Chapter 72: On the Banks of the Wujiang River (3)

On July 5, 1650, in the Wujiang area, east of Jingjiang Port, south of Xindi Township, and north of Tuanjie Township, a new agricultural settlement, Xinshengbao, a newest agricultural settlement, was being held at the opening ceremony. Tang Yuan, commissioner of the Wujiang District Administration, Liao Xiaoyao, commander of the regional garrison, and Tian Xing, a former official of the State Intelligence Administration, the executive committee of the second generation of wearers, the modern watch executive committee, and Tian Xing, who is in charge of the newly established Jingjiang paper mill (80% owned by the Ministry of Industry and Commerce and 20% owned by the East Coast Company), arrived at the scene and celebrated the completion of the new settlement with more than 1,000 new immigrants under the escort of patrol police.

After the completion of this settlement, Jingjiang County, the first county-level administrative unit in the Wujiang region, will be formally established in the next few days (the executive committee has already approved it). Jingjiang County has jurisdiction over one town (Jingjiang Town), two townships (Tuanjie Township, Xindi Township) and one fort (Xinshengbao), with a total population of more than 9,500 people, of which Jingjiang Town, the seat of the county government, has a population of 4,000 people.

However, Jingjiang County is not the ninth county-level administrative unit of the East Coast Republic of China, not even the tenth county-level administrative unit. Because before the establishment of this county, on January 1 this year, Dingxi County was newly established in the North Yazi Lake area (with five township-level administrative units of Dingxi Township, Pingxi Township, Rat Township, Taquali Township and Northern Botanical Garden, with a population of 16,000), which is also the second county-level administrative unit in the North Yazi Lake area and the ninth county-level administrative unit in the country; In June, Zhongshan County, the third county-level administrative unit in the South Yazihu area and the tenth county-level administrative unit in the country, was formally established after the approval of the Executive Committee. The Pine Fort is located in what was later Pinheiro, Brazil. Near the small town of Mashadou. It is famous for the large number of pine forests in the area. At the same time, it is also the new terminus of Highway No. 2 (Hekou Township, Zhenhai County, Xinkenish Township, Zhongshan County, Zhongshan Town, Songshubao). Zhongshan County is located in a hilly area with relatively gentle terrain. The altitude is between 100 and 400 meters, the total population of the county is 12,000, the climate is warm, the precipitation is suitable, and most of the population lives on agriculture (animal husbandry, planting) and logging, which is a typical hilly agricultural county.

Today, in July, after more than two years of development and taking advantage of the vigorous migration of the Executive Committee to the Wujiang area, Jingjiang County finally caught up with the good time for the establishment of the county. And this county is also the eleventh county-level administrative unit in the country. After three new counties were built in one go, the pace of the Executive Committee finally stopped, and this year the new arrivals were mostly filled with the Wujiang area and along the Northwest Railway, and the Executive Committee only built a few isolated settlements in a few places in the Yazi Lake basin.

Along the Northwest Railway, which is the focus of the Executive Committee, Tielingbao, as the second heavy industry base in China, has the first heavy machinery factory, the Tieling Special Steel Plant, the Western Forging Plant, and the Tieling Mining Bureau (newly established, in charge of the mining of coal, iron, manganese and gold in the Tieling area) and its surrounding areas.

On the site of Taquarumbo, a large inland city in Uruguay, the people of the east bank built a brick and wood mixed fortress and named it Fort Lincy (meaning located west of the forest); More than 10 kilometres southeast of Fort Linsey, at the confluence of the Lincy (Tquarumbo River) and Lindong (Tres-Cruzes River), a new settlement, Fort Majiawan, was established. It was named after the chairman of the Northwest Reclamation Bureau, Ma Jia, who purchased land in this beautiful river bay and built a private villa; Just south of Tieling Fort, the Jinshui River (Kunyapiru River. Named after the placer gold found in the river sand) and the confluence of the Linxi River, a new settlement was also set up, Jinshui Fort; In the vicinity of the later small town of Ansina in Uruguay, a new settlement was established on the east coast, Inaba Fort, so named after the climate, soil and irrigation conditions suitable for growing rice.

Of the four new settlements, with the exception of Fort Linsy, which has been almost built, the other three are still on the blueprints, and only a few construction teams and settlers have arrived at the site by railroad to the front station. While they were cutting wood and building houses here, they waited for the brick and tile wheel kilns, lime kilns, and cement kilns on the other side of Tieling Fort to transport building materials here so that the construction of the settlement could begin.

There is no doubt that the construction of these settlements is inseparable from the development of Tieling Fort. As the largest industrial town in the northwest inland region, Tielingbao currently has a large population (more than 5,000 people) and many enterprises - in addition to several large backbone enterprises, it has also set up a new Tieling branch of the East Coast Building Materials Company, which has a brick and tile wheel kiln, a lime kiln and a cement kiln. It can also be seen from this that the other three newly established settlements are basically for Tieling, especially Majiawan Fort, Jinshui Fort and Daoye Fort with very good agricultural conditions.

