Chapter 899: Law and Virtue
"I have never believed that morality can restrain others, and if we want to maintain order and clarify the Uchi for a long time, we must rely on a reasonable system." Yuan Shu said in a deep voice.
"Merchants are indispensable to the country, especially since my Great Chu is so prosperous, the territory is vast and the material is abundant, and the future expansion of the territory will require the assistance of merchants even more. Although the family is good, it also has its limitations, and the merchant has many hidden dangers but also has its benefits. If there were no merchants, my Dachu would slowly turn into a stagnant water. ”
"How does Your Majesty plan to regulate merchants?" Jia Xu asked.
"First, businessmen should not touch power, which is fundamental. Businessmen must not be tainted with any rights if they are officials do not do business, but if there is collusion between officials and businessmen, they will be severely punished. ”
"Second, there are three types of businessmen in my Great Chu: national businessmen, official businessmen and ordinary businessmen. On this basis, it can be further subdivided to clarify their rights and benefits. Influential businessmen can give them preferential treatment, support and convenience for them, relax some restrictions on them, and even give their children and grandchildren corresponding glory and protection, so as to reassure them. At the same time, however, the proportion of their taxes must be strengthened, and they act as representatives of merchants. Their words and deeds should also be regulated, although they should not be harshly criticized, but they should not be allowed to do things that hurt their morals in order to pollute businessmen and disturb the people's hearts. If there is a person who behaves badly, he will be deprived of his corresponding status and will be barred from engaging in business for life for several generations. ”
"For a fledgling businessman or an ordinary trader, the tax does not need to be much, but it must be restricted. Including its scale, the number of employees, the business area, and the industry involved, those who exceed the scale will be severely punished. ”
Jia Xu smiled slightly: "Your Majesty's requirements for businessmen are really not low." ”
"Businessmen are profiteering, and naturally they should bear their corresponding responsibilities and restrictions. If it is on the scale of the Zhen family and the Mi family, they can be treated by the family, and they will naturally be restricted. Otherwise, virtue is not matched, and I am afraid that it will destabilize the country. Any merchant who has reached a certain level of scale must meet the requirements of virtue and loyalty to the country, followed by ability. Yuan Shu said calmly.
The status and treatment of the merchant have always been low, and he has lifted many restrictions. Thus, while these requirements may have seemed extremely harsh to later generations, they were extremely normal to the merchants of this era. They used to be treated much worse than that. In this way, although there are still many restrictions, at least there is no need to be despised and there is no need to worry about being grabbed by a random handle one day and raided the house. Even though ordinary businessmen are wealthy, they are inferior when dealing with the common people, and even lawsuits are treated unfairly.
"There is also a charter for the day-to-day expenses of a businessman, which is limited according to his rank. For domestic businessmen such as Mijia, restrictions on clothing and frames can be relaxed as much as possible. After all, he has paid a lot for the country, and the treatment he deserves can be relaxed. Low-level merchants, on the other hand, should be limited in their own expenses, clothing, chariots and horses, and should not be too harsh, but they should not be relaxed, just like ordinary people. ”
Jia Xu heard the implication: "Your Majesty is also ready to implement this kind of hierarchical treatment system for craftsmen, farmers, etc., right?" ”
Yuan Shu nodded: "Every industry should have its standards and rising channels. In this way, their ability can be better measured, and the people can have the direction and goal of their efforts, and can maintain the normal development of society. And not only that, but I also have to implement a grading system for virtue and related files. ”
If it is said that Yuan Shu is most satisfied with this era, there is nothing more than the folk customs and virtues of this era.
Although there are many problems in the legal system to rule the world with filial piety, the people's customs and feelings are indeed simple and noble.
Heaven and earth are the princes of the teacher, benevolence, righteousness, etiquette, wisdom and faith. In this era, people are impressed by Yuan Shu's insistence on loyalty and filial piety and faithfulness, and countless people have not changed their will even to death, and their loyalty and righteousness are unparalleled.
