Chen Fumu's father was a Christian priest, his eldest brother joined the League in his early years, he was a member of parliament and a secretary to Mr. Zhongshan in the early Republic of China, and his second brother Chen Qiulin once followed Chen Jiongming and served as the editor of Zhangzhou's "Minxing Daily", and Chen Fumu was a proofreader at that time.

Chen Fumu studied at Guangzhou Peiying School in his early years, and later entered the Yunnan Martial Arts School.

In 1921, at the order of Chen Jiongming, Chen Fumu and his second brother Chen Qiulin, together with the two brothers, went to Hong Kong to preside over the establishment of the "News", with Chen Fumu as the editor-in-chief and Chen Jiongming's secretary Huang Jusu as the consultant.

After Huang and Chen got kickbacks, they absconded to Hong Kong, and Li Guojie was arrested and sentenced.

In order to oppose Chiang's needs, Chen Mingshu secretly organized the Social Democratic Party, and this money was used to fund the activities of the Socialist Party.

In the winter of 1933, Li Jishen and Chen Mingshu led the 19th Route Army to oppose Chiang and establish the Fujian People's Government.
