Chapter 24 Local: Education

In the work of inventory and statistics, we have encountered the dilemma of a serious shortage of cadres. In fact, as early as the founding of the country, the Ministry of Education proposed the establishment of a specialized school aimed at training administrative cadres.

The Executive Committee approved the proposal, and in January 1634, a political school named the "Dayu River Youth Cadre College" was established on the south bank of the Dayu River. The duration of the school is three years, and it is specially designed to train management cadres urgently needed by various departments, and at the same time, it also provides short-term continuing education training for cadres at and above the village level at the present stage, so as to improve the professional quality of such cadres and enable them to better understand the policies and intentions of the central authorities.

In the first half of this year, the first batch of cadres graduated, and this group of young people was divided into various administrative departments, which greatly alleviated the current situation of shortage of manpower in various units. However, considering the total population of the whole country, which has already exceeded the 20,000 mark, the number of dozens of cadres in this group will be able to barely maintain the normal operation of various departments after it is scattered. If a major operation such as a nationwide inventory were to be carried out, the shortage of manpower would suddenly become apparent.

Fortunately, however, there will be a second batch of about 30 or 40 cadres graduating next year, and the current predicament should be somewhat alleviated by then.

In this way, the training of administrative cadres has spared no effort in the training of technical personnel. At present, there is only one national scientific research institution, namely the Academy of Natural Sciences of the Republic of China East Coast. This research and teaching institute brings together many former secondary school teachers and some researchers with expertise in some kind of research, who are trying to restore technology in accordance with the needs of the country's development, while teaching and communicating. Cultivating talents in practical science.

For example, Torricelli made great progress in physics, Viviani in mathematics, and Groningen (senior craftsman of the Arsenal) in mathematics, ballistics and metallurgy. They are currently experts in their respective fields. And the traversal crowd is in long-term communication with them. I also greatly admire their rigorous scientific attitude, meticulous logical thinking, and sparks of wisdom that flash from time to time. It can be said that if these people were not limited by the times, their achievements and personal abilities would have completely overwhelmed all the colleagues in the Institute of Natural Sciences.

In addition to academic and theoretical research institutes such as the Academy of Natural Sciences, the Republic of the Eastern Republic has established a system of vocational education aimed at training skilled workers and junior technicians, which is manifested in the vocational schools established in the factories and mines.

The teachers of these vocational schools are usually filled by the technicians or senior craftsmen in each factory, and sometimes experts from the Institute of Natural Sciences will also come to these factories to give lectures. The students, all of whom were former skilled workers or newly recruited workers from outside, could be regarded as having played a huge role in this stage as it produced a large number of qualified industrial workers for the Eastern Republic.

If there are outstanding or clearly gifted workers among them. You will also have the opportunity to be recommended to the Academy of Natural Sciences for further study and further study, and you will generally be able to take up technical management positions after returning. This method stimulated a great enthusiasm for learning among the workers, who began to seize every time they could to enrich themselves, and as a result, the quality of the industrial workers of the Eastern Republic improved rapidly. Some of the technicians who were originally high-level craftsmen often grow amazingly after a round of further education.

For example, Pierre, a former Swiss blacksmith from the First Machinery Factory, relied on his exquisite craftsmanship and certain understanding of steam engines and thermodynamics, and worked together with Torricelli and a group of technicians to manufacture the first boring machine with a machining accuracy of millimeters in half a year by hand.

The boring machine was powered by a special Savage-1 steam engine, which could be used to process gun barrels and steam engine cylinders. The accuracy and efficiency are much stronger than the manual boring machine used in the past, not only the efficiency of boring the barrel of the arsenal has been greatly improved, but the accuracy of the cylinder of the steam engine has also been improved a lot.

Some of the steam engines that used to pass through the crowd. It is all processed by hand or some simple manpower and hydraulic machine tools. Not to mention its high cost, the accuracy of this part often does not meet the requirements of use. After all. The number of high-level craftsmen with good craftsmanship and high processing accuracy is very small, and most ordinary craftsmen take a long time to reach the level of these high-level craftsmen. Moreover, the shape of the parts processed by each person is often different, and it cannot be completely standardized, which means that many parts of the two steam engines cannot be interchanged, which further limits the promotion of the steam engine.

Under such circumstances, limited to the level of processing technology, the steam engine developed by the Republic of the East Coast, which had invested a lot of manpower and material resources, could not be put into practical use for a long time.