Not to mention the many generals who are full of enthusiasm, Guan Zhang, Zhao Yun, Gao Shun, Cao Hong, etc. Even among the civil servants, loyal and righteous people abounded.
Zhuge Liang who did his best, Xun Yu who died for the Han Dynasty, Tian Feng who died upright, and Fa Zheng who refused to surrender to death. It is said that the mortality rate of the strategists in the chaotic times of the late Han Dynasty should not be high, and as long as they surrender after defeat, they should be safe. But in fact, there are too many strategists who die generously and with integrity.
The upward and downward effects are measured by virtue, and the natural folk customs are simple. After experiencing the materialistic desires of later generations and the hot and cold world, the atmosphere of this era is so precious and beautiful in Yuan Shu's eyes that Yuan Shu can't bear to destroy it.
"Although a man shall not be judged by virtue alone, he shall be promoted by filial piety. However, virtue and ability must be taken into account. Those who are not virtuous cannot be officials and cannot engage in business. For each merchant, his virtue should be recorded and his virtue should be evaluated. Anyone who commits a profiteer's act or is reported and verified shall be recorded and the corresponding merit points shall be subtracted. Conversely, those who do good deeds or contribute to the state will be given extra points. Those with low scores will be punished or even cut off from their business qualifications. The higher ones can improve their rank and treatment. There was a slight hesitation in Yuan's tone.
These are the ideas he has been considering for a long time, but they are only sketches and ideas, and he has not experienced the practice, and he does not know the effects and drawbacks.
Hearing the uncertainty in Yuan Shu's words, Jia Xu smiled slightly and said, "It's rare that Your Majesty is so wise that there are times when you hesitate. ”
Yuan Shu smiled bitterly at the corner of his mouth. Where did he come from his wisdom, and when it came to wisdom, he was not much better than ordinary people, but he only relied on the insight of later generations far beyond this era. And now what he thinks is that there is not much to learn from future generations, so he can only cross the river by feeling the stones.
"It is imperative to establish a credit rating for the integrity of the industry and the establishment of a complete file. The ability of each citizen must be rated and verified so that they can make the best use of it. Although the Han people have experienced hardships today, it is precisely because of this that the people cherish contentment and the folk customs are simple. I don't want to see that in the future, Da Chu will become strong, but it will make extravagance prevail and people's hearts will be disrupted. The country is governed by law, but morality is fundamental. Yuan Shu sighed lightly.
Yangzhou Thin Horse, Keju Gao Yu, Shengchengang, etc., these are all classic cases of Yuan Shuqing. Therefore, although he is the son of heaven and was once the second generation of the family, he is not extravagant, but seeks simplicity and leads by example.
The pursuit of comfort and extravagance is not a concept in Yuan Shu's view. He can keep the chef coming up with new dishes in pursuit of good food, but he never wastes it. Most of the dishes that could not be eaten were given to other servants, and each meal was mainly exquisite, with a maximum of three or five dishes.
He could spend a lot of money on horse-drawn carriages for comfort, but he didn't pursue too much luxury in appearance, but mainly in practicality, and there were not many of them. I never like to talk about pomp and circumstance, and I don't want to go through formalism if it is not necessary.
Even if the harem concubine gave birth to a prince, she only recruited some of the top officials in Jinling into the palace to set up a few tables to eat and drink to celebrate. There are certain specifications for the receipt and giving of corresponding gifts.
It is precisely because of Yuan Shu's example that the official style of the upper echelons of Da Chu is also relatively clear. After all, even the Son of Heaven only has three or five dishes at a meal, and the specifications of the birthday banquet are not big, do you dare to surpass the Son of Heaven as a courtier? That's called overstepping, and if someone with a heart detects it, something will happen.
Yuan Shu is not one of those incompetent emperors in history, he is definitely a man of his word in Great Chu, no one dares to deceive, even the family does not dare to have the slightest disrespect.
His body is not ordered, and Yuan Shu is like this now. There is no hard and fast requirement, but even he does it himself, and the people under his command will naturally follow suit. The upward and downward effects are nothing more than that.
