Of the remaining 1,000 Livonians and 500 Italians, 500 were scattered and assigned to the Ping'an Coal Mine in Coal River Township, where a large number of manpower was needed when the expansion of production was recently planned; Five hundred people were assigned to Ping'an Township and its nearby Orange Tree Township, where the docks, factories and farmland were also in need of a large number of manpower; In addition, the last 500 people were collectively pulled to the Three Fort Township on the opposite side of the Xiangshan Fort Sea.

Three Batteries Township is located on a peninsula south of Zhenhai Port, and in later generations, there was a bridge to connect with Rio Grande, and it was named Three Batteries Township because the No. 3 coastal defense battery around Zhenhai Port was built here. These 500 immigrants, under the guidance of a small number of French immigrants, set up vineyards and planted grapes here. The new arrivals to South France brought with them advanced viticultural techniques, which would be foolish not to put them to good use. In fact, not only Sanbaotai Township, but also nearby Xiangshan Fort is also a good wine-growing area, and it has been put into practice, but the scale is not large enough. These inhabitants will mainly grow grapes, but also graze goats and some vegetables to supply the large industrial workers and naval officers and sailors in the town's harbor.

After these new immigrants are distributed, we can clearly see that China has gradually formed three major economic circles: the heavy industry agglomeration belt with Ping'an Town as the core, the shipbuilding industry zone with Zhenhai Port as the core, and the capital commercial and economic zone with Dongfang Port as the core. With the continuous investment of capital and population in the future, these three economic circles will definitely drive the economic take-off of the entire East Coast Republic of China.
