Youzhou, as the northernmost place of the Han Dynasty, because it is adjacent to various ethnic minorities in the north, the story of Youzhou is inseparable from the imperial court and the separation and integration with foreign races.
For the successive rulers of the Han Empire, Youzhou was undoubtedly one of the most troublesome parts of the country, because it had the most chaotic and complex forces.
At the end of the Eastern Han Dynasty, the two main ethnic minorities related to Youzhou were Wuhuan and Xianbei.

Xianbei's situation is much better than Wuhuan, after the decline of the Northern Xiongnu, Xianbei occupied the original Xiongnu's hometown, after Wuhuan moved inward, Xianbei occupied their land again, and the Xianbei people gradually became stronger.
Soon after, Xianbei appeared a majestic monarch Tan Shi Huai.
He unified the originally scattered tribes of Xianbei and pushed Xianbei's strength to the peak.
After the death of Tan Shi Huai, his son and Lian led Xianbei fell into a semi-split state again, although Tan Shi Huai's grandson Bu Dugen succeeded to the throne, but his other grandson Fu Luo Han supported the army and dominated one side, and the originally weak Kebineng tribe gradually became stronger.
The first iconic representative of the Han Dynasty was Gongsun Zhan.
He was originally a small Lang official who was filial and honest, and gradually mixed into the position of the county magistrate of Zhuo County.
At that time, there was a rebellion of Han Sui and Bian Zhang in Liangzhou, and the imperial court was ready to levy 3,000 Wuhuan Tu cavalry in Youzhou, led by Gongsun Zhan to Liangzhou to quell the rebellion.

Faced with such a situation, the imperial court had to appoint Liu Yu of the clan as the pastor of Youzhou, responsible for resolving the Youzhou issue in a peaceful way.
Liu Yu served as the assassin of Youzhou in his early years, and he was very prestigious here, and the Wuhuan people, Xianbei people, Fuyu people, and filthy people all gave him face.

At this time, Qiu Liju, the leader of Wuhuan in Liaoxi, had died, and his godson Badun succeeded him. He knew how to use the local separatist forces of the Han Dynasty to achieve his own goals.
He made peace with Yuan Shao, and with Yuan Shao's help, he began to nominally govern Wuhuan in the other two counties, so that Wuhuan was unified to a certain extent.