After the development of the Tieling area, the people of the East Bank will also use it as a base to rapidly expand to the surrounding areas, expelling the remaining Charuya and Klandi people (there are also Klandi aborigines living on both sides of the Uruguay River), and settling the settlers of the Far Eastern Ming Kingdom here. This is an endless plain terrain, and it is undeveloped virgin land, with rivers vertically and horizontally, abundant precipitation, and a suitable climate, it is not an exaggeration to say that it is a fertile field for thousands of miles, and if it is managed well for decades, it is the foundation of the king's tyrant, and it is also the blood transfusion place for the people of the east coast to expand to the entire La Plata region in the future.

The industrial and agricultural conditions in the Tieling area are good, and the Wujiang area is not bad. For example, in the newly established Jingjiang County, the land here is more fertile than the inland areas due to the flooding of the Wujiang River for many years, and the alfalfa and soybeans planted by local residents (used to fertilize the fields and improve the soil fertility of the raw land) have grown very well in the past two years. The alfalfa are all fat and juicy, the soybean grains are full and round, and the improved varieties are planted "Mancang Gold", so Jingjiang County ushered in a bumper harvest of soybeans, so that the settlers are happy.

"Jingjiang is the first county to be established in the Wujiang region, and it is also the most densely populated place here, when the population of the whole region is only more than 15,000 people, it accounts for nearly two-thirds, and it is not an exaggeration to say that it is the center of gravity of the whole region." Tang Yuan, the commissioner of the regional administrative office, gasped and said: "The fertile fields here are thousands of miles, the water sources are abundant, and the terrain is plain, and the forest area is not small, so the prospects are very good if it is well developed." The only thing we have to worry about is the floods, and we need to work on our own. First of all, the swamps and water pools along the river cannot be filled, otherwise the flood storage capacity will be greatly insufficient, and blindly marching into the wetland swamps in pursuit of agricultural benefits will only outweigh the losses. After all, the contradiction between man and land is not so big that we can't do this. In addition, the work of artificial reservoirs and irrigation canals is the top priority in the near future, and must not be left behind. ”

The artificial reservoirs and irrigation canals mentioned by Tang Yuan require a large amount of manpower and material input, so the regional administration has allocated special funds from the treasury to purchase a batch of steam plows (used to dig ditches) from the Dafeng Agricultural Machinery Factory in the north, and has also contacted several well-known labor brokers and asked them to hire a large number of laborers from the Old World to help complete these huge projects. The Uruguayan region is good, but there is also a big problem, that is, the rainfall is relatively average throughout the year, and it can even be said that the cold winter precipitation is slightly more than the summer, which is a typical period of rain and heat. And this is actually the reason why people on the east coast have to build artificial reservoirs, reservoirs and irrigation canals everywhere they go, because crops are in urgent need of water for irrigation in the slightly dry summer.

Naturally, this is also the case in the Wujiang region, where the summer is slightly drier, with only about 50 mm of precipitation per month, and more precipitation (mostly in the form of snowfall) in winter. Although these precipitation conditions do not significantly reduce crop yields, they do have some effects. Therefore, since God doesn't give face, let's figure it out for yourself! In places with relatively abundant water resources, artificial reservoirs are repaired, artificial reservoirs and wells are built in places with relatively few water resources, and then permanent irrigation canals made of masonry and cement can basically offset this adverse effect, and even more convenient and reliable.

Although the initial investment in this method is relatively large, reservoirs, irrigation canals, steam water lifting stations, etc. require a lot of manpower and material resources, and it is also a big burden on the national finance. But as long as you grit your teeth and invest this money, you only need to invest a certain amount of money every year in the future, and you can create a foundation for the local farmers to rely on for their survival.

"Water conservancy construction is the top priority, and this province is the top priority." Liao Xiaoyao, the commander of the regional garrison standing next to Tang Yuan, immediately replied, "I will compress the military training and try to make time for everyone to come to work on the construction site." I have also been to the rural areas of the Duck Lake basin in the north, and the water conservancy facilities are really good, so it has now become a big granary of our country. ”

"Water conservancy facilities are not a one-shot deal, although a huge amount of money has been invested in this year, but we will continue to spend money on maintenance every year in the future." Tang Yuan said, "We can no longer make the mistake of ignoring the investment in water conservancy construction in later generations, and falling into the dilemma of being blind when the weather is dry. Besides, how cheap labor is now, many of them are almost unpaid and free, and doing more work now is better than when the price of labor rises in the future, and you can no longer afford large-scale water conservancy construction, right? (To be continued......)
