At the end of the Ming Dynasty, the border generals began to reduce the gold from Li Yongfang, but the large-scale compilation of the Han nationality to reduce the number of people to the people began with the Battle of Fushun. On the 3rd day of the 10th month of the 10th month of the Mandate of Heaven, Nurhachi issued a long edict, accusing the Han people of "harboring spies, accepting Zafu, and defecting endlessly", and listed the cases of armed resistance of the Han people in Zhenjiang, Changshan Island, Chuancheng, Yaozhou, Changyi Station, Anshan, Haizhou, Jinzhou and other places, and announced that he would kill the defectors. He ordered the Eight Banners Baylor and the chief military officer to prepare the generals above the imperial level, and led the soldiers to each go to the villages under his own jurisdiction to "distinguish" the Han people, and all those who resisted the gold were to be executed. Each general obeyed the order, "go separately, meet the village fort, that is, dismount and kill."
At that time, there was a saying that the Han people in Liaodong had almost killed everything.
In the "Khan's Edict" on the third day of the first month of October, Nurhachi ordered the "villains" (i.e., laborers) who had not been killed to "build the city and pay for the endowment" to all the tunkesos (villages) of the Khan and Beyler, with thirteen dings and seven oxen per village, 100 pounds of cultivated land, 80 pounds of Zhuangding "for their own consumption", and 20 days for "official endowments". After the compilation of Ding Lizhuang, below the chief military officer, above the reserve, "each reserve is given a village". As a result, the Han people, who had been "counting Ding and receiving land", lost their status as "households" and were reduced to "Zhuang Ding" in the nature of slavery serfs, and were forced to pay several times the amount of Ding Shui handed over by "Ji Ding and Grant Land", which aggravated personal slavery and made exploitation even more severe.
Most of the Han people in eastern Liaodong (i.e., except for the Han people who were originally from Aha) were reduced from the "households" of the Later Jin State who "counted Ding and granted land" to the feudal serfs who paid high land rents and were oppressed by the owners, which seriously deepened the suffering of the Liao people, and the vicious expansion of serfdom manors spread throughout the Houjin jurisdiction, which was a great regression.
Nurhachi ordered the Han people to join the Jurchens, in fact, the Manchu banner people were divided into Han households, and the Manchus enslaved the Han people, the Han men undertook all the heavy physical labor, and the Han women became the slaves and maids of the banner people.
Such inequality, coupled with a lack of food and clothing, led to a series of conflicts between the Han and Han dynasties in 1623. Many Han Chinese deliberately poisoned food and water, burned houses, and killed some Houjin sentinels.
Nurhachi's response to the Han Chinese rebellion was to further massacre and purge. He angrily rebuked Babel: "After our soldiers left, the people of Yaozhou threatened to kill my women and children, and people from other places also poisoned our Zhushen, do you know?" ”

After occupying Shenyang, Manchu and Han Chinese households were designated to live in areas divided by ethnicity. In addition to this, Nurhachi also stipulated that Han Chinese were not allowed to carry weapons; The Jurchens, on the other hand, had to carry weapons with them regardless of whether they were soldiers of the Eight Banners or not.
This discriminatory policy, aimed at deterring Han Chinese from revolting, may have been the trigger for the Han rebellion of 1625. In the autumn of that year, many Manchu soldiers and civilians were killed, and it is said that some Han Chinese sent people to ask for help from the nearby Ming army, hoping to return to the Ming Dynasty. In November, Nurhachi took drastic measures and ordered Manchu officials to conduct a thorough investigation and purge the villages of Xiucai who had taken the lead in causing trouble:

From the time of the Fuzhou soldiers and civilians in June of the eighth year of the Mandate of Heaven, because the soldiers and civilians of Liaodong hated the harsh government of Houjin and violently resisted, Nurhachi did not start from the fundamental principle of reforming maladministration, reducing killings, and easing contradictions to calm the people's anger and stabilize the situation, but changed his strategy, doubted the Han officials, and alienated the Han officials.
