The third class is the territory, the territory is managed by the governor appointed by the emperor of the Ming Empire, all the people of the territory are under the jurisdiction of the Ming Household Department, the territorial taxes are collected by the Ming Household Department, and the officials of the territory are appointed and dismissed by the Ming Officials.
Economically, the territorial territory is completely implemented according to the Ming plan, and militarily, the territorial garrison is transferred by the Ming Military Department.