Fortunately, the problem has finally been initially solved. The manufacture of high-precision steam boring machine has successfully solved the most critical cylinder processing problem of steam engine, and its machining accuracy may not be as good as that of some skilled senior craftsmen, but the problem is that this thing can be mass-produced. Moreover, it can achieve millimeter-level machining accuracy, which is completely bearable for the cylinder of the Barbarian-1 steam engine, coupled with its ultra-high efficiency and low cost, which makes it possible to make the steam engine practical and popular.

The first machinery factory solved the production problem of high-precision boring machine, and now they have set their sights on the industrial machine tool of the lathe, and strive to produce this kind of industrial machine tool that can be called the heavy weapon of the military as soon as possible after organizing large-scale research.

It can be said that it was the education and research system on the East Coast that gave Torricelli, Pierre and others the opportunity to shine. If it weren't for the East Coast, perhaps Torricelli would still be on the road for a living while taking time out to conduct his own atmospheric experiments, and Pierre might be forging a cannon with no technical content for a lord day in and day out. When they arrived on the East Coast, they had the possibility to show off their talents due to the highly industrialized atmosphere, rigorous technical requirements and comprehensive knowledge popularization. As a matter of fact, this kind of system and advanced mode of organization of productive forces are the core combat strength of the East Coast Republic, not the kind of kind of technology tree that has been climbed, what advanced equipment it has, and how many enemies it has defeated by using new tactics, and so on.

This kind of self-development and self-evolution system, as well as the advanced industrialization organization model, are the core combat strength and foundation of the East Coast Republic.

In addition to vocational education, compulsory primary education is carried out throughout the country. At present, there are six primary schools in the country, which are located in Chengguan Town, Dingyuan Township, Luoqiagang, Zhenhai Township, Xiayihebao and Ping'an Town, with more than 400 students. The only junior high school, Dongfang Junior High School, is located in Chengguan Town, Dongfang County, with more than 100 students.

The Ministry of Education stipulates that all school-age children must receive compulsory primary education (until the completion of junior high school), otherwise parents will be subject to financial penalties. Of course, if they send their children to school, they can receive a partial allowance from the Ministry of Education. The textbooks for primary and junior high schools are carefully selected, and are basically some common knowledge content, as well as relatively superficial knowledge of physics, chemistry and mathematics. Students who come out of such an education system, whether they enter factories or other institutions, have a good foundation, and after some vocational education and on-the-job training, they can easily be qualified for most of the current jobs.

Students with outstanding academic performance in junior high school will be recommended by the school to study in the senior high school sponsored by the Graduate School of Natural Sciences. The curriculum of senior high school is more in-depth, whether it is mathematics, physics, chemistry, biology, or some courses such as politics and economics, the content far exceeds the research results of this era. As a result, students entering high school are required to sign strict confidentiality agreements, and immediately after graduation, they work in factories, governments, or research institutes in the Eastern Coast Republic, and their families are closely watched by agents of the National Intelligence Agency.

In addition to these regular educational institutions, there is currently a special educational institution in the Eastern Republic that is separate from the entire educational system - the Executive Council Guards Corps. As of today, the school has organized nearly 1,000 students in three phases. Some of these students are orphans or street children brought back from France, some are native orphans or preded children from Charua and Guarani, and the rest are children sent by some domestic freedmen on their own initiative.

The small regimental fort could no longer accommodate so many students, so the executive committee expanded it at the beginning of the year so that the castle could accommodate three or four thousand people at the same time. Nearly 1,000 children were organized into more than a dozen companies, and every week they were brainwashing, studying, training, and laboring. They are accustomed to obeying the orders of the Crossing Instructors, accustomed to relying on the strength of the collective, accustomed to the ideas and values instilled in them by the instructors, and perhaps in more than ten years, these members of the Cadet Corps will become a formidable force.

Especially in today's situation where the relationship between the military and the Executive Committee is very delicate, this cadet corps, which is directly in the hands of the Executive Committee, has become the last card of the Executive Committee.

The above education systems have been established bit by bit through the public over the years and with a lot of energy and material resources. And this will also provide an endless stream of stamina and motivation for the development of the East Coast Republic of China, which is the core connotation that distinguishes it from the so-called "civilized countries" in Europe.
