According to this plan, the university town will develop into a new urban area with a population of more than 10,000 people within three years, so the initial infrastructure investment alone will be 200,000 taels of silver.

The second problem is the question of the source of students. If it is far from enough to only enroll children in Yulin Bay, this is not in line with Qin Zhigang's original intention of running a school. Therefore, Qin Zhigang suggested that students should be recruited throughout the Ming Dynasty, and anyone could apply for the Yulinwan University Hall, especially those Western children, who might be more likely to accept this education model.

However, there are still quite a number of traversers who are very worried about this problem, if there is no restriction on the recruitment objects, what if the technology of Westerners surpasses Yulin Bay in the future, technology is the most fundamental advantage of Yulin Bay.

However, Luan Xu agreed with Qin Zhigang's idea. At the Spring Festival meeting, Luan Xu proposed to expand Yulin Bay to an area of 1,000 square kilometers, roughly the size of Hong Kong in later generations.
