Chapter 75 and the 25th Five-Year Plan were launched

After half a month of demonstration, the "Second Five-Year Plan" was finally formed.

The "Second Five-Year Plan" still takes economic construction as the core, supplemented by military, educational, medical, agricultural and other industries.

The biggest difference from the "First Five-Year Plan" is that the "Second Five-Year Plan" attaches equal importance to heavy industry and light industry, and the government will focus on supporting the processing and manufacturing industry.

Bulgaria's "Second Five-Year Plan" involved a total of 283 large and small projects. The core tasks are as follows:

1. Large railway plan: 3,400 kilometers of new railways will be built within five years, and the series of major cities across the country will be basically completed.

2. Highway plan: 20,000 kilometers of new highways will be built within five years, and the highways will be guaranteed to penetrate into every small town in the country and connect half of the villages in the country.

3. Big steel plan: It will be completed within five years, with an annual output of 56,000 tons of refined steel and an annual output of 124,000 tons of iron, which basically meets Bulgaria's own use.

Fourth, military reform: learn from the German Army to set up a general staff, and add internal staff to be responsible for the daily life and ideological education of soldiers (simply put: brainwashing).

The Grand Reserve Program was launched, and from 1892 onwards, 60,000 reservists were recruited annually for the next five years for a period of one year. The standing army remains unchanged at 65,000 people, and the vacancies are selected from the reserves.

5. Agricultural reform: continue to promote mechanized farming, promote new agricultural technologies, and expand the production capacity of chemical fertilizers by 200,000 tons, mainly phosphate fertilizers and urea. (Synthetic ammonia has not yet been developed, and there are only two simple technologies) Organize peasants to build water conservancy projects and accomplish the goal of ensuring harvest in drought and flood in major grain-producing areas.

6. Education: In the "Second Five-Year Plan", the government's investment in education is given priority to technical colleges, and secondary schools are encouraged to transform into vocational colleges.

7. Medical reform: increase efforts to train medical staff, increase the number of medical colleges, encourage old doctors to take apprentices, and the state will issue a part of the subsidy. The government has set up training courses and regularly organized private doctors to study to improve the level of medical care.

8. Military industry: Expand the arsenal, introduce new equipment and new technologies from abroad, increase the production line of heavy artillery, and complete the localization of army weapons within five years.

Ferdinand's Bulgarian "Second Five-Year Plan" was nominally started in 1893, but in fact it was not started at the same time, and many projects were started early.

For example, the "railway plan" has not been stopped because the "First Five-Year Plan" task has been completed, but is still continuing construction, and the "Second Five-Year Plan" has already been launched for them. And like the military reform, it will also be launched in 1892.

However, this did not affect the propaganda that the "Second Five-Year Plan" was started in 1893, and anyway, the people did not care whether it was started in advance, they only cared about the final result, and the income did not increase.

On February 6, 1892, Ferdinand officially approved the "Outline for the Construction of the Second Five-Year Plan of Bulgaria", referred to as the "Second Five-Year Plan".

On the same day, the Bulgarian Propaganda Department officially released the contents of the "Second Five-Year Plan".

As soon as the "Second Five-Year Plan" was announced, public opinion was detonated, and Bulgarians turned their attention to it, and the newspapers of various newspapers were sold out of stock for a while.

Of course, the focus of each industry is different.

Railway workers, for example, have focused on the "Great Railroad Project", which means that their livelihoods will be secured again in the next five years.

The peasants are paying close attention to "agricultural reform," and many people have benefited greatly from the First Five-Year Plan.

Capitalists are more concerned about the new economic policy and whether the government will continue to increase investment in infrastructure, which is related to the direction of their future investment.

Only Ferdinand knew that the Bulgarian economy was already in danger, with industrial development lacking sufficient industrial raw materials and a vast market. As soon as the government stops investing in construction, the economic crisis will erupt.

If it is a large country, it can also adopt tariffs to protect the market, but it is completely impossible for Bulgaria to write the title, and a market of less than four million people cannot support the industrialization of a country.

An alliance with Russia was Ferdinand's most effective strategy to deflect the crisis. The fourteenth economic crisis of the capitalist world, or rather the third great economic crisis, has erupted.

In March 1890, the German stock market plummeted, and since then the stock price has been falling for more than two consecutive years. In 1893, the economic crisis broke out. In the United States, from January to August, the average market price of industrial stocks fell by nearly half, and the price index for metals and metal products fell by 44%, and the textile price index fell by 26%.

However, it is worth mentioning that this economic crisis did not have such a big impact on Russia, due to the backward industrial development, and its own large enough market, it survived this crisis smoothly.

Of course, although the Bulgarians now know that the economic crisis has erupted, they do not know that it will affect the Balkans, let alone affect the situation in the Balkans in the future.

Ferdinand didn't know much about this period of history, anyway, he knew that after the economic crisis spread to the Ottoman Empire, a new round of revolutionary upsurge broke out, which always had something to do with it.
