In the autumn of 1936, Qi Zhizhong participated in leading the anti-Japanese military and civilians to establish a rear base in Qixingzigou between Huachuan and Jixian, and set up an armament repair institute, a clothing factory, and a military and political school. Soon after, the Qixing Lizi Arsenal of the Anti-Japanese Allied Army was established to repair weapons and manufacture guns and ammunition for the troops, which played a certain role in supporting the operations of various armies.
In October 1937, the independent division was reorganized into the 11th Army of the Northeast Anti-Japanese Allied Army, with one division and three brigades under its jurisdiction, with more than 1,500 troops. Qi Zhizhong served as the commander of the army and led his troops to carry out guerrilla warfare in Fujin, Baoqing, Huachuan and other places and Tongjiang County.
At the end of December 1937, Qi Zhizhong went to the Soviet Union to ask for support, and was wrongfully imprisoned by the Soviet side for a year and a half together with Zhao Shangzhi and Dai Hongbin. On June 27, 1939, he returned to China and served as the deputy chief of the General Headquarters of the Northeast Anti-Japanese Allied Army, and on July 2, he was wrongly executed by Zhao Shangzhi at the age of 26 after attacking the Wu* gold mine in Jiayin County.
At the beginning of 1940, the North Manchurian Provincial Committee of the Communist Party of China convened the 10th Standing Committee and made a resolution to expel Zhao Shangzhi from the party.
