Chapter 202: Grievance Education
In this way, the first company of the volunteer battalion was quickly established with a force of about 140 people. In addition to 12 officers and men in each squad and 108 infantry within the basic squad, it is also equipped with a complete communications and horse team, company platoon headquarters, and cooking units. It's just that to the surprise of many people, none of the full-time officers in this recruit company from the squad leader are the original 36 members of the Datong Society, and the officer system is another system parallel to the members. Although this puts forward more complex requirements for the organizational system, from another aspect, the possibility of potential contradictions can also identify to the greatest extent whether this new type of army has truly achieved "detachment from personal interests" and "detachment from low-level interests". If you encounter problems, you can "wash healthier". Of course, Xiao Xuan had also heard of some successful experiences in history, and he had noticed them from the time he selected the recruits of the first company of the volunteer battalion.
However, in order to avoid possible problems, the so-called "grievance education" was not carried out when the recruit company had just formed the army, and if there was no adequate preparation, or if the recruits had not yet felt the "radical difference of the new collective", they would not be treated as a routine by those who were selected.
The reason for the prevarication of Chinese officials and experts is that China has a weak foundation and insufficient capital investment. And the money we spend on second-hand equipment and outdated technology is feeding foreign countries to develop new technologies. Every wave, the foreign side can get rid of the old technology and old equipment, in exchange for funds, research and development of new technologies and equipment, continue to make money, and enter a virtuous circle of continuous upgrading, profitability, and re-upgrading; Every time China advocates "great development", it ends up being a hemorrhage, spending a lot of money, buying outdated technology and equipment, and producing inferior and near-obsolete products; even when it seems that the cost of introduction is to be amortized, the foreign side will launch new products and sweep the market, and the Chinese side will only lose money, lose the stamina for development, and fall into a vicious circle of backwardness, (spending) import, and falling behind.
It can be seen that China is not short of money, but that officials and experts are too stupid, too greedy, and too short-sighted.
Taking 10,000 steps back, if China's science and technology can be solved by "buying", then what is the function of the Ministry of Science and Technology?
In addition to sparing no effort to spend money, the Ministry of Science and Technology has always "sama" rather than "horse racing" for the selection of scientific research teams. Fully market-oriented enterprises, abandon "Soma", only "horse racing", has long become a consensus, because enterprises can not afford to spend time, can not afford to spend money, only to the "line of horses" to invest money, and will not pay the bottom cost for "Soma".
The Ministry of Science and Technology does not have a super "Soma" level, the "phase" horses are all inferior horses, and the "hand-picked and commanded" teams/enterprises are always unable to work. However, one of the reasons why the Ministry of Science and Technology has long adhered to the high-risk operation mode of "Soma" is that only with the "Soma" method can they feel a sense of grasp of scientific research funding - the directional transfer of benefits (some cases will be mentioned below).
Even if we exclude the profit-driven and profit-driven problem, some officials and experts take a short-sighted and static view of the problem. A respected academician said in 2009: "China's chip industry can finally catch up, because the process line width has reached the physical limit below 10 nanometers, and foreigners can't run." God, this is from the mouth of a respected academician.
If the plane line width can't be turned over, people won't study the chip with 3D structure?
When silicon-based chips reach the physical limit, people won't study carbon-based chips?
If the chips of traditional computing methods cannot be expanded, people will not study new models of chips such as quantum computing?
Always looking at problems statically, always underestimating the infinite nature of innovation, and what is even more terrifying is that they always take the premise that others stop as the premise that they can catch up, how can such experts and officials lead the progress of China's science and technology. Foreigners have been running non-stop, and Chinese with old ideas are likely to die of exhaustion on the endless road of catching up.
Ministry of Science and Technology, scientific and technological authorities, do you know your positioning?
The Precision Equipment Division is a provider of integrated circuit exposure machines and scanners for large-scale integrated circuit manufacturing; Digital cameras, film cameras and parts provided by the Imaging Products Division, including interchangeable lenses, flashes, film scanners, etc.; The Instrument Division provides microscopes, measuring instruments, and semiconductor testing equipment.
Others also provide sports optics products such as telescopes, monoculars/binoculars, laser rangefinders, etc.
Problems that need to be solved in the localization of semiconductor equipment
Industry expert Mo Dakang believes that the most difficult reason for the development of the equipment industry is that in addition to the problems of capital and talents, the most important thing is that the use is too small.
As an expert who has worked for many years in the world's largest semiconductor equipment company, Applied Materials, he summarized the difficulty of localization of semiconductor equipment from five aspects:
First, the semiconductor equipment market has become increasingly specialized and globalized. At present, the global equipment industry through mergers and acquisitions, eliminated, in each market segment left only 1~2, at most 3~4 companies, the competition is very fierce, such as the lithography machine field ASML is a monopoly, and all for the global market. On the other hand, domestic enterprises have a weak foundation and have few ability to cut into overseas markets.
The second is the unique position of semiconductor equipment. Since the late 80s of the last century, semiconductor equipment companies have begun to integrate process capabilities into the equipment, so that users can buy equipment to ensure the use and meet the process requirements. Therefore, there is a saying of "one generation of devices, one generation of equipment". This is the reason why semiconductor equipment is so expensive, and it is also a great challenge for domestic enterprises.
Third, due to the small number of shipments, it is difficult for equipment companies to afford the cost of process test lines. For this reason, China can only take the method of subsidizing downstream manufacturing enterprises and using the production lines of manufacturing enterprises to help equipment enterprises conduct experiments, which is obviously restrictive. Starting from R&D and prototype, a piece of equipment must go through a large number of silicon wafers and other process tests to find problems and carry out modifications. Such a process has to be repeated many times and modified many times before it can be finalized. And before leaving the factory, it is necessary to go through a marathon test to calculate the average time between failures.
Fourth, South Korea and Taiwan have also been committed to the localization of equipment, but the results are not great, and the global market is still mainly controlled by the United States and Japanese companies, which also reflects the difficulty from the side.
Suitable for the stage of public ownership of the planned economy, but only "theoretically", because if you do. It will face a more severe international blockade and promote the West to be aggressive, and the efficiency of scientific and technological investment and scientific and technological development will inevitably be much higher than yours.
