transylvania not only supply fertilizers for domestic use, but also export to neighboring countries, especially Poland, which exports the most.
Thanks to the strong economic growth of Romania, the government's revenue has also increased significantly. At present, the central fiscal revenue for this year has reached 3.67 billion lei, an increase of 5.7% over the previous year.
However, the increase in revenues still did not correspond to expenditures, and the listed fiscal expenditures for the following fiscal year amounted to 4.38 billion lei. The largest expenditures of these were those for the new Territories, which, of course, were not separately identified, but were integrated into the budgets of the various departments.
The budget for education still occupies the top spot, and the expenditure of 543 million lei is still out of the blue. Much of this money was used to open Romanian language schools in the new Territory. Because the Ministry of Education is considering a mandatory requirement, Romanian and script must be taught at all levels of school. Of course, other languages and scripts can be taught, but there are minimum hours for both Romanian and scripts.
In addition to this, they also want to increase the score occupied by Romanian Latin in the exams to lure students and parents to learn. Based on the latest considerations, they intend to increase the score in Romanian to 150 points (100 points for all other subjects).
It can be seen that the Ministry of Education has also worked hard to integrate the Romanian people.
This was followed by 417 million lei of public government spending, a proportion that was also due to the many things that were dealt with in the new territory, such as the mediation of ethnic disputes. There is also the need to give local governments some power to help them solve problems that arise quickly. And where does the power come from, in addition to promoting officials, the control of government funds is also one of them.
However, this power is currently ready to be withdrawn by Prime Minister Karaturi. Therefore, when the time comes, the government's public expenditure will also be reduced rapidly.
In addition to the unexpected government public spending, the next step is transportation construction spending. Its expenditure of 379 million lei is still the bulk of government spending. In addition to the expansion of the new territory, the construction of roads has also been renovated. At present, the Ministry of Construction is promoting the division of roads at all levels, including national-level roads, provincial, municipal, and even village-level roads. Its Chinese-grade roads need to have four lanes in both directions, and the roads should be paved with asphalt to facilitate car driving. The provincial level is similar, except that the requirements for oil pavement are a little lower, and the municipal roads are a little lower, up to the village level dirt roads.
And then there is the expenditure of military spending, whose expenditure of 342 million lei is definitely not low. Because at the moment Romania is in the process of reducing part of its military personnel. That's right, the reform of the three-regiment system presided over by General Ferreut is vigorously unfolding, and many officers and soldiers have chosen to retire.
According to Fereitt's plan, Romania was to reduce the total number of troops to 310,000, of which the army would remain at about 250,000. At present, 2 of the 26 divisions of the army need to be abolished, and the remaining division-level troops, except for a few that remain at full strength, all other divisions need to have a rack infantry regiment.
The navy will be expanded to 60,000 from the current 40,000 men, because they will usher in great development in the future. As a manifestation of their great development, the Navy can receive 103 million lei of its military spending. This can be said to be the largest amount that the Navy has ever received, and starting this year, the Navy's funding will also increase year by year.
For this reason, Vice Admiral Lomodan, Minister of the Navy, Vice Admiral Nestaku, Commander of the Fleet, and others worked out an ambitious shipbuilding plan. They plan to build five destroyers, three light cruisers, and one heavy cruiser within five years.
In order to quell the Army's anger at the surge in naval spending, Eder assured Fereit that he would not reduce the Army's spending, and that it would increase the Army's funding by no less than 3% per year.
And in addition to this, it is worth mentioning that at the moment Romania has a expenditure on social security and employment. At present, however, it accounts for a small proportion, less than 30 million lei. However, it is believed that as time goes by, its proportion will also increase.
