In order to achieve this goal, all localities should quickly concentrate most of the generals, break away from the state of scattered guerrillas, and form supra-local regular corps to concentrate their actions in order to deal with the enemy and hypocrisy.

In the future, the Kuomintang army may attack us in a big way, and our party should be prepared to mobilize troops to deal with the civil war.

Commander-in-Chief Zhu of the Eighth Route Army Headquarters successively issued orders demanding that the people's troops in the liberated areas of North, Central, and South China advance rapidly, collect the enemy's puppet forces, and accept the surrender of the Japanese army.

All Chinese anti-Japanese troops along the Beining Road, Pingsui Road, Pinghan Road and other railways and on both sides of all enemy-occupied communication arteries were required to actively attack the Japanese army and force them to surrender.

After receiving the instructions of the Party Central Committee and the order of General Zhu, the Shanxi-Chahar-Hebei Military Region issued an ultimatum to the headquarters of the Japanese North China Dispatch Army, ordering it to surrender within 24 hours.

At the same time, the Shanxi-Chahar-Hebei Military Region concentrated the main forces of the second-level military regions and marched into the enemy-occupied cities such as Beiping, Haigu, and Zhangjiakou.

After receiving the main force of the Jizhong Military Region, it began to advance towards Haigu.

MacArthur, commander-in-chief of the Allied Forces in the Far East, issued an order: The Japanese government and the Japanese troops in the Chinese theater could only surrender to the Chongqing government and its troops, and were not allowed to surrender to other armed forces.

The main forces of all districts were required to move from the vicinity of Beiping, Haigu, Baoding, Shijiazhuang, Tangshan, Taiyuan, and other large and medium-sized cities, return to the interior and the edge of the liberated areas, attack the cities and towns occupied by the Japanese puppets and the vast rural areas, and rapidly expand the liberated areas.

Soon after, the Party Committee of Jizhong District held a Haigu work discussion meeting in Deshengkou.

The discussion meeting decided that Haigu's current work policy is to encircle and threaten Haigu, actively carry out work on the outskirts of the city, organize and arm the masses, gradually compress the city, and enter the city.

In accordance with the decision of the higher authorities, the meeting also set up the CPC Haigu Working Committee, referred to as the Strait Affairs Committee, and externally known as the Liberation Committee of the Strait Neutrality Committee.

The Committee decided to establish the Haigu Underground Army, whose mission was to destroy the enemy's puppet ruling order, safeguard the interests of the people, lead unemployed workers, coolies, and the urban poor, and confiscate the enemy's puppet and traitor's materials.

In order to facilitate the military encirclement and economic blockade outside the city, to propagate the masses and to mobilize revolutionary forces in the city, the Strait Affairs Committee decided to set up five sub-committees of the city, divide the territory in the form of combining the inside and outside of the city, actively carry out the work of improving the effectiveness of the city, compress the inside of the city, and unite the inside and outside to seize Haigu.
