Shiro Ishii established the Dongxiang Unit in 1932 on the Beiyin River in the suburbs of Harbin in northeastern China. The unit was one of the first to conduct human experiments that could not be carried out in Japan.

In another trial, he confessed: "Before 1941, this unit did not have an official name, and it was only called the 'Epidemic Prevention and Water Supply Department' of the Kwantung Army, and at the same time it was also called the Ishii Unit, because each unit in the Japanese army was usually called by the surname of the commander of the unit." In 1941, when the commander-in-chief of the Kwantung Army ordered all units and organs of the army to adopt the number, this unit began to be named Unit 731. "Unit 731" was only used after 1938. However, people now refer to the Japanese army's bacteriological warfare units in Harbin at any time as "Unit 731"
